-Urgently Required- Monitoring Evaluation & Research Manager (ME&R Manager) Location: Bangkok Office
Purpose: To support program planning and provide leadership for monitoring, evaluation and research in Plan Thailand through the application and alignment with Global and Regional monitoring evaluation and research standard, policies, guidelines.
Support the Program Director to improve program quality, accountability and institutionalised learning and implementation of Child Centered Community Development as Plan’s Human Rights based approach to development and learning.
Responsibilities Planning: Review and disseminate findings from review of previous Country Strategic Plan Develop a Terms of Reference for the Child Rights Situational Analysis (CRSA) and lead the implementation of the CRSA. Disseminate results. Develop an effective MER system for the Country Strategic Plan (CSP) which is aligned with global Plan policies. Develop, update and share an annual planning, monitoring, evaluation and research activities plan Key person to assist for CSP development/planning/monitoring/evaluation Data Management System
Management Budgeting: Annual & monthly budget expenditure analysis for all allocation & present to Country Management Team Budget monitoring and management
Program Planning, Monitoring system: Planning, monitoring and evaluation framework and guidelines for all programs aligned with corporate program policies and guidelines Lead the process for collecting baseline and endline data for all projects Facilitate and provide technical support to Program team in developing tools/instruments for monitoring Develop and maintain the program data banks
Program/project review & evaluation research: Monitor the progress of projects, and provide technical support to project review/evaluation Identify research opportunities and develop and regularly update potential partners for research/study Manage and quality control all evaluation and research reports. Support the development of Management Responses for all completed evaluations. Consolidate quarterly report and annual review processes. Set up and implement knowledge management plan for the MER unit
In-Country institutionalised learning, network meeting: Maintain relationship and participate in Regional network on ME&R Organise program annual progress and planning workshop Organise the program quality network meeting Conduct MER capacity assessment with relevant positions at PU, CO and partner level to identify gaps/ training needs. Develop and organize the implementation of a MER capacity building plan for the country
Qualifications: Master degree in Applied Research, Demography, Measurement, Planning, Monitoring & Evaluation, Development studies, Social Sciences or other related fields Understanding of development issues in Thailand and critical analysis of child poverty Knowledge of strategic planning processes and Project Management Participatory approach in program quality control activities Knowledge of quantitative and qualitative social research At least 3-7 years of progressively responsible experience in, Program Planning, Monitoring, Evaluation and Research and at least 3 years at management level Experience in baseline survey data collection and PRA tools and data analysis Experience in organising workshop, meeting for various level of participants At least 3 years experiences in conducting qualitative and quantitative researches/evaluations Skills in using Microsoft Office and other software applications relevant to MER (e.g. MAXQDA, SPSS, epi-info, CSPro or similar) Good skills for data base management (design, entry, analysis). Strong analytical skills and demonstrated facilitation and active listening skills
