A US environmental consulting firm invites qualified candidates to apply for the position of:

MONITORING & EVALUATION SPECIALIST

for a five-year regional program of the United States Agency for International Development, based at the consulting firm’s office in Bangkok.

The Monitoring & Evaluation (M&E) Specialist will be responsible for leading the monitoring and evaluation efforts for the program. S/he will be responsible for implementing the USAID Oceans M&E and Quality Assurance Surveillance Plan (QASP) Tracking and Data Collection System; developing reporting mechanisms from team members, Subcontractors and Grantees to ensure timely data collection, entry, collation and reporting of data; conducting on-site monitoring of program activities collecting both qualitative and quantitative data; conducting routine spot checks to ensure data have been accurately collected from program beneficiaries; and undertaking client-directed data quality assessment (DQA) and preparation of report(s). The M&E Specialist will support the development and tracking of custom indicators. S/he will lead in the reporting of M&E Plan achievements and results; and providing key input and leadership in the Annual Work Planning process as related to annual target setting and revision/addition of indicators. S/he will be responsible for providing guidance and support to Subcontractors and Grantees on activity M&E requirements including building capacity for data collection, management and reporting as well as conducting staff training on such topics as the project’s M&E indicators, targeting, and data collection methods. 

The qualified candidate should meet the following requirements:

Excellent spoken and written English

University Degree

Minimum of five years in equivalent position

Experience working on USAID-funded projects

Ability to work under pressure in a multi-cultural work environment and with minimum supervision
