Background/IRC Summary:  The International Rescue Committee (IRC) Thailand country program was established in 1976 to assist refugees from Vietnam, Laos and Cambodia and currently assists refugees and migrants from Burma. IRC Thailand operates as one of the largest and programmatically diverse humanitarian organizations providing essential services to displaced populations in Thailand. Assistance programs encompass health, education, institutional capacity building, gender-based violence prevention, water and sanitation, income generation, advocacy, protection, legal assistance, and resettlement program.


 Job Overview/Summary:
• Maintain and improve the health status of refugees in Tham Hin camp through the provision of quality clinical care services providing new medic training, supervise nurse and midwife training , ongoing mentoring and oversight of the camp-based clinical health team and support for new health services initiatives.
• To facilitated team for health promotion and communication disease control in Tham Hin camp.


Job-Specific
• In collaboration with clinical health staff, provide new medic training. Evaluate training activities and identify areas for improvement
• Monitor and evaluate the on-going new medic training and refresher training of existing medics.
• Assist Medical Officer in the management of clinic patients (OPD, IPD). Visit the camp clinic regularly, at a minimum three times a week
• Conduct bedside teaching and on-service training to medics, nurses and midwives in accordance with training need
• Review and update the existing IRC medic training manuals and chronic disease protocols
• In collaboration with health staff develop strategies to cope with the negative effects of resettlement that ensure the continuation of quality medical coverage are implemented
• Monitor and evaluate the progress of IRC’s health services to ensure patients are receiving quality care and to verify that health indicators and targets are met
• Supervise the Reproductive Health supervisor and Community Health Officer to ensure the program’s goals are met and beneficiaries are provided quality health care services
• Ensure communication between Community Health Officer and Environmental Health supervisor to coordinate hygiene promotion activities
• Coordinate with the Medical Officer and Field Coordinator to ensure Outbreak Preparedness plan is well established and member of the outbreak committee are trained, including national staff and refugee staff
• Assist the health team in the communicable disease outbreak surveillance, investigation and control activities
• Participate in monthly staff meetings to review and analyze health data, examining peaks and trends in health statistics and developing appropriate responses to them
• Perform staff evaluations (performance review) for national staff under supervision in a timely manner, including identifying training and staff development opportunities
• Encourage continuous health education activities in OPD and IPD
• Ensure that treatment protocol comply with the Burmese Border Health Guidelines
• Provide technical assistance to clinic, RCH team and CHW team in development of IEC materials
• Conduct annual Knowledge, Practice and Coverage (KPC) survey
• Perform other duties as required

Key Working Relationships: Perform other duties as assigned by supervisor

Position Reports to:  Field Coordinator
Position directly supervises:  Reproductive Child Health Supervisor and Community Health Supervisor
Indirect Reporting: Field Coordinator


Job Requirements:.

• Education: Medical Degree; Post graduate diploma/master degree in Tropical Medicine, Public Health or related field is an advantage
• Work Experience: Minimum of 2 years experience in clinical care especially in low resource setting
• Demonstrated Skills and Competencies: Demonstrated training and facilitating skills
• Computer literate
• Language Skills:  Fluent in written and spoken English and Burmese or Thai
      Other
• Good interpersonal and communication skills
• Excellent analytical, communication and interpersonal skills
• Cultural sensitivity
