Founded in 1958, EDC is an international non-governmental organization that works to build bridges between educational research, policy and practice. EDC’s headquarters is located in Waltham, Massachusetts, USA, with additional offices in New York City, Washington, DC, Nairobi, and Bangkok. EDC manages 250 projects in 35 countries with more than 1,350 employees worldwide.

The USAID-funded Connecting the Mekong through Education and Training (COMET) project will help universities and vocational centers to increase the number of skilled workers in Science, Technology, Engineering, and Mathematics, Accounting and Tourism (STEM+AT) fields in the Lower Mekong countries: Cambodia, Laos, Myanmar, Thailand, and Vietnam.  COMET seeks to bridge the gap between the private sector, universities and vocational centers in order to ensure the supply of skilled workers meets the demands from local businesses.  The project will rely on mobile technology, online learning, and traditional in-person workshops to promote regional networking in ASEAN and to help people from rural and marginalized areas access educational services.

 

Over the course of the five-year project, vocational centers and universities will be strengthened so that they can help future leaders develop the skills needed to catalyze job growth in high demand industries in the sub-region. This project will ultimately empower the Lower Mekong countries with a workforce that can bridge the development gap within ASEAN and take advantage of the benefits under the ASEAN Economic Community. 

 

The Monitoring and Evaluation (M&E) Manager will implement a results-oriented, accurate and reliable monitoring and evaluation system. This includes working closely with the home office M&E Specialist and other personnel to design and carry out the baseline assessment, continuous performance monitoring and impact evaluation. To this end, s/he will also be responsible for regular data collection in the field, and the timely and accurate reporting of results for the common, custom and performance indicators, including working with the Information and Communications Technology Manager to ensure that the data is continually updated and refreshed on the project websites and portal. S/he will provide intensive support, and ensure the quality of the deliverables from the M&E project team.

 

Title:  Monitoring and Evaluation Manager

Summary:  EDC seeks a Monitoring and Evaluation Manager to design and implement a data collection and management system for project team. This position reports to Deputy Chief of Party of Programs. This position is located in Bangkok, Thailand.

 

Essential functions include [but are not limited to]:

 

Establish monitoring and evaluation system using EDC M&E Toolkit;

Contribute to the development and implementation of project’s M&E plan;

Design the monitoring and evaluation tools and forms;

Develop data collection procedures;

Participate in the development of the evaluation design, tools, protocols and procedures;

Manage monitoring and evaluation data collection activities, including logistics of form distribution and collection;

Manage data processing, including data transfer, entry, verification and cleaning;

Ensure forms are filed according to compliance protocols;

Manage internal communication on M&E progress and results;

Manage temporary M&E staff or consultants;

Train data collection staff and other M&E staff as needed;

Conduct data quality assurance checks;

Coordinate M&E database setup and management;

Conduct qualitative and quantitative data analyses;

Generate data reports in compliance with USAID procedures and agreements in the award;

Participate in preparation of evaluation reports;

Assists with preparation of internal and external evaluations and audits, as may be necessary;

Assists as necessary with external communications as it pertains to the M&E data;

Assists with preparation of ad hoc reports and other work products;

Assists with quality control of reporting data;

Assists with necessary systems improvements in terms of data monitoring and evaluation;

Assists as necessary with ensuring data meets overall EDC requirements as well as project indicators.

May interact with home office M&E experts;

Provide other management and support to project team as needed;

Other functions as needed.

 

 

Qualifications and Requirements:

Master’s Degree in Social Sciences and at least 7 – 8 years experience in the field of monitoring and evaluation;

Competence in qualitative and quantitative study design and implementation;

Extensive experience with monitoring program implementation using qualitative and quantitative approaches as demonstrated by examples of previous work;

Experience using data analysis packages such as SAS or SPSS and database management systems, preferably Access and Excel;

Experience in developing and coordinating data collection, processing and analysis systems;

Experience in conducting evaluations is preferred;

Ability to balance work within a team environment while also working independently;

Ability to prioritize and manage activities with minimum supervision;

Strong organizational, communication, computer, and interpersonal skills;

Good technical writing skills;

Ability to work effectively with diverse stakeholders.

 

This is a local hire position and is open to Thai citizens and non-citizens with valid work authorization. A competitive benefits package and salary will be provided in local currency. This is a full-time position for 12 months with the possibility of extension based on availability of funding.
