Background/IRC Summary: The International Rescue Committee (IRC) Thailand country program was established in 1976 to assist refugees from Vietnam, Laos and Cambodia and currently assists refugees and migrants from Burma. IRC operates one of the largest and programmatically diverse humanitarian programs providing essential services to displaced populations in Thailand.
Assistance programs encompass health, education, institutional capacity building, gender-based violence prevention and response, water and sanitation, advocacy, protection and legal assistance.
Job Overview/Summary: The Senior Logistics Officer works as part of the MHS Logistics team to provide logistical support services and ensure IRC and donor compliance in the procurement of goods including inventory and services for IRC. The Senior Logistics Officer will liaise with all program staff in MHS and Finance Department.
Major Responsibilities:
Procurement (50%)
- Act as Procurement Officer to purchase all supplies and equipments for Mae Hong Son Field Office and ensure all POs are written correctly and maintain tracking in PO Log Book, PR Tracking and ProLogs
- Perform procurement filing and sorting of all purchasing documents.
- Ensure all procurements Process (goods, services and negotiate with vendors) according to Procurement Threshold and Authorization Schedule and compliance with IRC Policy and Procedure.
Assure that Procurement Process transparency and cross check for an intentional deception which may create personal gain or fraud.
- Perform ATC check and Due Diligence in supplier selection and to ensure that IRC suppliers do not conduct business in a manner which may be harmful to the IRC or our beneficiaries.
- Assure that adequate Segregation of Duties (SOD) to make sure our transparency procurement with inside stakeholders and external auditors.
Asset (40%)
- Ensure all asset & property inventories are updated according to staff movement in ProLogs and report assets condition to Logistics Manager.
- Process Equipment Issue/Equipment Return documents, update and file correctly on a monthly basis.
- Update monthly Asset and Property, including with small items Inventory Report and submit to Logistics Manager and sent to BKK Logistics on a monthly basis.
- Perform Physical counts for end of grant asset inventory count and end of IRC fiscal year inventory count in September each year.
- Report and document all broken and/or moved assets to BKK Logistics.
- Prepare asset disposal forms and submit to Supervisor.
- Ensure numbers tagging of all assets are correct according to Asset Inventory Report.
- File Asset as required by Logistics manual.
- Ensure Asset and inventory documents are complete, retrievable and ready to be audited or use as reference.
- Submit Asset and Property report for Global Insurance in July each year.
- Responsible for allocation, maintenance and collection of IRC mobile phones
Warehouse (10%)
- In the absence of the Warehouse Supervisor and as required, professionally assist the Logistics Manager in preparation of drug delivery to the camps.
- Control and document the receipt, handling, storage, pick-up including FEFO and FIFO, store release and reporting of inventories to the logistics manager.
- Manage day-to-day inventory transactions are updated on a real time basis.
- Update and report the RSC CO Inventories to Logistics Manager and RSC Support Manager on a monthly basis.

Job Requirements:
Education: Education level Diploma or University degree in Business Administration or related field (preferable financial or accounting)
Work Experience: At least 2 years experience in procurement including inventory and supply chain
Demonstrated Skills and Competencies: Good computer skills (Word, Excel and Microsoft office family)
Language Skills: Good command of English
Working environment: The position is located at the IRC Field Office in Mae Hong Son.
