Organizational Context and Scope

Under the overall supervision of the Head of Sub-Office in Mae Hong Son and the direct supervision of the Operations Assistant in Mae Hong Son, the incumbent will be assigned the following duties and responsibilities:

 

Responsibilities and Accountabilities

Assist in operational activities related to the smooth running of the sites under IOM management. Assist and make arrangements in all issues regarding safe and orderly transportation of refugees either for medical screening and departures, as well as to request/inform officially the local authorities of all movements of refugees out of the camps.

Provide clerical and administrative support to the Resettlement Programmes such as documentation, departure notifications, and transportation requirements for refugees’ departures.

Keep constant contact and coordinate with Bangkok Operations Unit; give logistics support to IOM Mae Hong Son Medical Processing and Laboratory Services Units.

Print promissory notes, I-94 forms, custom declarations, employment forms, have the refugees/migrants sign those documents, and make sure that all the travel packets are completed prior to departure.

Ensure that the x-ray films, custom declarations, I-94 forms, EAD’s (Employment Authorization Document) and luggage tags are included in each properly marked IOM plastic bag according to the ABN (Advance Booking Notification).

Prepare and submit exit clearance paperwork to local authorities for all movements of refugees out of the camps.

 

Provide Pre-Departure Orientation training for the beneficiaries.

Organize and conduct regular Q&A sessions in the camp, and coordinate with RSC and UNHCR to inform refugees about the query in a best manner.

Assist refugees in luggage weighing; ensure that distribution of clothing, socks and shoes are properly administered; purchase and distribute food for the refugees.

Perform face verification to ensure that the correct beneficiaries are leaving the camps for medical screening/resettlement.

Escort refugees from the camps to/from Mae Hong Son hospital and airport when required.

Prepare MOI (Ministry of Interior) exit permit for the escorts; co-ordinate with Operations Unit in Bangkok to ensure that the exit permits are issued before the departure from Mae Hong Son takes place.

After departure, collect the promissory notes copies for Bangkok office, deliver by the safest courier service to Bangkok Operations Unit.

Submit statistics and reports as required.

Perform other related duties as may be assigned.

 

Education and Experience

Thai National

Completed at least undergraduate degree in Social Sciences or other related fields

A minimum of three years working experience with international humanitarian organizations, non-government or government institutions/organization with multi-cultural setting.

Willingness to work in a camp setting under difficult circumstances; must be able to travel extensively; willing to work in shifts, including on weekends

Creative, friendly, highly organized, flexible and service-minded; responsible, honest, and has a strong personal commitment

Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; Respect for diversity and creative thinking.

Computer/software literate, especially Ms Office (Word, Excel, Outlook, E-mail and Internet)

Fluency in Thai and able to communicate in English; Knowledge of Burmese, Karen or Karenni an advantage.
