Reporting and Monitoring Manager

Position:           Reporting and Monitoring Manager (one open position)

Handicap International (HI) seeks Reporting and Monitoring Manager (RMM) based in Mae Sot, Tak province.

Handicap International is an international non-governmental, non-religious, non-political and non-profit making organization specialised in the field of disability. It works alongside people with disabilities, offering them assistance and supporting them in their efforts to become self-reliant.  Since its creation, the organisation has set up programmes in approximately 60 countries worldwide and intervened in many emergency situations.  

 

Handicap International in Thailand is currently supporting projects along the Burma/Thailand border focusing on three thematics as follow:

Rehabilitation Project: provision of functional rehabilitation services for persons with disabilities or impairments  in five temporary shelters (Tak and Mae Hong Son provinces),

Disability and Social Inclusion Project: Social inclusion of People with Disabilities and  mainstreaming disability into humanitarian services in three temporary shelters (Tak province) and,

Mine Risk Education Project: raising awareness activities on the risk of mines and explosive remnants of war are implemented in nine temporary shelters (Tak, Mae Hong Son, Ratchaburi and Kanchanabui province).

 

GENERAL MISSION:

The Reporting and Monitoring Manager will support the Thailand Head of Mission in reporting, supervising and monitoring the different projects on going in BBP, Thailand.

Under the supervision of the Thailand Head of Mission, the Reporting and Monitoring Manager ensures the reporting and monitoring of the Projects, , follow-up on the operations, participates in the development of proposals for projects continuation and participates in the definition of the approaches and supports evaluation processes.

Reporting and Monitoring Manager will be directly responsible for Data Entry officer and will work closely with Project Managers in Thailand as well as Regional technical unit and operations coordinator in Cambodia. As such, he/she will not hold direct line management of the projects but monitoring role will require close coordination, supervision and support to 3 project managers and their teams. He/she will not be directly in charge for budget(s) but would keep monitoring role of a site budget and complex donor framework.

Specific Tasks and Responsibilities:

Responsibility 1: Manage Data Entry Unit ensuring appropriate reporting mechanism at place and supervise projects’ flow of data/ reports to ‘feed’ database regularly

Aim: HI beneficiary database is accurate and timely updated to serve projects’ reporting and proposal writing requirement.

 

Activities:

Ensure Data Entry Officer is familiar with database and update it on regular basis;

Ensure project teams report regularly and provide accurate and complete reports;

Feedback and procvide training on reporting mechanism;

Support reporting to donors, national authority, partners and HI;

Coordinate with Regional Technical Unit on all issues related to database management;

Coordinate with Regional Technical Unit in relation to assessments, syrveys, capaitalizations and lessons learning proceeses.

 

Responsibility 2: Ensure monitoring of on-giong  projects

Aim: Each project possesses the appropriate tools to monitor the implementation of the activities and the results achieved and, uses them.

 

Activities:

Ensure that every project has an integrated monitoring and evaluation framework;

Mapping of existing tools accross the projects for documenting the results and its impact;

Improvement of the tools or creation of new tools in collaboration with the project teams;

Training of the teams on how to use the tools;

Make sure that M&E tools are used and results are analyzed to feedback the project teams;

Provide methodological and organisational support to the Project Managers;

Support teams in their budget management and planification.

 

Responsibility 3: Follow up of the operations and feedback to Head of Mission and project managers

Aim: Make sure activities take place according to the plan, adjusments are made when needed, etc...

 

Activities:

Coordinate and coach the Projects Managers in monitoring the progress of each project's activities with regard to budgets, logical frameworks, working schedules; 

Monitor and participate in the team's annual planning for each project and follow up regularly;

Organise visits to the field to check the quality of the implemented activities/ services;

Support the project teams to adjust the plan when needed;

Ensure projects are well documented in line with HI M&E policy, including annual workplans and indicator measurement plans;

Ensure that relevant input about operations is provided for Regional Programme Director(RPD) monthly report.

 

Responsibility 4: Participate in the definition of a new approaches, initiatives…

Aim: The global approach is coherent with the field situation, the results achieved so far, the staff capacity, etc.

Activities:

In collaboration with the Head of Mission and Regional Operations Coordinator, support strategic reflection within the team on the actions to develop (including regular reviews of  the ongoing projects’ strategies) and the decisions to take as well as on the approaches, methods and tools to use;

Support the Head of Mission and Regional Operations Coordinator in following and, when necessary, (re)defining the main strategic guidelines of the programme and of future projects;

Prepare identification documents and documentation for the development of new projects;

Attend national level meetings in the field of intervention of the programs upon request of the Head of Mission.

 

Responsibility 5: Support in fundraising,   proposal writing and external communication

AimImprove the quality of reporting and of external communication documents

Activities:

Support projects managers in the development of proposals and reports in collaboration with the Head of Mission and the Regional Operational Coordinator;

Support Head of Mission the development of tools for external communication;

Represent HI in platforms, meetings etc if requested by Head of Mission.

 

Qualification required/ Desired profile

Education

University degree in the field of management or in development studies

 

Experience:

Minimum of 2 years practical experience project cycle management Excellent skills in production of written analytical reports, proposals.

Strong multi-project cycle and soft skills required.

 

Technical Skills & Cross Cutting Skills

Minimum 2-year experience in planning and in managing M&E including data collection and management

Experience in budget management, developing contract

Experience in working with partners, civil society organizations or public authorities

Experience in providing coaching for capacity building

Experience in one of the domains of intervention of the program: health OR rehabilitation OR livelihood OR local inclusive development

Experience in disability sector strongly recommended

Practical experience in working with vulnerable groups and local authorities is mandatory

Languages: Good level of written, reading and spoken English.
