Title: Finance Assistant
Reports to: Southeast Asia Finance Officer
Organizational background
The Support Services department covers five units, namely the Human Resources, Finance, Administration, Information technologies (IT) as well as PMER/RM. All units cooperate closely in order to provide efficient support services based on IFRC quality standards, competitive cost and time criteria. All units deliver efficient support services to various stakeholders at all levels in the South-East Asia Regional Delegation such as all programme teams and IFRC visitors in Thailand, Partner National Societies, National Societies and Country Delegations.
The mission of the Finance unit is to provide cost effective day to day quality finance services that enhance the work efficiency of the Regional Delegation, in accordance with IFRC standard procedures, policies and regulations.
The Finance Assistant reports to the Finance Officer to achieve the mission of the Finance unit in close collaboration with other units in the Support Services Department.
Job purpose:
The Finance Assistant will assist the South-East Asia Finance Officer in ensuring that the needs of the unit are fully met, while also providing key general financial duties to the Regional Delegation and PNS according to agreement service.
Job duties and responsibilities
Accountancy
• Book accounting transactions into the delegation’s accounting system CODA V11
• Book exchange gains and losses
• Support the Finance officer to complete the month-end closing of accounting books on time and with accuracy, in accordance with all IFRC Finance procedures
Payments
• Review all request for payments for consultants
• Record consultant payments against contracts, keep accurate monitoring of contract consumptions
• Review all request for payments for suppliers under service contract
• Record service payments against service contracts, keep accurate monitoring of contract consumptions
Support for Vietnam and Cambodia country offices
• Receive and verify all scanned payment vouchers for Vietnam and Cambodia offices
• Liaise with country offices for missing supporting documentation and/or additional information
• Ensure all documents submitted for validation and sent back to the country offices on time
• Ensure all transactions submitted for validation follow IFRC standard Finance procedures
Financial monitoring of Thai Red Cross post emergency project and Tsunami recovery project
• Follow up on the clearance of working advance for the Thailand post emergency operation (Thailand Floods) and for the Tsunami recovery projects
• Ensure the working advances are cleared on time
• Ensure all supporting documents submitted follow IFRC standard Finance and Logistics procedures
• Liaise with Finance Officer, Project Officers and Thai Red Cross Finance team to resolve any discrepancy
• Maintain an efficient and up to date filling of working advance in accordance with Federation procedure
• Review monthly consumption of both projects expenditures and provide comments to the Finance Officer on any discrepancy, under/over spending
Partnership National Societies (PNS) support
• Prepare monthly invoices associated with supplementary services to PNSs
Budget
• Assist the Finance Officer to review quarterly budget templates for Thailand, Vietnam and Cambodia
• Assist the Finance Officer to review and update PEAR forms for the 3 countries
• Prepare monthly movement of funds for all programme managers
Qualifications, experience and skills required:
• Diploma or Degree in Relevant Field
• Experience in accounting role and finance
• Experience in document preparation
• Prefer experience of working for the Red Cross/Red Crescent
• Prefer experience of working for a humanitarian aid organization in developing country
• Self-supporting in computers (Windows, spreadsheets, word processing)
• Able to work as a part of team
• Fluently spoken and written English
