BACKGROUND: The International Rescue Committee (IRC) Thailand country program was established in 1975 to assist refugees from Vietnam, Laos and Cambodia and currently assists refugees and migrants from Burma. IRC Thailand operates as one of the largest and programmatically diverse humanitarian organizations providing essential services to displaced populations in Thailand. Assistance programs encompass health, education, institutional capacity building, gender-based violence prevention, water and sanitation, income generation, advocacy, protection, legal assistance, and resettlement program.

 

SCOPE OF WORK: The Grants Coordinator leads all program and grant compliance and reporting for the country offices’ humanitarian assistance portfolio. The position is responsible for facilitating the quality and performance of programs in coordination with field office staff, and the pursuit of new business development opportunities. The incumbent also supports the senior management team in the implementation of program strategy and program monitoring and evaluation; and coordination with donors, external consultants, and IRC technical advisors..

 

The Thailand country program currently manages a large portfolio of assistance in health, environmental health, protection and advocacy for displaced Burmese in Thailand, and internally displaced people in southeastern Myanmar. In collaboration with other members of the program management team, the Grants Coordiantor maintains and carries out task within a schedule of activities that details contracts awarded from various international donors.

 

RESPONSIBILITIES:

Business Development

- Design, manage, and develop project proposals and grant applications for specific programs in coordination with the Deputy Director of Programs (DDP), field teams, and other program staff.

- Coordinate and facilitate country office’s funding application submission process. This includes internal reviews and coordinated budget submissions in coordination with the senior management in Thailand and IRC headquarters staff in New York.

- Develop, review and edit high quality written communication regarding IRC Thailand programs, including fact sheets, program updates, powerpoint presentations, and new project concept notes.

- Ensure all internal IRC proposals meet guidelines and timelines and are adhered to per donor and internal compliance requirements.

 

Grant Compliance and Reporting

- Develop, review, edit, and present high quality written communications, specifically donor reports, and inter-agency correspondence for programs in the IRC Thailand country office portfolio.

- With oversight from DDP Lead the edit and review process for all donor-required materials, in coordination with IRC headquarters, technical units and IRC United Kingdom office.

- Track all new proposal developments via data-base. Maintain grants management calendar to ensure timely submission of grant applications, donor reports and other key due dates with support from the grants manager.

- Provide monthly input into the monthly finance or other reports submitted to headquarters.

- In coordination with Deputy Director of Operations and finance staff, provide input and materials as required by internal and external auditors.

 

Program Quality and Performance

- Work in coordination with DDP to ensure appropriate day-to-day management of projects, field coordination and program monitoring.

- Play lead role in development process for new programs and funding opportunities; conduct needs assessments and program design sessions with field based and management staff.

- Critically monitor and appraise all programs, identify issues of concern, propose solutions and provide recommendations, ensure compliance with grant objectives and goals.

- With oversight from DDP, undertake quarterly monitoring and evaluation of programs in order to ensure compliance with grant agreement objectives, indicators and budget.

- Actively participate in ‘budget to actual’ meetings and make recommendations on program implementation strategies based on burn rates and other fiscal outcomes.

- Train and build the capacity of staff to produce higher quality reports that examine and analyze trends and program impact.

- Assist field offices to establish infrastructure, that captures program performance data; develop new or refine existing monitoring and evaluation tools; and provide adequate training for staff to implement effective monitoring and evaluation systems

- With guidance from DDP, country strategic plan goals are incorporated into the IRC program designs and proposals

- Facilitate grant start-up and close down meetings.

 

Staff Management

- Manage and support potential future part time and or full time staffing all aspects of grant reporting and administration for all programs in the Thailand Country Program Portfolio.

- Supervise any other programs administration staff, temporary staff, and evaluators as designated by the DDP.

 

Other Responsibilities

- Act as a focal point for the regional staff.

- Participate as a key team member in strategic planning exercises and develop follow up documents in accordance with headquarters.

- Represent IRC in meetings and other convening with donors, international and local partners, visiting “VIPs”, academics, and consultants.

- Coordinate and facilitate visits from donors and headquarters staff in coordination with field.

- Provide orientation, background information and briefing materials for consultants, academics, donor delegations and other visitors.

- Undertake other tasks as conditions emerge or as requested by Country Director and DDP.

 

REQUIREMENTS:

- Master’s degree in international development, humanitarian assistance, or another related field

- Excellent English writing ability and strong communication skills

- At least 5 years’ experience in international humanitarian/development work or fundraising and grant solicitation, program design, program cycle management, and monitoring and evaluation

- Computer proficient, with experience using Microsoft Word and Excel

- Ability to lead a team and multiple projects

- Ability to analyse and synthesize complex information

- Ability to be flexible and work in a fast-paced environment under regular deadlines

- Previous overseas experience with understanding of working in a multicultural environment (work or significant travel)

 

WORK ENVIRNOMENT: The position is a NATIONAL post intended for applicants with Thai or Burmese nationality and will be based in the IRC office in Bangkok, with occasional travel to the Thailand-Myanmar border area and refugee camps.
