CIAI – Centro Italiano Aiuti all’Infanzia and APCD- Asia-Pacific Development Center on Disability
Introduction
CIAI - Italian Association for Aid to Children, is an NGO (nongovernmental organization) non-political and nonsectarian that since 1968 works to promote the recognition of the child as a person and to defend everywhere their fundamental rights. APCD promote the empowerment of PWDs and barrier-free society in developing countries of the Asia-Pacific region; and support relevant organizations on disability to network, share information and develop human resources toward empowerment of persons with disabilities and barrier-free society in developing countries of the Asia-Pacific region.
CIAI and APCD aim an inclusive community for persons with disabilities in Thailand, through the implementation of a twin track approach to disability. Both organizations are about to start a project focused both on the need to reinforce the capacities of competent local authorities and service providers to eliminate barriers to inclusion for persons with disabilities and on the need to strengthen PWD capacities to demand inclusion and participate in developing inclusive strategies. Specifically the action aims at enabling local authorities and representatives of civil society to promote the participation of persons with disabilities in the social and economic life of their communities through the application of the Community Based Inclusive Development (CBID) methodology in 4 different regions and specifically North, Phayao, Province, North-eastern, Sisaket Province, Central, Kanchanaburi Province and South, Nakhon Si Thammarat Province.
In the framework of the implementation of the project “COMMUNITY FOR ALL”, CIAI and APCD are looking for a Project Manager.
Job Description:
The Project Manager will be in charge to, maintain relationship with institutional stakeholders, coordination between the project team, assure the achievement of all project results, document the project outcomes and good practices of the project, and prepare the project reports. So he/she will carry out the following activities:
• Responsible for the management and implementation of the Project in collaboration with local authorities and other community partners;
• Supervise the Operation Team Manager, the Financial Manager and the Accounting and Logistics Assistant;
• Manage the project budget with support from the Financial Manager;
• Plan, implement and follow up each project activity based on project work plans;
• Document the project outcomes and good practices of the project;
• Finalize a weekly, monthly and annual report as well as the mission report on behalf of the Project team;
• Ensure adequate time for processing the internal documents for CIAI and APCD;
• Arrange Project documents and other materials;
• Ensure the employer values, guiding principles, rules and regulations are respected;
• Assure the respect of CIAI and APCD procedures in line with the European Union requirements;
• Recognize no authorization shall be made on behalf of the Project without acknowledgement from CIAI and APCD;
• Report to the CIAI Country Representative in Cambodia, the APCD General Manager and the APCD Community Development Manager (Technical Advisor for the Project);
• Carry out any other duties as assigned by the CIAI Country Representative in Cambodia, the APCD General Manager and the APCD Community Development Manager (Technical Advisor for the Project).
Work conditions
• The Project Manager will be based in Bangkok and will perform regular field visits to the provinces when needed;
• The assignment will have an initial duration of 12 (twelve) months (3 months trial period), with possibility of extension until two years;
• Starting Date: 1 November 2015.
• Working Place: APCD Building, 255 Rajvithi Road, Rajthevi, Bangkok 10400;
• Hours of Work: Monday to Friday: 08.30-16.30 Hours (Lunch break 12.00-13.00 Hours);
• Holidays: According to APCD’s Work and Regulations.
Requirements
• Must possess at least 3 years of experience in cooperation and development sector, especially in inclusion of disability field;
• Relevant academic background;
• Proved experiences in dealing with main donor agencies (specially EU and UN agencies);
• Expertise in Project Cycle Management;
• Expertise in Documentation of Project Outcomes and Good Practices of the project
• Proficiency in English and Thai language both written and spoken;
• Excellent communication skill;
• Very flexible, patient and with a positive attitude; Capable of working in team; Dynamic and willing to take initiative to complete tasks assigned; Problem solving skills;
• Computer literate;
• Previous experience as Project Manager (if possible, with European Commission funded projects);
