We are currently seeking qualified candidates for the position of: Monitoring and Evaluation Officer, LINKAGES based in Bangkok, Thailand.
PROJECT DESCRIPTION:
LINKAGES is a USAID-funded project managed by FHI 360 aimed at accelerating the Thai HIV/AIDS response to recruit, reach, test, treat and retain populations in HIV prevention, care, and treatment services. The project will focus primarily on MSM and transgender (TG) women.
JOB SUMMARY:
This position focus on working with FHI360 staff and partner agencies on appropriate indicators, their measurement, and use in programming. S/he will provide assistance to LINKAGES Thailand partners on monitoring and evaluation and on reporting, work closely with the Care, Support and Treatment Consultant to establish a tracking mechanism for client retention, improve process data quality and participating in data quality audits, review Quarterly reports for data quality and accuracy. S/he also works with other FHI360 program and technical staff, consultants and/or FHI360 country offices to drive the implementation of the LINKAGES projects/activities to meet achievements in accordance with FHI360, donor and national priorities.
DUTIES AND KEY RESPONSIBILITIES:
Assists in developing and coordinating the workplan and budget development for the LINKAGES Thailand activities.
Provides technical assistance (TA) support and capacity building in M&E, including reporting to IPs and other stakeholders in Thailand as required, working closely with the Program Officer and LINKAGES Country Representative
Reports directly to the Country Representative on the M&E activities to ensure that they meet the program objectives and targets and are implemented based on the FHI360 and donor regulations.
Provides program management support, including development of contractual agreements, training programs, implementation plans and ensures that subgrants/subcontracts are completed, reviewed, approved, amended and filed in a systematic and timely way.
Works closely with relevant units at APRO and subrecipients in LINKAGES project management, monitoring and reporting.
Assures that technical assistance is provided to implementing agencies/partners when needed and follows up the work progress.
Assists in developing consultancy agreements and works closely with technical officers to track work through final payment.
Develops and monitors the subproject/activity budget and recommends modification to budget or program as appropriate
Follow up for, prepare and submit progress reports for the assigned subprojects/ activities and ensures timely submission of the reports.
Travels when needed to coordinate, monitor and/or participate in related LINKAGES activities.
Assists on resource development activities.
Performs other relevant duties as assigned.
CONTRIBUTION:
Develop, submit and track workplans, budgets, proposals for Thailand and regional activities in timely manner.
Develop sub-grants and other subcontracting documents between FHI360 and implementing partners and process internally for review, approval and execution.
Ensure that the overall project’s activities achieve their objectives in a technically sound way and in a timely manner.
Provide support and build capacity of project and country staff on M&E and reporting.
Follow up for, prepare and submit LINKAGES periodic narrative and financial reports, including revised budgets as appropriate on time.
Develop consultancy service agreements for FHI360 to provide technical assistance to partner agencies and follow up for reports and payment.
Coordinate and facilitate meetings and conduct training sessions and workshops.
KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:
Knowledge of the HIV/AIDS situation in Thailand and Asia Pacific region.
Experience in program management, implementation, monitoring and evaluation.
Knowledge and experience in M&E and USAID reporting requirements
Knowledge and experience in research and surveillance an advantage.
Ability to deliver training programs. Facilitation skills an advantage.
Excellent management skills and ability to monitor diverse subprojects/activities, set up priorities and plan for successful program implementation
Excellent interpersonal and team work skills
Very good written and spoken English
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS
Competent in using Microsoft Office package, particularly, Word, Excel and Power Point
Strong problem solving and analytical skills
Ability to work independently with minimal supervision and work with others effectively
Ability to travel in provinces if needed
TYPE AND NATURE OF CONTACTS:
This position will work in close coordination with FHI360 LINKAGES, It is also necessary for the M&E Officer to liaise with implementing agencies/partners/collaborators and government officials on a regular basis, depending upon the contexts of the responsible activities.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Usual office working conditions and travel domestically as needed to develop, coordinate, monitor and/or participate in LINKAGES Thailand program activities and represent FHI360 at some meetings as appropriate.
MINIMUM REQUIREMENT STANDARDS:
Master’s degree in public health, management, public administration, social sciences, or equivalent work experiences
Minimum three year experience in providing support to or managing and/or implementing HIV prevention and care projects/programs or research with NGOs or donor agencies or the Thai Ministry of Public Health.
Very good written and spoken English and Thai
Computer software skills, especially MS Office program
Prior experience working with NGOs and government organizations would be useful.
