Duties and Responsibilities

Under the direct supervision of the Protection Officer and overall supervision of the Senior

Protection Officer, Mae Sot, the Associate Resettlement Officer will perform the following duties.

 

The Resettlement Officer in Bangkok will provide technical advice and support.

 

1.   Manage and coordinate the activities of the resettlement unit and the resettlement process at the field office;

2.   Supervise a resettlement team of national staff members and interpreters.

3.   Assist in the development and implementation of the resettlement and protection strategy for Myanmar refugees along the Thai-Myanmar border;

4.   Coordinate the resettlement process for Myanmar refugees, including liaising with NGO and government counterparts at the field level. This includes inter-alia the assessments of unregistered cases for resettlement consideration by the authorities based on set of established criteria;

5.   Identify refugees in need of resettlement in accordance with UNHCR’s resettlement policy as stipulated in UNHCR’s Resettlement Handbook, Thailand’s Operational Procedures for Resettlement and Country Operations Plan;

6.   Submit Resettlement Registration Forms (RRFs) for individual refugees determined to be in need of resettlement;

7.   Review and edit RRFs prepared by Resettlement Assistants prior to referral to Representation Office in Bangkok;

8.   Coordinate with the Protection Unit the processing of Best Interest Determinations / Best Interest Assessments on behalf of unaccompanied minors and separated children under consideration for resettlement;

9.   Collaborate with Protection, Community Services, Registration and Field staff to identify individuals in need of resettlement;

10. Submit work plans to Representation Office in Bangkok outlining how the field office will meet resettlement objectives, including the number of refugees to be submitted each month, quarter and year;

11. Implement the operational procedures for reporting and investigating allegations of resettlement fraud;

12. Ensure that all data and information is entered accurately into UNHCR’s refugee database proGres;

13. Provide training to resettlement staff to ensure that the Standard Operating Procedures and overall resettlement policy are followed;

14. Counsel and inform individual refugees, the refugee community, government and operational partners on resettlement matters;

15. Provide support and assistance to delegations and selection missions from resettlement   countries;

16. Any other duties assigned or deemed necessary to the fulfillment of the above responsibilities and duties.

 

Qualification Requirements

•Knowledge of international human rights, humanitarian and refugee law;

•Experience in refugee resettlement or refugee status determination. Previous experience in group processing desirable;

•University Degree in law, social work, or political science; Masters Degree preferred;

•Excellent oral and written English; knowledge of other UN languages preferred;

•Demonstrated management skills and ability to manage staff from different nationalities and cultures and strong inter-personal skills;

•Past work experience working with persons from different nationalities and cultures;

•Good analytical skills

•Attitude and aptitude: commitment to refugee protection, flexibility, and ability to work in a UNHCR context;

•Able to work independently in difficult circumstances in field locations;

•A commitment to the principles of the United Nations and knowledge of the UN system
