Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.
Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.
The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.
PU-AMI Thailand offers:
- Clinical services and disease surveillance/control in the 3 camp.
- Health promotion and disease prevention in Maela camp.
- Vertical programs such as HIV/AIDS, TB, and Mental Health.
- Capacity building.
PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:
Position: HIV Doctor ( 6 months contract : Possible extension depending on funding)
Under the authority of: HIV Officer
Direct supervision of: Deputy Program Coordinator and Medical Coordinator
Working Location: Mae Sot (Tak province)
Working hours: Following PU-AMI rules and regulation

1. Main Objective
The HIV/AIDS doctor manages the care, treatment and follow up of People Living with HIV/AIDS (PLWA) registered in PU-AMI program in Maela, Umpiem, Nu Poe temporary shelters.

2. Specific Responsibilities:
Medical Care
Supervise care of PLWHA including clinical follow-up, ART monitoring and patient referrals to In-Patient Department (IPD), in close collaboration with the Clinical Doctors, the HIV medics and HIV/AIDS counselor.
Supervise follow-up of HIV patients admitted in IPD to ensure quality specialized care and treatment, in collaboration with the Clinical Doctors, Medical Officers and medics in charge.
Collaborate with TB Doctor for the diagnosis and joint-management of HIV/TB co-infected cases as well as follow up of TB cases.
Collaborate with medics and Clinical Doctors for the management of SGBV cases and BEA, especially for the management of the PEP procedures.
Coordinate HIV/AIDS prevention, treatment and care with partners (ARC & SMRU PMTC programs, Thai hospitals, National HIV/AIDS program…).
Monitor drug consumption and manage drug stock.
Manage lab tests requests and follow up of results.
Maintain a “client-friendly” atmosphere that is non-judgmental and supportive of all beneficiaries with special attention for medical confidentiality
Technical support for HIV/AIDS program and activities
Provide technical inputs for the development of IEC/BCC strategies and messages.
Participate in the development review and capitalization of protocols and procedure related to the HIV/AIDS program, in close collaboration with the Medical Coordination.
Provide his inputs to HIV Officer regarding the HIV/AIDS program and its improvements
Monitoring, reporting and evaluation
Verify quality of patient’s medical records.
Collect and enter data in HIS, FUCHIA and Thai National program databases.
Analyze medical data and provide analytical reports
Compile monthly activity reports and submit to HIV Officer
Participate in writing annual HIV, HIV/TB co-infection report with HIV Officer
Capacity building
Write curriculum, conduct trainings and evaluations for HIV Medics
Provide trainings (initial, regular refresher trainings and on job trainings) on HIV/AIDS treatment, care of patients, awareness as well as on Blood Exposure Accident (BEA) and Post-Exposure prophylaxis (PEP) procedures to PU-AMI workers
Assist Medical Officers and HIV/AIDS Officer in organizing medical training/technical meetings/workshop related to HIV/AIDS when needed.
Coordination
Participate in meetings internally to discuss patient/program problems (with HIV Officer, Medical Officers, Clinical Doctors and TB Doctor)
Attend any staff meetings or any other meetings that are relevant as required/requested and provide input as required/requested.
Maintain good relationship with temporary shelter’s medical community as well as partners (NGOs, CBOs) and authorities (Thai and local).
Write and spread minute of meetings to relevant persons.
Follow the PU-AMI protocols and project standard procedures

3. Requirements
Thai or Myanmar Nationality Only
Background /education
Medical degree WITH VALID MEDICAL LICENSE MANDATORY
Work Experience
At least 2 years of work experience in HIV/AIDS care including Opportunistic Infections management, ART monitoring and PMTCT. Experience in VCT, HIV/TB co-infection and TB clinical management is essential. Experience in an international NGO in a similar position is an asset.
Languages
Good command in English (spoken and written), working knowledge of Burmese, Karen and Thai is an asset.
Other skills and competencies
Computers skills: MS-Office Internet application
Experience in FUCHIA and NAPHA reports is an asset
Communication skills with sense of diplomacy
Personal qualities
Ability and flexibility to understand the cultural and health environment and work with the communities and local authorities.
Willingness to travel weekly to 3 temporary shelter sites in Tak Province.

4. Conditions and benefits
Monthly basic salary : 44,100 THB
Seniority bonus of 2.5% per year, limited to 10 years of seniority
Personal income tax in Thailand covered by PU-AMI
IPD and emergency package with local insurance company
OPD expenses up to 5,000 THB/year covered by PU-AMI
For Burmese citizens: transportation from Yangon to Maesot will be covered by PU-AMI upon beginning and end of contract
