Under the overall supervision of the Migrant Assistance Coordinator, and the direct supervision of the Project Officer in Bangkok, the Consultant will be responsible for the development of a training curriculum for law enforcement officers on human trafficking awareness, investigation of human trafficking cases and accurate identification of victims of trafficking, including toolkits to facilitate training sessions to the project target group under the project “Strengthening the Criminal Justice Response to Human Trafficking in Thailand”. In close coordination with the Project Assistant in the IOM Bangkok office, Royal Thai Police, Immigration Police, Marine Police and related government offices.
Responsibilities and Accountabilities
The successful candidate will have the following duties and responsibilities:
Support and coordinate with Royal Thai Police, Immigration Police, Marine Police and related government offices and IOM project staff in the development of Thai context-specific training curriculum on investigation of human trafficking cases in the fishing industry for national authorities;
Based on the designed curriculum; develop toolkit/materials to be used during training sessions at the provincial level;
Attend and participate in steering committee meetings between Royal Thai Government (RTG), Marine Police, Immigration Bureau focal point and IOM project staff to incorporate comments and feedback into training curriculum for further approval by RTG authorities;
Conduct a capacity building workshop on investigation of human trafficking cases in the fishing industry for national authorities in three target provinces;
Work in close communication and coordination with IOM and partners to ensure the smooth running of the trainings;
Make recommendations on future actions with regards to the training curriculum on investigation of human trafficking cases in the fishing industry and capacity building in Thailand at the conclusion of all workshops, based on training outcomes and participants’ evaluation;
Produce and submit a final report of the process above and provide IOM Thailand with recommendations, feedback as well as identify needs and gaps in capacity building for RTG law enforcement officers;
Perform such other duties as may be assigned by the Project Officer.
Qualifications and Experience
University degree in social sciences or related field A master’s degree is preferred;
At least three years of experience with an international or intergovernmental organization working on issues related to migrant populations, human trafficking and law enforcement in Thailand, or related areas;
Demonstrated experience in liaising with government officials and in coordinating activities with NGOs and government partners;
Experience in drafting training/capacity building workshop materials, including training curricula, learning toolkits and associated educational materials;
Experience in organizing and coordinating surveys, workshops and trainings;
Capacity to work independently with minimum supervision;
Personal commitment, efficiency, and flexibility;
Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds at all levels;
Good writing and communication skills;
Fluency in English language;
Knowledge of Thai language is an advantage.

The successful candidate will have the following duties and responsibilities:
In coordination with AVM Bangkok team, develop strategies, approaches and methodologies to implement project activities in order meet project objectives;

Assist with the production of communication and training materials, in close consultation with project staff, project partners and government/non-government stakeholders;
Organize and coordinate events, including, capacity building workshops, Steering Committee Meetings with RTG project counterparts, and related government agencies;
Assist workshop trainers/facilitators in conducting workshops in order to improve delivering methods, achieve workshop objectives, and enhance participants’ involvement and commitment to the workshop;
Assist in the design and implementation of monitoring and evaluation tools, including assessments, surveys and interviews, in order to document and determine the progress and impact of the project;
Assist the AVM team with the implementation of any human trafficking related programmes and activities;

Qualifications and Experience
Thai national;
University degree in law, international relations, political science, social science, or relevant field;
Strong organizational and time management skills;
Ability to work in a multi‐cultural environment and respect diversity;
At least two years of work experience in migration issues for non‐governmental organizations, international governmental organizations or government institutions;
Sound knowledge of programme implementation and evaluation and familiarity with financial and business administration;
Team work oriented but with a capacity to work independently;
Good writing and communication skills;
Computer literate;
Fluency in Thai and English language;
Knowledge of Burmese or other languages spoken by minority groups from Myanmar is a strong asset.

Collect data as it relates to victims of trafficking (VOT) and enter data into MIMOSA database;
Organize and coordinate events, including, capacity building workshops, trainings, meetings and outreach activities for information campaigns;
Assist workshop trainers/facilitators in conducting workshops in order to improve delivering methods, achieve workshop objectives, and enhance participants’ involvement and commitment to the workshop;
Provide technical supervision in the design and implementation of monitoring and evaluation tools, including assessments, surveys and interviews, in order to document and determine the progress and impact of the project;
Provide VOT screening support and conduct VOT screening interviews as required by IOM’s Assisted Voluntary Return and Reintegration (AVRR) unit, or upon request from other IOM missions in the Asia-Pacific region;
Act as national staff focal point for human trafficking at IOM Thailand, including monitoring and assisting implementation of any human trafficking related programs and activities;
Perform such other duties as may be assigned by the Project Officer.

Responsibilities and Accountabilities
Under the technical supervision of the Chief Medical Officer and Chief Nurse and administrative supervision of the Chief of Mission, the successful candidates will:
Provide all necessary medical care and support of designated passenger(s) during the journey and accompany these persons to an agreed handover point.
Identify themselves to airline staff on check-in and again on boarding the aircraft.
Extend general in-flight and on-the-ground support to passengers travelling under the auspices of IOM as circumstances require.
Ensure that designated patients are handed over to a responsible entity and that unescorted onward travel connections are completely understood by the passenger, accompanying family members or continuing non-medical escorts, and partner agencies.
Accommodate any changes in routing or schedule imposed by the carrier.
Comply with standard IOM requirements for duty travel and entitlements.
Assume other duties as assigned, which may include meetings or briefing of national health or quarantine officials on arrival, the purchase of goods or equipment at the destination, or assisting in the shipping or return of such equipment.
Complete and submit the Escort Movement Report to the IOM Mission and the relevant MHD Unit involved within one week after the completion of duty.
Return the IOM medical escort bag once duty is complete, with notation of all medications or supplies used during the journey.
Remuneration
All-inclusive fees of USD 800 per trip. IOM provides airline tickets and covers cost of visa application, but does not cover any additional expenses. Average duration of the round trip is 4 days.
Education and Experience
University degree in Nursing;
Valid nursing licence;
At least three years of clinical experience;
Good communication skills;
Willingness and ability to provide non-medical assistance;
Ability to travel at least once every two months;
Gender sensitivity, respect for cultural diversity;
Fluency in oral and written English.
Knowledge of languages spoken in Myanmar is an advantage;
