Background/IRC Summary:
The International Rescue Committee (IRC) Thailand country program was established in 1976 to assist refugees from Vietnam, Laos and Cambodia and currently assists refugees and migrants from Burma. IRC operates one of the largest and programmatically diverse humanitarian programs providing essential services to displaced populations in Thailand. Assistance programs encompass health, education, institutional capacity building, gender-based violence prevention and response, water and sanitation, advocacy, protection and legal assistance
Job Overview/Summary:
As a member of the senior management field team in Mae Sot, the Finance Manger ensures effective fiscal oversight, management, accounting and disbursement of all grants supporting humanitarian assistance programs. These include activities funded by restricted donor resources, transactions that adhere to strict compliance requirements and payments made to vendors in accordance with IRC’s global supply chain guidelines. The Finance Manager also serves as liaison on behalf of operations, supporting the needs of evolving programs for displaced persons in Thailand. The Finance Manager is expected to work with program management staff on routine preparation of fiscal processes and provide training for IRC and community-based partner program staff as needed. This is accomplished through scheduled orientation sessions and training sessions throughout the fiscal year.
Major Responsibilities:
- Lead all financial management activities associated with grants that support displaced persons in temporary shelters and migrant communities in Mae Sot
- Analyze donor fiscal requirements and compliance regulations; provide written communication and guidance to field office staff to ensure donor protocols are followed
- In coordination with the Thailand Finance Controller, create annual training calendar for all field office staff and carry out training taking into account IRC global finance policies, changes in donor regulations and documentation associated with financial processing
- Perform daily and routine book-keeping as required
- Review all finance-related documents, transactions and requests, ensure data is appropriately recorded and is in full compliance with IRC and donor financial regulations
- Carry out regular reconciliation of all expenditure transactions; ensure accurate documentation is forwarded to Bangkok Finance Department according to timetable
- Process payment on demand invoices and prepare cheque disbursement vouchers
- Review bank reconciliations and ensure all banking records are correct and up-to-date (prepare daily cash flow report)
- Verify cash counts and verify Mae Sot office bank account reconciliation
- Review all purchase requests and to ensure correct coding and budget availability
- Perform correct calculation of withholding tax in compliance with rules & regulations
- Lead monthly Budget versus Actual review process with Mae Sot-based staff
- Participate in coordination discussions with program management staff
- Plan and lead training workshops for Mae Sot staff on finance procedures and policies
- Prepare and ensure acccuracy of appropriate month end journal entries and sumbit to Feild Coordinator for review and onward forwarding to Bangkok Finance Department
- Assist Field Coordinator on other duties when appropriate or requested
- Participate in weekly support team and monthly staff meetings and provide concise highlights on finance-related items
Job Requirements:

Education |
- Bachelor’s degree in Accounting, Finance Management, or CPA. - Advanced Diploma in Accounting from recognized College or Institutions. |

Work Experience |
- Minimum 5 years of experience in managing large-scale financial operations in a private or not-for-profit organization - Experience in managing multiple international currencies |

Demonstrated Abilities |
- Computer literate with significant experience in excel, accounting package knowledge (SUN system) highly desirable - Formal and informal training abilities with demonstrated track record |

Preferred qualifications:

- Previous experience working with refugees, displaced persons for humanitarian assistance organization or non-governmental organization (NGO) - Understanding of Burmese or Karen language - Ability to maintain confidentiality |
