Organizational background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 187 member National Societies. The Organisation acts before, during and after disasters and health emergences in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.
The IFRC coordinates and supports the collective efforts of the IFRC Membership to better address the increasing numbers of humanitarian challenges. In order to succeed, the regional office is engaging more closely with NS to scale up humanitarian work by providing core membership services, providing intensified capacity building support, facilitating the development of long term relationship and partnership management for NS within and outside the RCRC Movement (domestic actors, external partners) and establishing a collective performance and accountability framework.
The NS Development is to support member NS to become stronger, more sustainable and more effective organization in key aspect, with the ultimate aim for them to improve and expand their humanitarian, volunteer-based service delivery, especially at the local and community level. This is mainly done through the means of Organizational Development and Capacity Building
Southeast Asia National Society Development Unit/ SEA Regional Delegation/ Asia Pacific Zone
Job purpose:
To achieve Strategy 2020’s Strategic Aims, the NS Development Coordinator (NSDC) is responsible for providing consistent quality advice and support while engaging all relevant stakeholders, particularly Federation’s members , in the new operating model. He will serve as partner, consultant, adviser and coach, as appropriate, to the governance, management and volunteers of the NS. Working through others, s/he will help to design better programming through a more harmonized and focused approach with impact and sustainability as key attributes. S/he will help the NS Secretary General, Development focal points, IFRC Programme Managers, Country Delegations counterparts, ICRC Cooperation Delegates and when required PNS Counterparts operating bilaterally in the region to identify, discuss and support the agreed upon Development processes and create the necessary environment and timing for NS to embark on these processes:
• Support to NS Governance and Leadership: in legal base, statutory matters, integrity issues, Branch Development and Partnership Meetings.
• Organisational Development: Assist NS counterparts and stakeholders through organisational development process to assess, agree on need and approach, and implement change processes to improve the Society’s overall relevance, performance and impact on the lives of vulnerable people, through sustainable services and programmes
• Capacity Building: Identify with other core programme delegates/staff and PNS Representatives the capacity building work required and develop appropriate and sustainable plans to train such personnel to undertake these activities (as integrated aspects of all programmes according to consistent approaches and standards).
• Knowledge Information and Management: Ensure knowledge sharing through adequate documentation, reporting and dissemination of good practices and lessons learned. Support effective regional networks
To achieve this, the SEA NS Development Coordinator will manage a Team composed of a Finance Development Officer, , Gender expert and Youth Officer as well as the regional SEA OD Practionners network. The NSD Coordinator will also work closely with the Regional Programme Coordinator as well as with the Community Safety and Resilience Unit, the Disaster Law Delegate, the Migration Officer and the Regional Communications & Advocacy Unit.
Job duties and responsibilities
This NSDC role is framed within a coherent and consistent approach to National Society Development support at Asia Pacific Region level. As such s/he will be involved in a collective approach to planning the local contextual aspects of a wider AP Region NSD & Volunteering strategy linked to the implementation of the Federation’s Strategy 2020.
The position will support National Society Development (OD and Capacity Building) in the Mekong Region and Singapore as required.
Organisational Development work:
At country level, the NSDC will ensure appropriate confidence building measures with the host NS that lead to an environment of trust and cooperation to ensure the needed buy in process and the ownership of the Development process by the NS.
1. NS Strategic Positioning:
1.1 Offer the NS governance and management leadership ways to review their overall domestic positioning and strengthen key areas of Development work such as legal base strengthening and strategic planning. This should include participatory methodologies to achieve internal consensus for change, ownership over critical analysis, and development of specific strategies to address identified issues.
1.2 Support the National Society to negotiate a harmonised Movement support plan to achieve its Strategic Plan, and to facilitate, as needed, a Cooperation Agreement Strategy with Movement and other partners that builds sustainability and accountability. Support the development of second CAS Generation
1.3 Assist NS in learning from experiences of other NS operating in similar contexts and link to various knowledge sharing opportunities available within and outside the Movement under the coordination of AP Region NSD and Volunteering Unit.
2. NS Change Management:
2.1 Offer support to NS leaders and counterparts in setting of internally owned change goals, objectives and expected results
2.2 Advise appropriate NS change managers on development of holistic change processes described in NS Development Plan
2.3 Act as a resource person to offer NS change managers access to appropriate and relevant tools, policies, guidelines and internal and external support

Capacity Building work:
The NSDC will organize training of appropriate local Federation staff and NS programme counterparts as necessary to provide skills and tools to support the NS to identify capacity building needs.
1. Capacity Building in Programming:
i) Assist the NS to review its roles, responsibilities, and capacity building needs to
provide programmes based on the priority needs of vulnerable populations;
ii) Advocate for regular self-assessment within the NS in the areas of Health, DM,
Communications, Humanitarian Advocacy, Resource Mobilization etc. to achieve the strategic aims set out in Strategy 2020
2. Capacity Building in Systems and Procedures:
i) Assist the NS to identify ways to strengthen its planning and monitoring, human resource development, financial management, communications, and resource mobilization systems in particular.
ii) Assist the NS to identify locally available external resource persons or other regional peers from other NS across the AP Region to help in developing skills and competencies of its senior and middle management in agreed capacity building areas.
General Management
1. Coordinating and facilitating fundraising initiatives for national societies programme as well as the NSD Unit funding needs, in collaboration with the resource mobilization and other coordinators.
2. Ensure that the group of supervised staff completes tasks and delivers the assigned work in a timely manner, within acceptable levels of quality and costs.
PERSONAL PROFILE / CHARACTERISTICS
1. Ability to balance tenacity with patience
2. Profound demonstrated understanding of effective working with the Red Cross and Red Crescent Societies.
3. Profound experience of leadership and management of a similar organization with demonstrated results and impact.
4. Ability to promote cohesive team-work, both within the National Society and its external funding partners.
5. Profound understanding of cross cultural and diversity issues.
High initiative level and proactive in taking responsibility for quality and timely delivery of results.
Qualifications, experience and skills required:
• Relevant university degree or equivalent knowledge
• Experience in mentoring/coaching, training and managing staff. Capacity to interact with very many different stakeholders. Highly organized , with ability to create unified team approach
• Prefer minimum 3 years’ experience working for Red Cross/Red Crescent National Society including time in field with the RCRC Movement or/and with a National Society
• Minimum 10 years’ experience working for a service delivering voluntary organization in home country or for a humanitarian aid organisation in another country
• Minimum 5 years’ experience of facilitating organisational development process especially strategic planning
• Experience and/or knowledge in project design, budget, monitoring, evaluation and reporting
• Experience in financial management development and fund-raising
• Demonstrated skills in analytical and strategic thinking
• Experience in local capacity building, volunteer management and community development
• Comfortable working with current donors and communicating with potential Donors/Partners
• Prefer RCRC Basic Delegates Training Course, Impact of equivalent knowledge
• Self-supporting in computers (Windows, spreadsheets, word processing etc.)
• Prefer valid international driving license (manual gears)
• Mastery of Strategic Planning Processes
• Prefer working knowledge of Federation’s organisational Development process & tools especially OCAC, FDRS, National Society Strategic Planning, National Society Self-Assessment, CAS and Capacity Building Indicators.
• Analytical skill, Listening skill
• Fluently spoken and written English

• Range of Local salary (up to the experience) minimum of 90,000 THB to maximum of 130,000 THB/month
