Background/IRC Summary
The International Rescue Committee (IRC) Thailand country program was established in 1975 to assist refugees from Vietnam, Laos and Cambodia and currently assists refugees and migrants from Burma. IRC Thailand operates as one of the largest and programmatically diverse humanitarian organizations providing essential services to displaced populations in Thailand. Assistance programs encompass health, education, institutional capacity building, gender-based violence prevention, water and sanitation, income generation, advocacy, protection, legal assistance, and resettlement program.
Job Summary
Manage all sub-grantee finances and track their budgets; train and mentor CBO/NGO sub-grantee finance staff in budget management and financial reporting; develop and provide training to local CBOs/NGOs to improve CBO/NGO internal control systems and compliance with financial and donor requirements; process sub-grantee financial reports; prepare IRC financial reports; and monitor sub-grantees as needed.
Job-Specific
FINANCIAL MANAGEMENT:
• Review sub-grant financial reports and supporting document and provide feedback as necessary
• Liaise with sub grantees to ensure completeness, correctness and accuracy of sub-grantee financial reports
• Prepare financial report reconciliations for Program and Finance review and sign off
• Review subgrantee cash requests
• Manage and track all sub-grant budgets and obligations
• Inform the Subgrant Compliance Coordinator of major budget fluctuations, significant overspending or under spending
• Prepare internal reports for Finance
• Liaise with local CBOs and INGOs
• Liaise with IRC Financial Controller and IRC Headquarters in regards to any sub-grant reconciliation or payment request as necessary
TRAINING:
• Coordinate, prepare for and conduct financial and compliance trainings and follow-up training for sub-grantees
• Work with Subgrant Officer to ensure that all logistical arrangements for CBO/NGO training workshops are made and confirmed in a timely manner
MONITORING:
• Conduct pre-award assessments of new sub grantees
• Responsible for conducting financial and general compliance monitoring visits for sub grantees
• Prepare monitoring reports and compliance work plans after each monitoring visit.
OTHER:
• Provide assistance with requests from IRC headquarters as directed by the Sub-grant Compliance Coordinator
• Any other duties as assigned by the Sub-grant Compliance Coordinator.
POSITION REQUIREMENTS
Education Required: Bachelor’s Degree business administration (Prefer: major Finance, Accounting)
Work Experience and/or Demonstrated Abilities:
- Minimum five years of work experience in grant management
- Prior work experience in an NGO environment
- Previous work experience in managing sub grants
- Ability to prioritize tasks and work under pressure
- Timely responsiveness to urgent requests
- Willingness to travel nationally
- Ability to work well in a cross-cultural setting
Skills:
- Computer literate with strong skills in excel and accounting software
- Strong skills in time management
- Strong skills in task prioritization
Languages:
- Good command of written and spoken English. Burmese is a plus
Other:
- Good interpersonal and communication skills
PREFERRED QUALIFICATIONS
Although these are not requirements, IRC would prefer candidates with the qualifications listed below.
- Previous experience working with refugees and migrants
- Karen or Burmese language skills
- Prior experience providing training or mentoring
