Background:
UNITED NATIONS CAPITAL DEVELOPMENT FUND (UNCDF) & INCLUSIVE FINANCE
UNCDF provides investment capital and technical support to both the public and the private sector. It provides capital financing -- in the form of grants, soft loans and credit enhancement – and the technical expertise to unleash sustainable financing at the local level.
UNCDF’s work on inclusive finance seeks to develop inclusive financial systems and ensure that a range of financial products are available to all segments of society, including low income men and women, at a reasonable cost, and on a sustainable basis. UNCDF supports a wide range of providers (e.g. microfinance institutions, banks, cooperatives, money transfer companies) and a variety of financial products and services (e.g. savings, credit, insurance, payments, and remittances). UNCDF also supports newer delivery channels (e.g. mobile phone networks) that offer tremendous potential for scale.
SHIFT PROGRAMME
The ASEAN region is home to more than 600 million people spread across 10 countries. Despite the dynamism of the region, there are significant contrasts between and within the countries, with three LDCs coexisting with some of the world’s largest and most vibrant economies, resulting in 20 per cent of the world’s poorest people living alongside some of the world’s richest.
UNCDF has developed a regional programme called SHIFT (Shaping Inclusive Finance Transformations), with initial funding from the Australian Government, FMO and UNCDF’s own resources.
Programme Outcome: At least 6 million low-income individuals, micro-entrepreneurs, and small and medium businesses, including women and young people transition from using informal financial mechanisms to more formalized financial services by the year 2020.
Programme Outputs:
Fund Facility: Support financial service providers to develop new prototypes and bring to scale viable business models that serve low-income individuals, micro-entrepreneurs, and small and medium businesses, especially women within these markets, in the ASEAN frontier economies;
Learning and Skills Development Portal: Support business development service providers by leveraging ICT solutions to develop and bring to scale viable e-learning models for professionals in financial institutions to improve productivity and professionalism;
Data and Analysis Hub: Produce, consolidate and communicate data and information on supply, demand and regulation in financial markets to strengthen the evidence base and investment decisions of providers, regulators and policy makers, specifically targeted towards low-income individuals, micro-entrepreneurs, and small and medium business, especially women within these markets;
Policy and Advocacy: Influence policy makers, financial service providers and governments to enable financial markets to be more responsive to the wider development priorities of governments and its people.
SHIFT seeks to change the behavior of financial institutions and the broader ecosystem of financial services providers, in order to respond to excluded groups, especially women and SMEs led by or primarily employing or serving women. However, behavior change can be challenging, due to socioeconomic and cultural norms. Each programme output strategically contributes to understanding the constraints that prevent the delivery and use of financial services, and contribute to the broader transformation of the financial market to allow larger numbers of people and businesses to benefit from and contribute to the delivery and use of financial services.
Under the overall direction of the SHIFT Programme Manager and the direct supervision of the Deputy Programme Manager, the Programme Associate will support the implementation of SHIFT activities through operational and administrative support to the programme team. The Programme Associate will work to closely support the SHIFT programme team by entering and managing data, and supporting programme implementation consistent with UNCDF & UNDP rules and regulations.
The Programme Associate will work in close collaboration with the UNCDF and UNDP operations, programme staff in the Regional Office, Country Office and UNCDF HQs as required for resolving complex programme and finance-related issues and exchange of information.
Duties and Responsibilities:

Summary of Key Functions: Support to the formulation of the SHIFT programme strategies and implementation Support to the management of the regional programme Financial management support to the programme team Support to resource mobilization Facilitation of knowledge building and knowledge sharing
Support to the formulation of the SHIFT programme strategies and implementation focusing on achievement of the following results: Directly responsible: Collection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC); Provision of support to the formulation of the regional programme by drafting programme documents, work plans, budgets, proposals on implementation of agreements; Update programme information for the development or updating of the corporate plan.
Support to the management of the regional programme focusing on the achievement of the following results: Directly responsible: Creation of a programme/project in Atlas, preparation of procurement plans, preparation of required budget revisions, revision of programme award and programme status, determination of unutilized funds, operational and financial close of a programme; Provision of guidance to the programme staff on routine implementation of the programme; Presentation of information for audits and supports implementation of audit recommendations; Management of the programme procurement plan, and support the timely procurement of services and goods; Management of the travel arrangements and processing of travel entitlements for programme team missions; Preparation of logistics for programme meetings, workshops and seminars.
Coordination and Collaboration: Support to the Deputy Programme Manager and programme team in development of the Programme Annual Work Plan; Support the in the development and implementation of the programme monitoring action plan based on the Programme Monitoring framework; Support programme reporting (quarterly and annually) by providing the information on the programme progress, operational issues and disbursements; Support the implementation of the mid-term and final programme evaluation.
Provides financial management support to the programme team focusing on achievement of the following results: Directly responsible: Review of the Financial Reports and regular monitoring of financial performance; Regular updates on the disbursement status to programme management; Preparation of non-PO vouchers; Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions and unapproved vouchers; Creation of requisitions/register of goods receipt in Atlas or creation of Vendor/Purchase Orders (depending on the roles assigned in Atlas); Budget check for requisitions, POs and vouchers; Timely payment for services and goods rendered.
Supports resource mobilization focusing on achievement of the following results: Directly responsible: Analysis of information on donors and preparation of donor’s profile; Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas; Finalisation of donor contribution agreements; Monitoring and timely follow-up of obligations as per the terms and conditions of donor contribution agreements.
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: Directly responsible: Development and maintenance of the programme filing system; Organization of trainings for the operations/programme staff; Sound contributions to knowledge networks and communities of practice.
Coordination and Collaboration: Support in synthesizing the lessons learnt and best practices of the programme.

Qualifications:
Education:
Thai national with Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience:
6 years for secondary school, or 4 years for University Degree, of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language requirement:
Fluency in English and Thai.
