Monitoring Evaluation & Research Manager
(ME&R Manager)
Location: Bangkok Office
Purpose:
To provide support to the program planning, monitoring and research of Plan Thailand through application and alignment with Global and Regional monitoring evaluation and research standard, policies, guidelines.
Support the Program Director in the process of institutionalised learning and implementation of Child Centered Community Development as Human Rights based approach to development and learning
Responsibilities
Planning:
Country strategic plan in term of ME & R system is aligned with the Global Strategic Plan
Annual planning and monitoring ME&R activities plan
Key person to assist for CSP development/planning/monitoring/evaluation
Data Management System
Management
Budgeting:
Annual & monthly budget expenditure analysis for all allocation & present to Country Management Team
Budget monitoring and management
Program Planning, Monitoring system:
Annual planning, monitoring and evaluation framework and guideline for program aligned with corporate program document
Facilitate and provide technical support to Program team in developing tools/instruments for monitoring
Develop and maintain the program data banks
Program/project review & evaluation research:
Monitor the progress of projects, and provide technical support to review/evaluation activities report
Develop and regular updated potential partners for research/study
Manage and quality control all evaluation and research reports
Consolidate quarterly report and CPPR finalisation
In-Country institutionalised learning, network meeting:
Maintain relationship and participate in Regional network on ME&R
Organise program annual progress and planning workshop
Organise the program quality network meeting
Qualifications:
Master degree in Applied Research or other related fields
General knowledge of development in Thailand
Project Management
Participatory approach in program quality control activities
Knowledge of quantitative and qualitative social research
At least 2-7 years experiences in, Program Planning, Monitoring, Evaluation and Research and at least 3 years at management level
Experience in baseline survey and PRA tools and data analysis
Experience in organising workshop, meeting for various level of participants
At least 3 years experiences in conduction qualitative and quantitative researches
Plan has a Child Protection Policy. The applicants should be willing to allow Plan to conduct a police check once considered for the position.

URGENTLY REQUIRED
Project Assistant based in Bangkok
This position is : Assist project activity and technically support on vocational and technical skills / life skills development focus on Young Entrepreneurships Development or small business enterprise program activities to monitoring / assess the implementation with the involvement relating of Plan staff, Children and young people and partners staff both of government agencies and NGO agencies. Child Rights is the core basis to achieve. Based on the principles of Child Centered Community Development (CCCD) to meet aims, objectives, and expectations of the project as outlined in the project proposal and in accordance with Plan policies and procedures
Responsibilities:
To support project activity and technical support on vocational and technical skills / life skills development focus on Young Entrepreneurships Development or small business enterprise program activities
To monitoring / assess the implementation with the involvement relating of Plan staff, children and young people and partners staff both of government agencies and NGO agencies
Coordinate with the staff and the donor for the project business to run project activities and ensure project run smoothly
Support office administration including accounting and provide administrative and logistics supports to the project team which are aligned with the related Plan’s policies/procedures/standards
Maintain project financial files and records based on project activities
Follow up seed grants supporting documents and support project activity on data base resource
Perform other related duties as required
Others
Promote networking, partnerships and other resources to support Plan Thailand interventions and community linkages
Support Plan Thailand collaboration with the government, UN, and NGOs on of Youth Vocational and Life Skills Development
Qualifications:
Bachelor Degree in Social Science, Business Administration or other related fields
At least 2-3 years experiences in community development organisation with strong background in
administrative works
Analytical and problem solving skills
Good command of English and communications
Computer skills : Words, Excel, email and internet
Experience in working with INGO is advantage
