Post Title: Programme Specialist/ Team Leader, Democratic Governance and Social Advocacy

Background:
It is widely acknowledged that Thailand, with a population of 66 million, has joined that ranks of middle-income countries due to the country’s progress in social and economic development, high rates of economic growth, and a falling poverty level since the late 1980s.
Despite this economic success, Thailand’s reality is tainted by the fact that economic wealth has not been shared equally across the country, with some regions featuring much higher poverty levels (e.g., the North and Northeast). Persistent inequalities in terms of income and opportunities still define the Thai society in 2014.
As part of a structural re-alignment process the Country Office has merged two of its programme pillars (Development Advocacy and Democratic Governance) in line with UNDP’s new Strategic Plan to form the new Democratic Governance and Social Advocacy Unit. The Unit plays a strategic role within the UNDP Country Office in supporting the Government of Thailand, civil society, academic and other national development partners to address current and emerging development opportunities and challenges in the areas of governance and social justice.
Under the overall guidance of the Deputy Resident Representative, the Team Leader (TL) acts as the manager of and advisor to senior management on all aspects of the Country Office (CO) Governance and Social Advocacy Programme. The main role is to lead the implementation of the Programme including necessary resource mobilization strategies, strengthen strategic partnerships with key actors, including donors, support, research, document and synthesize lessons learnt and facilitate and undertake knowledge sharing as well as monitoring and evaluation of programme interventions
The TL provides sound leadership and ensures that Governance and Social Advocacy interventions respond creatively to emerging challenges and opportunities. In addition, the TL strategically plans and realigns Governance interventions, and ensures that CO’s interventions are consistent with the United Nations Partnership Assistance Framework/CPD priorities.
The TL supervises the Governance and Social Advocacy team in the CO and collaborates closely with the members of the other CO Programme Team, the Governance Team of the UNDP Asia-Pacific Center (APRC), as well as programme staff from international agencies and national partners, key government counterparts and technical advisors and experts.
Duties and Responsibilities:

Summary of Key Functions:
Maintain and adjust as necessary the strategic focus of UNDP’s work on Democratic Governance; Develop and ensure the strategic direction of UNDP’s work in Social Advocacy with an emphasis on social justice; Manage the CO Democratic Governance and Social Advocacy Programme and supervise the Programme team; Build strategic partnerships and lead thematic resource mobilization; Provide evidence-based policy advisory services and capacity building support to Government and national counterparts, and support knowledge management in governance and social advocacy.
The TL maintains and adjusts as necessary the strategic focus of UNDP’s Democratic Governance work concentrating on the achievement of the following results:
Maintain and adjust if necessary the overall focus of UNDP’s Democratic Governance work in Thailand to better tailor the programme to current and emerging democratic governance challenges in the country; Identify strategic and innovative areas of cooperation with Government agencies, national and international development partners, the UNDP Bangkok Regional Hub and HQs and new programming entry points in line with national reform processes, and development policies and priorities; Develop new initiatives, programme and projects, in collaboration with key partners in areas such as justice & rule of law, anti-corruption, decentralization and local governance, and peacebuilding, disaster risk reduction, and conflict/crisis prevention; Oversee implementation and realignment of on-going programmes and support country office to meet all corporate reporting requirements; Provide and prepare substantive inputs to relevant UNDP documents in this area.
The TL develops and ensures the strategic direction of UNDP’s work in Social Advocacy with a focus on social justice, concentrating on the achievement of the following results: Consolidate current policy advocacy work of UNDP Thailand, and identify priority areas for social advocacy to promote social justice for women, youth, LGBTI, and other vulnerable groups with the current development context of Thailand; Develop, design and formulate new programmes to promote social justice and advocacy related to women’s empowerment, youth, marginalized and vulnerable communities; Establish a network of national and international development partners to promote social justice and identify possibilities for joint initiatives; Strengthen the country’s civil society engagement through targeted joint work with national and international CSOs; Support research and develop knowledge products on social justice for women, youth, LGBTI, and other vulnerable communities; Provide and prepare substantive inputs to relevant UNDP documents in this area.
Ensures effective management of the Democratic Governance & Social Advocacy Programme and supervision of the programme team focusing on quality control of the full cycle of programming from formulation to implementation, concentrating on the achievement of the following results:
Effective application of RBM tools to ensure quality of financial and substantive monitoring and evaluation of projects; Design and formulation of CO programme within the areas of responsibility, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies; Inputs to CCA, UNDAF, CPD, AWP, etc. on own areas of responsibility; Identification of operational and financial problems, and development of solutions; Strategic oversight of planning, budgeting, implementing and monitoring of the programme in accordance with UNDP rules and regulations. The TL performs the functions of Manager Level 2 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects and other programmes, as required; Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports; Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme; Follow up on audit recommendations. All exceptions are timely reported.
Institutionalize and maintain strategic partnerships and support to resource mobilization, focusing on the achievement of the following results:
Identify and implement new CO partnerships and resource mobilization strategies to achieve programme outcomes; Establish the framework for scanning the partner environment for possible entry points for programming with particular reference to access to Democratic Governance and Social Advocacy Programming; Develop key partnerships with new (e.g. private sector, universities) and traditional donors (e.g. regional funds, bi and multi-lateral donors) based on strategic goals of UNDP and the country needs; Analyse and research of information on possible partners and preparation of substantive briefs of technical areas of cooperation.
Provide evidence-based policy advisory services and capacity building support to Government and national counterparts and support knowledge management in Democratic Governance and social advocacy, focusing on the achievement of the following results: Lead research and analysis of the current political, social and economic situation in the country to identify current and emerging challenges related to governance and social advocacy issues; Successfully link sub-regional and regional platforms in the area of Democratic Governance & Social Advocacy through South-South cooperation to leverage their impact on the national agenda; Identify and synthesize best practices and lessons learned linked to Democratic Governance & Social Advocacy against the backdrop of the country’s development goals; Develop policies and institutions that will address the country problems and needs in collaboration with Government, Academia, Civil Society and other strategic partners; Make sound contributions to knowledge networks and management as well as periodic analytical reports on ongoing governance and social advocacy-related developments for CO and Headquarters consumption.

Qualifications:
Education:
Master Degree in a development related area such as economics, social sciences, and/ or other related fields.
Experience:
Minimum of 5 years of experience working on Democratic Governance and Social Advocacy issues at the national or international level;
Hands-on experience in the design, monitoring, implementation and management of development projects;
Proven track record of establishing inter-relationships with partners from international organization, national government etc.;
Excellent writing skills and the ability to draft reports and proposals in a concise and comprehensible manner;
Proven track record of the ability of developing and implementing new, innovative approaches to deal with Governance and Social Advocacy issues;
Excellent outreach abilities and a track record of establishing new partnerships such as e.g. with the private sector;
Work experience with the UN or other international development organization;
Knowledge of UNDP and the UN System and exposure to COs; specifically in the Asia and the Pacific region would be an asset.
Language requirement:
Excellent written and oral English presentation skills is a must, Knowledge of another UN language is advantageous, as is knowledge of regional languages.
