Accountant/Cashier – Maesot (Temporary)

Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

- Clinical services and disease surveillance/control in the 3 camp.

- Health promotion and disease prevention in Maela camp.

- Vertical programs such as HIV/AIDS, TB, and Mental Health.

- Capacity building.

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:

 

Position:                                            Accountant/Cashier – Maesot (Temporary contract start from November, 16th 2015 to April, 8th 2016)

Under the authority of:                       Finance Controller

Direct supervision of:                           None

Working Location:                                Maesot

Working hours:                                  Following PU-AMI rules and regulation                                          

Starting Date:                                      November, 16th 2015

1. Main Objective

The Accountant/Cashier contributes to the elaboration of the base’s accounting. He/she implements and checks the bases’ procedures and accounting.

2. Specific Responsibilities:

Cash safety and availability

Responsible for safety of cash kept in petty cash boxes under his/her responsibility, during daily payments and transfers (in accordance with cash security rules).

Ensure petty cash boxes are properly handled, cashbooks maintained, and a cash count performed every day.

Monitor cash balance levels, anticipate short-term needs (payments, advances) and request relevant cash transfers or withdrawals to Finance Manager to avoid any shortage.

 

Daily Cash Management

Ensure close and proper follow-up of all cash advances, ensure advance book is always updated immediately, ensure issuance and settlement comply with procedure (based on approved budget and validated request, returned in a timely manner, closed at the end of the month, settlement is correct: balanced and based on proper & validated receipts, etc).

Prepare / process payments to suppliers in a strict but swift manner, in accordance with the purchasing and payment procedures for the mission.

Ensure strict compliance with cash control procedures: cashbook updated immediately at every single transaction IN/OUT, daily cash count, weekly cash inventory including reconciliation with Journal Book together with Finance Controller.

Complete cash inventory performed and signed on last day of the month with Administration Coordinator

Investigate any cash discrepancy, report to Finance Manager if not identified.

Follow-up closely refunds to be claimed & reimbursed (HR cost, private phone calls, etc.).

Process payment to PU-AMI Community staff members, volunteers and trainees (monthly allowance, indemnity, final settlement, etc.), in collaboration with Human Resources Department.

Report immediately to HR Manager if payment to PU-AMI Community staff members cannot be disbursed as validated request.

Process payment to PU-AMI International staffs (Per Diem, living cost, etc.) base on validated request.

Process payment to PU-AMI National staffs (Salary, allowance, final settlement, etc.) base on validated request.

 

Bank and Treasury Management

Prepare / provide weekly cash request for Mae Sot base expenses to Finance Controller

Organize necessary needed withdrawals/transfers to ensure cash flow to all bases.

Prepare / process payments via bank transfer to suppliers, in accordance with the purchasing and payment procedures for the mission.

Ensure copies of cheque / proof of transfer are always attached to voucher for payments from bank account.

Follow-up closelyreceipt of bank transfers in, update HQ transfer sheet and report to Administration Coordinator and Finance Manager.

Manage PU-AMI bank accounts modification (Authorized signature, renewal bank book, etc.)

 

Accounting Management

Responsible for quality of receipts / vouchers: check every single voucher; ensure that they are in strict compliance with Finance guideline.

Ensure vouchers are properly presented and stamped, include all relevant & required validation signatures, include attached any relevant and required support documents

 

Check the supporting documents, including consistency between vouchers and cash books, translate accounting documents into English as needed and submit the paid receipts to Finance Controller on daily basis.

Ensure proper filing and archiving of monthly accounting, according to PU-AMI standard (originals in Head Office and copies only remain on the field, classified by month / book of account / voucher number, including copies of monthly closing documents).

 

Reporting

Update and report weekly cash & bank inventory to Finance Controller on every Friday.

Update and report monthly cash & bank inventory, bank reconciliation to Finance Controller at the end of each month.

Provide the complete folder of monthly closingpaper accounting to Finance Controller latest on the 1st of the following month.

Update and send monthly activity report to Finance Controller latest on the 5th of the following month.

3. Requirements

 

Thai Nationality Only

 

Background  /education

University degree in accountancy, business or relevant field

 

Work Experience

At least 1-2 years of working experience in relevant areas

 

Languages

Thai and English, Karen is an asset

 

Other skills and competencies

-       Computer skills, proficient in Office applications (word, excel, power point, MS Outlook, internet navigation.)

-       Knowledge of NGO sector

-       Good interpersonal  and negotiations skills

-       Excellent organizational skills

-       Planning set up and follow up

-       Knowledge of Saga software would be appreciated

 

Personal qualities

-       Team player, attention to details, ability to work under pressure and to meet tight deadlines

4. Conditions and benefits    

Monthly basic salary : 22,000 THB

Seniority bonus of 2.5% per year, limited to 10 years of seniority

Personal income tax in Thailand covered by PU-AMI

IPD and emergency package with local insurance company

OPD expenses up to 5,000 THB/year covered by PU-AMI
