APN+ is a network of People Living with HIV in Asia and the Pacific region. It was established in 1994 as a response to a need for a collective voice for PLHA in the region, to better link regional PLHIV with networks throughout the world, to support regional responses to widespread stigma and discrimination and to advocate for better access to treatment, care and support.
In early 2011, the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) approved round 10 grant called Monitoring Access to Treatment in Asia (MATA) with APN+ as a Principle Recipient (PR). The goal of the grant is to improve knowledge and understanding of issues related to PLHIV's access to treatment, care and support services in the region and use it for evidence-based advocacy. The program is currently being implemented through Sub-recipients (SRs) in Bangladesh, Indonesia, Lao, Nepal, Pakistan, Philippines and Vietnam. The program has just entered into phase II and will be implemented for at-least 3 more years with a possibility of an extension. APN+ secretariat based in Asok, Bangkok is seeking application from eligible candidates for the position of Finance Officer.
Summary of the position:
The Finance Officer will be responsible for the overall financial oversight of the project. The successful candidate will oversee financial management and accountability requirements of the project. S/he will assist the Grant Manger with the overall project financial planning, the finance management, reporting, and agreement compliance.
Responsibilities:
1. Ensure that all financial management is handled according to APN+/Global Fund rules and regulations and that records are kept and financial reports are submitted in a timely manner.
2. Prepare budgets, monitor expenditure and ensure compliance at both PR and the SR level.
3. Ensure that SRs get enough of financial management support, mentoring and supportive oversight. Provide supportive supervision to SR finance officers with focus on building financial management capacity and ensuring compliance.
4. Review quarterly financial report submitted by SRs and provide timely feedback. Request for revision/re-submission and follow-up for clarifications. Ensure that the problems are immediately addressed and also improved in a long run. Ensure financial reports submitted by SRs are of optimal quality and standard.
5. Participate in capacity building trainings, development of financial management guidelines and tools and visit countries to roll out finance functions.
6. Prepare performance update and disbursement request according to the Global Fund requirements. Liaise with Local Funding Agent (LFA) for review and approval.
7. Manage APN+ GFATM Grant Management Unit's finances, including day-to-day transactions. Plus, perform other related tasks according to the need of the program.
Desired Qualifications:
1. 3 years of work experience in financial management preferably in the field of health and development. Prior experience with the Global Fund supported project is an asset but not a requirement.
2. University degree in Finance/Management/Development or equivalent desired. Undergraduate degree with relevant experience is also eligible to apply.
3. Very good command of written and verbal English. Ability to communicate within cross-cultural program.
4. Very good knowledge of Thai taxation system, financial rules and regulations.

Please note that this position is open only for Thai nationals. People Living with HIV will get preference for this position. Salary and benefits are competitive in the level of for regional NGOs based in Bangkok and will be approximately 60,000 THB per month.
