The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian Government that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.

AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.

AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.

AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.

Summary of Role

The Victim Support Assistant – Intern will ensure that AAPTIP’s Victim Support Activities have the support required to maximize their quality, impact and reach to all program countries through assisting the Regional Victim Support Adviser (RVSA) and program team. The Victim Support Assistant will help the RVSA to follow up with the AAPTIP country offices on work plan implementation and support the RVSA and Regional Prosecutorial Adviser (RPA) in the coordination with and management of Victim Witness Coordinators. The Assistant will also assist with the planning of workshops and review training programs.

Specific Duties

The activities that the Victim Support Assistant – Intern will undertake are:

>  Assist the Regional Victim Support Adviser with reviewing and/or drafting various documents, such as guidelines on victim identification and support, handbooks, training materials, case studies and other documents as needed etc.;

> Assist with the implementation of Victim Witness Coordinator pilots’ activities;

> Provide logistical and other support in scheduling, organizing and delivering (regional) meetings and workshops;

> Assist the Regional Victim Support Adviser to follow-up with partner NGOs and monitor their victim support activities;

> Assist the broader AAPTIP program in terms of research related and other regional activities; and

> Other duties as set by the Regional Victim Support Adviser.

Core Competence Required

>  At least three years’ experience in victim assistance and protection;

>  Sound analytical, problem solving and written communication skills;

>  Demonstrated organisational skills;

>  Demonstrated skills in IT, including formatting word and excel documents;

>  Demonstrated experience in working effectively in cross-cultural environments;

>  Excellent communication skills and a participatory approach; and

>  Understanding and appreciation of gender and human rights issues.

Qualifications

>  University degree in law, international relations, or related field; and

>  Excellent written and oral English proficiency is crucial.

Position Status

This position is a locally engaged position. The salary package is THB 30,000-35,000 inclusive of all required tax and social security payments. A small monthly stipend may be paid for assistance with accommodation if candidates are relocating to Bangkok to take up the position.

This position is open to ASEAN member State nationals only.
