Project Coordinator
Empowerment of Local Networks and Local Authorities (LAs) for Sustainable Ing Watershed Management (IWSM)

RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. RECOFTC is currently seeking a Project Coordinator – Empowerment of Local Networks and Local Authorities for Sustainable Ing Watershed Management (IWSM) under Thailand Country Program. The successful applicant will be based at Phayao province. The contract duration is for two years with a possibility of extension.
POSITION SUMMARY:
The Project Coordinator works as a lead member for implementing the RECOFTC- EU’s project on the Empowerment of Local Networks and Local Authorities for Sustainable Ing Watershed Management (IWSM) covering communities in ChaingRai and Phayao provinces, Thailand. The IWSM project is 42 months long started since March 2015 with support by EU. S/he will hold a leadership role to ensure that the project would successfully delivered its expected results and be effectively managed according to the work plan.
RESPONSIBILITIES AND DUTIES:
Under the direct supervision of RECOFTC’s Thailand Program Coordinator and with guidance from the IWSM project Advisory Committee and project Steering Committee, the incumbent will manage the IWSM Project and ensure effective and timely planning, development, delivery, and monitoring and evaluation of an integrated and coherent IWSM Project.
The Project Coordinator will also contribute to the overall development and management of the IWSM project. The Project Coordinator will work with CF Partnership Officer and report to the Thailand Country Program Coordinator. S/he has the following responsibilities and duties:
Take the lead role in planning, implementing and monitoring to ensure that the project outputs are delivered as plan and yield to the expected results
Manage and ensure that IWSM team members received adequate support and be able to perform their roles effectively as well to have regular team meeting and clear communication within the team
Ensure that the project finance are effectively and efficiently managed and utilized according to the budget plan and be fully accountable according to EU and RECOFTC financial policies and procedures
Coordinate all financial management functions, including the budget planning and forecast, monitoring budget spending, recording of the budget spending and reporting is correct and on time
Coordinate with the RECOFTC Thailand Program Coordinator, Chiang RaiRajabhat University (CRRU, Co applicant), the IWSM Committee, In Watershed People’s Assembly (IWPA) and key partners to have review and monitoring of project as planned
Coordinate with the key stakeholders and partners and RECOFTC team to have a periodic analysis of emerging issues relevant the Ing Watershed Management to identify intervention required for IWSM project.
Coordinate with the Training Coordinator on capacity development need assessment and develop strategy to provide capacity development support to the key target groups – targeted communities, local authority, Ing Watershed People’s Assembly (IWPA) and relating government officers for strengthening IWSM
Take a lead in designing M&E system for the project and ensure that the system is well maintained and the data are used for measuring progress and planning of the project
Ensure that knowledge and experiences of good practice of IWSM are properly documented and disseminated to other watershed management networks in Thailand
Ensure timely submission of planning documents, results-based progress reports,
Any other responsibility required by the Thailand Country Program Coordinator
QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree or preferable Master’s Degree in forestry, NRM, environmental, political science, rural development or related field.
8-10 years experience in project management or field coordination in the area of forestry, natural resource management or rural development
Strong commitment to CBNRM, empowerment, decentralization and participatory approaches
Proven experience in team management, stakeholder coordination, and building cross sectors cooperation and networking
Proven experience in project financial management and in report writing for international donor organizations
Good in communication and strong experience in facilitating participatory training and meeting
Excellent oral and written communication skills in Thai
Good command of English (both speaking and writing)
Thai nationality
Willingness to travel frequently within Thailand and possibly within the region
