PROJECT DESCRIPTION:
LINKAGES is a USAID-funded project managed by FHI 360 aimed at accelerating the Thai HIV/AIDS response to recruit, reach, test, treat and retain populations in HIV prevention, care, and treatment services. The LINKAGES program in Thailand will target men who have sex with men and transgenders with HIV services, including access to HIV testing and ARV treatment.
JOB SUMMARY:
The LINKAGES Representative, Thailand, is responsible for the management and coordination of the USAID-funded LINKAGES project activities in Thailand. The LINKAGES Representative will work together with other stakeholders to plan, develop, implement and evaluate project activities. The LINKAGES Representative will supervise FHI 360 staff working on project activities and closely collaborate with Asia Pacific Regional Office (APRO), Headquarters (HQ) and other FHI 360 technical staff and with program and technical staff of partner organizations within Thailand.
DUTIES AND KEY RESPONSIBILITIES:
Provides management support and leadership on the LINKAGES project - Thailand activities including managing the overall programmatic and budget operations of the project in Thailand. This includes developing annual workplans and budgets; preparing required progress reports; and, monitoring expenditures against approved budget and modifying budget and/or activities according to the project strategy and program needs.
Supervises and mentors staff working on the LINKAGES portfolio in Thailand.
Actively collaborates and coordinates with collaborating agencies, implementing partners, national programs and other FHI 360 country programs to support and advocate program success and capacities in Thailand and the Asia/Pacific Region.
Work closely with the APRO/HQ Technical Unit, FHI 360 country offices and implementing partners to identify TA needs and ensure appropriate and timely technical assistance for successful program operations and activities.
Regularly consults, informs and discusses program activities and relevant issues with the LINKAGES Associate Director – APRO, the Senior Technical Advisor, the APRO Technical Unit and LINKAGES Management team in HQ.
Coordinates closely with FHI 360 country offices to plan and implement country- level activities that contribute to the LINKAGES Project portfolio.
Develops project subcontracts/subgrants with subrecipients and/or partners and ensures that the subcontracts/subgrants are managed, implemented, evaluated and reported on in a timely and technically-sound manner.
Represents the LINKAGES Project at meetings with donors, collaborating agencies and other stakeholders, including presentation of the program and technical areas as appropriate.
Travels domestically or internationally as needed to develop, coordinate, monitor and/or participate in LINKAGES activities.
Participates in resource development for LINKAGES and other potentially other projects, including writing narrative sections and developing budgets for proposals.
Performs other relevant duties as assigned.

LINKAGES project activities are managed, coordinated and implemented in a timely and technically-sound fashion.
Overall successful operation of the LINKAGES project in Thailand.
Leadership for LINKAGES activities, contributes to strategic direction and provides management of the project portfolio and supervision of project staff supporting project activities in Thailand.
KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:
Demonstrated knowledge of the HIV, STIs and related issues in Asia and Pacific Region;
Strong program and financial management skills;
Experience in HIV or with other public health programs design, implementation, monitoring and evaluation;
Demonstrated ability to work successfully in a collaborative environment and as part of a team;
Excellent written and oral communication skills in English;
Cross-cultural sensitivity;
Fully competent in Microsoft Office package, particularly MS Word, Excel and Power Point;
Ability to work independently with minimal supervision
TYPE AND NATURE OF CONTACTS:
Technical level staff at USAID, UN organizations, regional networks, Ministry of Public Health, and other key stakeholders at the country and regional levels.
Frequent reporting, supportive and consultative interaction with others within APRO and FHI 360 country offices
Interact with regional staff.
SUPERVISORY AND BUDGET RESPONSIBILITY:
Responsible for overall management of LINKAGES Project in Thailand and makes operational budget decisions on a day-to-day basis. As needed, responsible for the coordination and supervision of LINKAGES staff focused on Thailand activities.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Ability to travel within the project country as well as ability to travel internationally if needed.
QUALIFICATIONS:
Master’s degree or equivalent in public health, social sciences, management, or public administration.
Three to five years of experience with NGOs or INGOs involving program implementation and management, preferably in HIV/AIDS prevention and care program or in managing surveillance, research, program or evaluation activities.
Experience in working on programs targeting with men who have sex with men and transgendered persons is necessary
Proven experience in program and financial management, monitoring and evaluation and reporting, particularly in managing and providing leadership to HIV/AIDS or other public health programs in Asian and Pacific countries desirable.
Excellent written and spoken English and Thai.
