Regional Program Assistant, ALME Project, Bangkok Office
Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. Objective:
Social Impact (SI) was awarded a contract by US Agency International Development USAID to provide monitoring and evaluation and other technical/advisory services to the USAID Regional Development Mission Asia (RDMA) and USAID Missions operating in Asia. These services include, but are not limited to, impact and performance evaluations, components of evaluations, assessments, qualitative research, surveys and data collection, cost analysis and effectiveness, feasibility studies, assistance with monitoring plans and indicators, technical training, knowledge dissemination and public outreach, performance management, and other non-evaluative services. Social Impact will assist USAID and its partners in Asia generate empirical data as well as foster learning and knowledge management through a participatory process in order to support stronger results and improve evidence-based programming. The specific technical areas the RDMA portfolio covers are health, HIV/AIDS, and education, human trafficking, environment, water and sanitation, humanitarian assistance, science and technology, governance and economic growth.
Responsibilities and Tasks:
The Regional Program Assistant will be responsible for financial, logistical and administrative support to the RDMA project team, and ensuring that administrative, financial, logistic and procurement activities are carried out in a manner consistent with the objectives of the project, and in compliance with USAID regulations and SI policies and procedures.
Logistic and administrative support for program management team
Support the team technically and logistically and assure high quality deliverables to the client.
Establish, monitor, and update work plans and budgets for selected task order projects and support contract reporting requirements.
Oversee project logistics, including mobilizing teams to the field.
Serve as a point of contact for clients, ensure contract compliance, and support contract reporting requirements.
Provide administrative backstopping support, as needed.
Support marketing, business and proposal development related to the ALME project.
Administration Support
Handle all incoming and outgoing documents and filing them as properly.
Provide necessary support to all departments and ensure that office system runs smoothly
Check / order / buying office supplier - equipment
Office equipment and other fixed assets are well managed and maintained office maintenance / coordinate with INC.
Leave tracking
Coordinate and filing timesheet as monthly basis.
Coordinate with legal firm to provide visa-work permit for expatriate staffs.
Proper logistic support is provided for meetings, workshops and activities
Prepare and submit Travel authorize for consultant / partner to USAID
Assist in procuring flight tickets for staff / consultants
Handle arrangements for transportation and hotel accommodation for consultant / partner
Financial Support
Manage Petty Cash and provide Petty cash reconcile
Coordinate with Accounting Firm in term of monthly expenses and payment control.
Coordinate with Bank in term of office statement and other related aspects.
Processing for cheque signing and pay to the vendors
Processing approval for FOER and upload to the sharepoint (SI’s database system).
Request monthly Office Advance from Head Quarter.
Travel Advance request for consultants and staffs before traveling to fields.
Review and prepare the payment for consultant, subcontractor and partner (IPSR).
Qualifications:
The Regional Program Assistant must meet the following requirements:
At least Bachelor’s degree in Accounting, Public administration, business, or another relevant field required.
At least six years of accounting and administration/ logistic support, or similar experience in other donor-funded projects; previous work experience with USAID-funded projects preferred.
Knowledge of and experience with Thai payroll income tax calculations.
Proven ability to manage and monitor a diverse staff in multiple locations.
Previous experience in Asia or RDMA countries.
Must have high proficiency with Microsoft Office Suite, particularly Excel.
Must be fluent in English and Thai with strong writing skills.
