Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.
Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.
The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.
PU-AMI Thailand offers:
- Clinical services and disease surveillance/control in the 3 camp.
- Health promotion and disease prevention in Maela camp.
- Vertical programs such as HIV/AIDS, TB, and Mental Health.
- Capacity building.
PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:
Position: Medical Officer - Umphang
Under the authority of: Field Manager Umphang
Direct supervision of: Clinical Doctors, Nurse Supervisors, Patient House Responsibles
Working Location: Umphang, Umpiem and Nupoe temporary shelters (Tak province)
Working hours: Following PU-AMI rules and regulation
Starting Date: October, 5th 2015

1. Main Objective
The Medical Officer, under the supervision of the Field Manager, is responsible for implementing and managing quality health care services in Umpiem and Nupoe temporary shelters, according to field constraints and donor requirements as well as respecting beneficiaries, PU-AMI overall principles and the strategy defined by the Program Coordinator, Medical Coordinator and Country Director.

2. Specific Responsibilities:
Monitoring and evaluation of PU-AMI medical activities in the camps
Monitor and evaluate the effectiveness and quality of all curative and preventive services, according to the objectives planned.
Propose solutions to optimise the quality of healthcare services according to the needs identified.
Initiate and contribute to updating tools, procedures and protocols in collaboration with the Field Manager, Deputy Program Coordinator and Medical Coordinators.
Supervision of the implementation and management of the medical activities in the camps
Supervise the implementation and management of existing and new medical activities implemented by PU-AMI in the camp.
Provide technical support to the medical team for the complicated cases referred by the Clinical Doctors and medics.
Assist with identifying needs in medical logistics in accordance with the budget: health facilities rehabilitation, medical equipment, drug supply, referral system, hygiene and working place security.
Monitor and analyse drugs consumption in the camps, in collaboration with the Clinical Doctors, nurses and pharmacy teams and with the Deputy Program Coordinator.
Strictly monitor the referral process, by respecting to protocols and procedures (PU-AMI and external partners), conducting patient follow up visits in Umphang hospital (at least once a week) and communicating with Maela medical team, patient house staff in Mae Sot and Deputy Program Coordinator in case of any extensive and expensive investigation and procedures required in Maesot Hospital.
Technical input and support to the daily laboratory services in the camp, in close collaboration with the Laboratory Supervisor and Medical Coordinator.
Surveillance and Health Information System (HIS)
Provide direct supervision and support for data collection, verification, reporting and analysis, in collaboration with the Clinical Doctors and the Epidemiologist.
Monitor and supervise the implementation of the communicable diseases surveillance and control system, specifically in regards to accuracy, completeness and timeliness of the data.
Participate in the Surveillance Rapid Response Team (SRRT) and supervise the camp based staff in this team.
Strengthen partnerships and collaboration with all the stakeholders, including Thai Health authorities locally, for diseases’ surveillance and control.
Follow up PU-AMI Standard Operating Procedures.
Capacity Building and Human Resource strengthening
Manage Clinical Doctors, Nurse Supervisors and Patient House Responsibles, specifically on defining objectives and planning, providing supervision, technical support and training and evaluating performance.
Ensure team building to maximise the coordinated efforts of the Umphang team.
Participate in training needs assessment, priorities and planning, in close collaboration with the Training Officer and Deputy Program Coordinator.
Support capacity building of medical camp-based staff, in collaboration with the Training Officer and Clinical Doctors: i.e. refresher trainings and evaluation of the medics in the camps.
Organise trainings and/or medical activities in partnerships with other camps or with other partners, in close collaboration with the Field Manager, if validated by the Country Director and the Coordination team.
Ensure that the medical team complies with administrative, logistic and medical procedures.
Coordination and partnership
Attend internal meetings in the camp and in the base.
Closely coordinate with the Maela medical and nurse officers for the implementation of joint activities and for the standardisation of tools, protocols and procedures, in close collaboration with the Deputy Program Coordinator.
Closely coordinate with the health workers working in the vertical programs (such as Mental Health, HIV/AIDS and TB to ensure comprehensive health services in the camps.
Represent PU-AMI together with Field Manager for inter-sectoral or health coordination meetings in the camp or in Umphang.
Contribute to write and amend the partnership contracts and follow up of their implementation.
Coordinate with Camp Health Coordinator and relevant community-based organisations for health-related issues in the camps.
In the event of Medical Coordinator absence, take charge in some of the activities as key person on medical themes. Attendance to the meetings with the authorities or NGOs at provincial level.
Reporting
Contribute to and/or compile internal activity and analytical reports (regular and specific reports as requested by the Field Manager, Deputy Program Coordinator and Medical Coordinator).
Contribute to the writing of donors’ proposals and reports, when needed.
Participate in sharing and capitalisation of information within PU-AMI regarding meetings, project activities, camp and other coordination issues, or any other relevant information.
Medical duties
Participate in Duty shifts.
Be flexible in working schedule.
Others
Perform other related tasks as assigned by supervisors and/or line manager.

3. Requirements
Thai or Myanmar citizens
Work Experience
Medical Doctor, with a specialisation in Tropical Medicine and/or Public Health
At least 5 years working experience in provision of health services, including humanitarian, public health and program management understanding and experience
Languages
Fluent in English compulsory (written/oral); Karen or Burmese is an asset.
Other skills and competencies
Proficiency in MS Office packages (MS-Excel, MS-Word, MS-Outlook) and Internet is required.
Personal qualities
Strong organisational skills, good at multi-tasking, flexible.
Political neutrality with work.
Conscientious, honest, good use of initiative.
Genuine interest in humanitarian work.

4. Conditions and benefits
Monthly basic salary : 49,000 THB
Seniority bonus of 2.5% per year, limited to 10 years of seniority
Personal income tax in Thailand covered by PU-AMI
IPD and emergency package with local insurance company
OPD expenses up to 5,000 THB/year covered by PU-AMI
For Burmese citizens: transportation from Yangon to Maesot will be covered by PU-AMI upon beginning and end of contract
