The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to appoint a:

Organizational background
Southeast Asia National Society Development Unit/ SEA Regional Delegation/ Asia Pacific Zone

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 189 member National Societies. The IFRC acts before, during and after disasters and health emergences in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.

The IFRC coordinates and supports the collective efforts of the IFRC Membership to better address the increasing numbers of humanitarian challenges. The SEA Regional Delegation (SEARD) is engaging closely with the National Societies in the region to scaling up their humanitarian work and address the challenges  they face. 

The NSDU supports the member NS to become stronger, more sustainable and more effective organization in key aspect , with the ultimate aim for them to improve and expand their humanitarian , volunteer-based services delivery, especially at the local and community level. In addition, finance development support is one of the key areas that is aimed to be addressed from the broader  perspective of National Society Development Framework.        

The SEA NS Finance Development Manager will be deployed/out posted for a few months in priority countries (Myanmar, Philippines and Vietnam) based on needs and demands.
 
SEARD has been continuing the work to support the National Societies in the region on important aspects of Organizational Development building on the successes and approaches used with support from the Swedish Red Cross for more than a decade.  Financial Management has been gaining a great momentum in the region, which has led to a review of the Finance Development position and to increase its initial portfolio.

Job purpose:
General
To work closely with the AP Zone Finance Coordinator in promoting the implementation of overall APZ- wide Finance  Development Strategy, providing coordinated but specific technical support to the NSs. 
To build on the successful long-term finance development programme implemented in the South East Asia region. 

Specific
To review of previous finance development approach in line with National Society Development Framework , new expectations and OCAC/NSD approach. 

To develop and implement a Finance Development  strategy that is aligned with the zone strategy, for  SEA National Societies  to  strengthen  their financial management and financial reporting capacities

To provide guidance, advice, training and all technical support to the National Societies, in coordination with the Federation Delegation ,  in developing transparent accounting and finance management systems, skills, structures and finance procedures in the National Societies. that meet the requirements to operate advanced financial modality such as the cash transfer system.

To provide guidance and support to the National Societies on the aspects of integrated holistic approach from the wider perspective of National Society Development   that includes finance development, risk management, grant management, sustainability as well as other initiatives that strengthen transparency and accountability.

Job duties and responsibilities
The SEA NS Finance Development Manager will undertake the following specific duties and responsibilities. 

Financial management and analysis: 
•    Guide and support National Societies in assessment of their current financial management systems using standard and harmonised tools i.e. current accounting procedures and practices; financial rules and procedures; the division of responsibility with regard to financial management between finance and programme staff; financial reporting and budget control functions; and banking and cash management regulations. 
•    To advise, support and facilitate National Societies in strengthening their financial systems and procedures, taking into account existing capacities, and desired improvements that match business needs, that are in line with international best practices for the not-for-profit industry. 
•    Support National Societies in strengthening accounting system, budget planning and review , self-assessment and review, diversity and sustainability.
•    Support interested National Societies to develop and implement costing policies and indirect cost recovery systems, and  promote best practices to strengthen existing cost recovery mechanisms.
•    Lead the National Societies in developing strategic plan to address recommendations from external audits and self-assessment processes such as OCAC. 
•    To work in collaboration with the Community, Safety and Resilience (CSR) unit in strengthening the NS finance management capacities in emergency situation of Disaster management.
•    Support National Societies in identifying capacity building need areas and assist in capacity building.

Risk Management

•    Support National Societies in strengthening control  mechanisms with appropriate policies , structures and resources. 
•    Support National Societies in identifying risks and developing appropriate frameworks , tools to address these.
•    Promote the culture of risk awareness and appropriate risk mitigation amongst governance, management and staff.     
•    To advise and Support NS in defining clearly roles and responsibilities of management functions with regard to financial authority and responsibility. Support in introducing corporate governance.
•    Support the National Societies in maintaining risk register on a regular basis.
•    Support National Societies on promoting a culture of fraud awareness and prevention by identifying risks that could lead to potential fraud , promoting the fraud related internal control and raising awareness of stakeholders in the National society of fraud risks.
•    Support National Societies in developing appropriate fraud and corruption control policies/frameworks.
•    Support National Societies in promoting accountability and developing appropriate frameworks, tools for the same. 
•    Support in strengthening compliances.
   
Policies/Strategies and global tools 
•    Support National Societies in developing and updating appropriate financial policies, plans , systems , strategies,  procedures,  guidelines and tools. Ensure these are compatible with the global and regional ones.
•    Support National Societies in ensuring compliances to the established policies and procedures as well as strengthening internal control systems.    
•    Promote appropriate global tools (such as NSDF, OCAC, , FWRS, Risk Management and Accountability Framework , Fraud and Corruption control policies etc), apply them as applicable and  strengthen linkages of such tools with the programme activities. Promote alignment between the global/regional and national frameworks and tools.  
•    Support the National Societies in integrating/mainstreaming finance development into programming.
•    Support in  identifying their needs for promoting integrated approaches and support them in strengthening inter-linkages between the DDI, Human Resources Management, Logistics Management, Organisational Development  etc.   
•    Support National Societies to meet their statutory requirements related to membership: Submission of Income declaration and accompanying audited financial statements, and payment of statutory contribution on a regular basis.
Coordination/ communication and networking
•    Represent Southeast Asia and maintain coordination and communication with the relevant stakeholders and more importantly with donors and partners.
•    Maintain regular and proactive dialogue with different stakeholders such as NS counterparts, Programme Coordinators /managers as well as PNSs (country, region, zone), Finance Departments ( AP zone, country offices with regard to finance development matters.
•    Collaborate with the zone finance development coordinator in planning and implementing activities that contribute towards overall zone wide FD strategy and plans.
•    Maintain pool of experts and promote peer learning and support.
•    Coordinate and/or support to organise relevant meetings, training, workshops etc.         
•    Under authority of the National Society Development Coordinator, to liaise with regionally situated technical resource institutions/companies, international, government and non-governmental organisations and collaborate with them where appropriate, especially with regard to development of a pool of local resources for financial management systems support. 
•    Produce regular, accurate and timely narrative reports on the regional finance development programme for the Federation and donors. 
•    Properly document the information, lessons learnt and disseminate. Develop guidelines and tools to support NSs and Delegations in carrying out finance development work in an integrated manner. 
•    In close coordination with the AP Zone Finance Development Coordinator, facilitate the knowledge sharing on inspiring practices across the wider membership of the Asia pacific Zone including Promoting peer sharing and learning within the NSs SEA region and NSs in other regions within the Asia pacific Zone and possibly in other zones too.
•    Explore short term secondment possibilities to support the NSs in their overall finance development work as well as further possibilities of partnerships and deployment of Delegates such as under Australian Volunteer for International Development ( AVID) and make sure that the work is carried out based on the coordinated FD framework, tools and minimum standards.
•    Expand collaboration/linkages with the National Societies outside the region too and promote culture of replicating successful models/approaches to address NSD issues and challenges.      
•    Work as an effective team player in the National Society Development Unit and support in delivering NSDU concepts.

Qualifications, experience and skills required: 
•    Recognized Professional qualification in accounting/Finance ( Chartered Accountant/ MBA in finance ) from a institute of repute. 
•    Experience of managing & supporting staff 
•    Minimum 5 years’ experience of working for the Red Cross or working for a humanitarian aid organisation in a developing country.
•    Minimum 5 years’ experience of working in a finance / accounting role in senior position. 
•    Experience of preparing budgets, clash-flow statements & financial plans
•    Prefer experience of working with Federation accounting systems
•    Experience of writing narrative & financial reports
•    Experience in Management and Finance Information Systems (MIS/FIS)
•    Prefer experience in  developing the financial rules, practices and procedures for NGOs
•    Advanced skills in computers (Windows, spreadsheets, accounting packages and word processing)
•    Valid international driving license (manual gears)
•    Strong skills in training and developing staff
•    Able to present financial information clearly, orally & in writing
•    Interpersonal skill
•    Fluently spoken and written English
