Mekong Institute
The Mekong Institute (MI) is an inter-governmental organization owned by the six countries of the Greater Mekong Sub-region (GMS). MI’s focus is building capacity and human resource development in GMS, for regional development and cooperation. The GMS is experiencing change at a rapid rate, and we at MI prioritize the preparation of the workforces of these countries to further enable regional integration, and bring about more equitable, inclusive economic growth.
MI is in a period of growth. MI is increasingly focusing on engaging in multi-year, multi-sector programs in collaboration with a host of regional development partners and local public and private sector organizations. We are currently expanding our portfolio to position as a GMS-based knowledge-center of excellence so we are to increase institutional capacities by developing a result based M&E system at the organization-wide to measure our activities’ impacts.
Monitoring, Evaluation and Learning (MEL) Facilitator
We are seeking a Facilitator to ensure that MI has in place and is using all the monitoring, evaluation and learning systems and tools necessary for internal management, external reporting and quality assurance purposes, and that the systems are applied across the whole organisation. The Unit will serve as the central hub for creating, recording and disseminating data about MI’s work and results. In order to do this the Unit will ensure that:
Appropriate MEL systems and tools are in place and kept up to date for all departments and teams;
Program staff are able to integrate MEL into the design and implementation of all new projects and activities;
Data collection is timely and accurate; and,
Data analysis and presentation is appropriate for internal management reporting, lessons learned, quality assurance, and for external reporting purposes.
The responsibilities include:
Remind project staff to submit M&E data regularly in line with the M&E system
Maintain data from quarterly indicator tracking sheets to allow project coordinators and local partners to monitor program achievements on a quarterly basis
Assist M&E Coordinator/Specialist to implement appropriate evaluation methodologies, including surveys, annual project reviews, participatory field assessments, process monitoring, operations monitoring, and lessons-learned workshops.
Conduct regular field visits to program sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps
Undertake capacity development activities for MI staff and partners to implement the MEL system as required
Assist to prepare the quarterly, bi-annual and annual progress reports to share with the Project Manager, MI Management Team, Project Technical Advisory Committee, MI Council Members, donor and visitors
Any other reasonable task requested by management
Qualifications
Essential
An advanced university degree in social sciences, development study or advanced statistical research
Thorough understanding of technical concepts related to project management
Minimum of two years experience in project M&E and management
Strong skills in speaking, reading and writing English
Strong ability in data analysis and report writing
Proven ability to work in a team, in a challenging, fast-moving multicultural environment.
Proficient user of all Microsoft Office applications
Desirable
Skills in any of the GMS country languages
