Organizational Context and Scope

Under the overall guidance of the IOM Thailand Chief of Mission (COM) and the direct supervision of the Project Manager, and with technical supervision and policy support from the Migration Health Division for health technical matters, the Medical Coordinator will be responsible and accountable for managing health, nutrition and psychosocial assistance to stranded migrants from the Bay of Bengal and Andaman Sea crisis in Bangladesh, Indonesia, Malaysia, Myanmar and Thailand.

 

Responsibilities and Accountabilities

The successful candidate is expected to carry out his/her duties in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities:

Supervise the development and implementation of IOM’s health, nutrition and psychosocial activities for stranded migrants during the Bay of Bengal and Andaman Sea crisis in Bangladesh, Indonesia, Malaysia, Myanmar and Thailand.

Coordinate and support team leads in each affected country to ensure coherence and effectiveness in delivery of health, nutrition and psychosocial assistance.

Contribute to the resource management including budget preparation and human resource deployment of the health, nutrition and psychosocial activities under the Bay of Bengal and Andaman Sea crisis response.

Monitor, evaluate and report on the health, nutrition and psychosocial response, specifically to increase effectiveness, recommend appropriate action, and assist in the development of evaluation protocols.

Coordinate with the IOM global lead on Mental Health and Psychosocial Support (MHPSS) on relevant mental health and psychosocial support activities complementing health activities within the health sector.

Ensure the mental and physical health needs of the beneficiaries are met through the integration of appropriate health needs in other sectors, in coordination with country team leads and in relation to each sector (e.g., Temporary Shelter / Non Food Items, Health & Nutrition, Psychosocial Support, Return Assistance, Migration Management Support & Coordination) as well as with relevant regional and HQ units.

Represent IOM at meetings and other events related to health, nutrition and psychosocial assistance.

Liaise and coordinate with IOM partners such as the Royal Thai Government, UNHCR, WHO and national and international humanitarian agencies.

Undertake duty travel to field locations as required in the affected countries (Bangladesh, Indonesia, Malaysia, Myanmar and Thailand) to provide guidance and support effective health, nutrition and psychosocial assistance delivery.

Participate in recruitment, training and performance evaluation of the project medical staff and consultants in Thailand.

Provide periodic technical updates on all health, nutrition and psychosocial activities and document/disseminate best practice materials in close coordination with the Project Manager, Chief of Mission, MHD and DOE at RO Bangkok and Geneva.

Assist in identifying, designing, and facilitating research activities as appropriate and feasible.

Perform such other duties as may be assigned. 

 

Qualifications

Thai national;

University Degree in Medicine, Nursing or Community or Public Health,

Minimum of 5 years of project development, implementation, monitoring and evaluation on health-related issues including international public health; fund raising.

Knowledge of structures and functions of national and international health agencies, donors and organizations.

Experience in migration-related issues and familiarity with the evaluating health programs and protocols in the health sector in Thailand, Malaysia, Myanmar, Bangladesh and/or Indonesia is a distinct advantage.

Fluency in English and Thai language is required.

Organizational Context and Scope

Under the overall guidance of the Project Manager, and the direct supervision of the

Project Officer, the incumbent will be responsible for assisting in the implementation of the Assisted Voluntary Return and Reintegration (AVRR) Programme for stranded migrants in Thailand from the Bay of Bengal and the Andaman Sea.

 

Responsibilities and Accountabilities

The successful candidate is expected to carry out the following duties and responsibilities in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities:

Assist in coordinating with various agencies, Royal Thai Government counterparts, the Embassy of Bangladesh and other relevant embassies and IOM missions to provide return assistance to stranded migrants in Thailand, including special cases such as victims of trafficking (VOT) and un-accompanied minor children (UMC).

Work collaboratively with the other AVRR Project Assistants, interpreters, and other units within IOM, particularly the Operations Unit.

Interview stranded migrants to confirm their eligibility for and interest in voluntarily returning to their country of origin, including the completion of all administrative documents.

Register all the case information into IOM’s MiMOSA case management database.

Assist in coordinating all pre-departure & travel arrangements including air ticket, onward travel, obtaining travel documents, and processing departure formalities.

Record and update the MiMOSA database of the beneficiaries, and assist in maintaining a statistical overview of departures.

Provide supplies, travel documents and NFIs before departure to the beneficiaries.

Provide periodic weekly progress updates to the supervisor and/or Project Manager.

Handle financial and administrative tasks as requested.

Perform such other duties as may be assigned. 

 

Qualifications

Thai national;

University Degree in Humanities, Business Administration, Political Science, Social Sciences, or relevant fields;

Strong organizational and time management skills;

Ability to work in a multi‐cultural environment and respect diversity;

At least two years of work experience in migration issues for non‐governmental organizations, international governmental organizations or government institutions;

Sound knowledge of programme implementation and evaluation and familiarity with financial and business administration;

Team work oriented but with a capacity to work independently;

Excellent writing and communication skills;

Computer literate;

Fluency in Thai and English language is required. Knowledge of Bengali or other languages spoken from minority groups in Myanmar is a strong asset.

Organize all operational and administrative tasks needed for the implementation of the MICIC capacity building programme in Thailand.

Organizational Context and Scope

Under the direct supervision of Project Assistant in Bangkok, and the overall supervision of the Programme Manager in Bangkok, the successful candidate will support the implementation of emergency material and service support for minority groups from Myanmar as well as other vulnerable migrants detained in Thailand at Immigration Detention Centres (IDCs) and Shelters for Women, Children and Families.

 

Responsibilities and Accountabilities

The successful candidate will have the following duties and responsibilities:

Assist to assess the material and service support needs at the IDCs and Shelters in Phang-nga province in terms of health assistance, supplemental nutrition, non-food items (NFIs) and water/sanitation/hygiene (WASH) support.

Based on the assessment, assist in developing recommendations and a work plan for Phang-nga Province to guide IOM’s support to beneficiaries in the province.

In coordination with the field staff in Songkhla and the project team in Bangkok, assist in the day-to-day implementation of material and service support to the beneficieries and other vulnerable migrants in accordance with assessed humanitarian needs.

Assist in liaising with the local Royal Thai Government (RTG) agency counterparts, in particular the Immigration Bureau (IB) and the Ministry of Social Development and Human Security (MSDHS) on the provision of material and service support, and in particular the strengthening of effective referral systems for the treatment and care of detainees.

Support IOM’s health care worker(s) in Ranong province towards the provision of medical care to the detainees and the establishment of a working referral system.

Assist in monitoring the procurement, delivery and/or installation of the materials and services, with a particular emphasis on the quality and effectiveness of the materials and services being provided to meet and exceed donor standards. Submit payment requests, receipts, etc. to the Project Assistant and Finance Officer in Bangkok in regards to the financial implementation requirements. Prepare expenditure report based on cash transactions on a regular basis.

Meet regularly among local relevant stakeholders, including the RTG agencies, the UNHCR, UNICEF, and the ICRC, NGOs and CBOs, to coordinate on-going interventions between the actors.

Report regularly to the project team in Bangkok on the progress of material and service support implementation, humanitarian needs, upcoming challenges, as well as on meeting outcomes and discussions with local counterparts.

In coordination with the project team in Bangkok, ensure that the donor’s visibility requirements are met and executed including any communications activities (e.g. press briefing, press notes, etc.) that may be requested.

If necessary, undertake duty travel to Bangkok or other relevant provinces to assist in the implementation of the project activities.

Coordinate with the UN Department of Safety and Security (UNDSS) as necessary to conform to the security requirements in Songkhla province.

Perform such other duties as may be required.

 

Qualifications

University Degree in law, international relations, political science, social science, or relevant field

Strong organizational and time management skills

Ability to work in a multi‐cultural environment and respect diversity

At least two years of work experience in migration issues for non‐governmental organizations, international governmental organizations or government institutions

Sound knowledge of programme implementation and evaluation and familiarity with financial and business administration

Organizational Context and Scope

Under the general supervision of the Regional Programme Coordinator Country Office Bangkok Thailand, and the direct supervision of the Operations Officer and the Airport Assistant, the incumbent shall be responsible to carry out duties related to the organizations movement activities.

 

Responsibilities and Accountabilities

The successful candidate will have the following duties and responsibilities:

Assist in operational activities at Suvarnabhumi Airport related to the Facilitated Labour Migration Programme (TIC Project) as well as other programmes as needed;

Meet migrants and refugees upon their arrival to the departure area at the airport in Bangkok;

Meet and assist refugees and migrants in transit, arrange for their accommodation, and facilitate their smooth departure;

Assist migrants and refugees with the departure process at the airport (for example, airlines check-in, immigration control, security checks); Distribute travel documents and coordinate other departure formalities;

Distribute food and water, jackets, shoes, socks, diapers, and baby wipes as needed to refugees before departure; assist in updating the inventory list of items stored at the airport office;

Serve as an intermediary when necessary between IOM passengers and airlines, airport security personnel and authorities to ensure humane treatment of migrants and refugees;

In coordination with IOM Bangkok Operations Unit, send departure notifications; for those not able to depart, return travel packs/documents to the Operations Unit;

Report any unusual incidents to the Airport Assistant and Operations Officer; follow up as necessary for compliance and reporting;

Assist in administrative functions such as invoicing and processing payments related to service providers for the airport activities;

Undertake duty travel as assigned;

Perform other related duties as may be assigned.

 

Qualifications

Thai national

University degree from an accredited academic institution preferably in travel and tourism or alternatively an equivalent combination of relevant training and experience.

Three years of relevant professional experience working for UN agencies, International Organizations or NGOs is preferred.

Experience of coordinating with managing other programme units and ability to establish and maintain working relationships with government counterparts, UN agencies

Ability to effectively coordinate actions with other implementing partners

General working knowledge of MiMOSA

Fluency in English and Thai language is required

Organizational Context and Scope

In coordination with the field staff in Songkhla, the project team in Bangkok, the Chief Nurse and Chief Medical Officer in Bangkok, and under the supervision of the Project Officer in Bangkok and overall supervision of the Project Manager, the successful candidate will implement and coordinate emergency health care support for minority groups from Myanmar as well as other vulnerable migrants detained in Thailand at Immigration Detention Centres (IDCs) and Shelters for Women, Children and Families.

 

Responsibilities and Accountabilities

The successful candidate will have the following duties and responsibilities:

Support existing Immigration Bureau (IB) and Provincial Public Health Office (PHO) medical personnel at the IDCs and Shelters to conduct health check-ups for minority groups from Myanmar as well as other vulnerable migrants, as well as screening for communicable and non-communicable diseases among new arrivals.

Ensure that the referral and treatment of urgent medical cases is addressed by identifying the available facilities and procedures, in coordination with the IB and PHO medical personnel and local hospital representatives.

Liaise with the IB and PHO medical personnel and local hospital representatives to ensure the continued diagnosis, treatment and follow-up of urgent medical cases among for minority groups from Myanmar as well as other vulnerable migrants in temporary detention.

In coordination with the IB and PHO medical personnel, ensure the continued and systematic provision of medication.

In coordination with the IB and PHO medical personnel, establish and regularly update individual case files.

In coordination with the IB and PHO medical personnel, implement the treatment of minor conditions among for minority groups from Myanmar as well as other vulnerable detainee population.

Ensure surveillance for communicable diseases and the timely notification of IB and PHO medical personnel for identified cases, including cooperation and participation in outbreak response.

In coordination with the IB and PHO medical personnel, conduct monitoring on infection control measures.

Provide regular updates on the support provided (number of patients, diagnosis, treatments, follow-ups, results, etc.) to the IOM Thailand Country Office project staff, including updates on any issues affecting or related to the implementation of the support.

Report regularly to the IOM Thailand Country Office project staff regarding the material and service needs of the Rohingya in detention, with a particular focus on medical needs, but also including food assistance, water and sanitation, hygiene, shelter and non-food items. 

 

Qualifications

Thai national;

University Degree in nursing;

Valid nursing license;

At least two years of clinical experience;

Valid driving licence and ability to travel;

Strong organizational and time management skills;

Ability to work in a multi‐cultural environment and respect diversity;

Team work oriented but with a capacity to work independently;

Good writing and communication skills;

Computer literate;

Fluency in Thai and English;

Knowledge of Burmese or other languages spoken by minority groups from Myanmar is a strong asset.
