Senior Field Accountant – Thailand
USAID One Health Workforce Project
Background and Overall Description
The University of Minnesota, in collaboration with Tufts University, was awarded a 5-year, $50 million cooperative agreement to support two regional university networks, one in Central and Eastern Africa (OHCEA) and another in Southeast Asia (SEAOHUN). The One Health Workforce (OHW) Project aims to support these university networks and their partners in training health professionals capable of working across various disciplines and sectors in order to effectively prevent, detect, and respond to emerging global disease threats.
Purpose
The Senior Field Accountant will be employed under the University of Minnesota and work closely with Finance Deputy Director as part of a 5 year USAID funded project: One Health Workforce (OHW). This position will support one of two university networks. This network, called SEAOHUN (South East Asia One Health University Network) is made up of 4 countries (Vietnam, Thailand, Malaysia, and Indonesia). The secretariat (administrative core) is based in Chiang Mai, Thailand. The position will involve travel both within Thailand as well as to Vietnam, Malaysia, Indonesia, and the US. The position will support the Financial Deputy Director at the University of Minnesota as well as work closely with SEAOHUN on budget development, expense review, and procedure development.
This Senior Field Accountant position is an integral component to the accounting team of the UMN One Health Workforce project.
Duties and Responsibilities
Responsibilities may include, but are not limited to, the following:
Project Accounting (50%)
Financial expert over entire life of the OHW Project in South East Asia. Responsibilities include:
- Establishing and reviewing project and activity budgets
- Auditing and approving expenditures against OHW project budget
- Developing financial projections and working with Financial Deputy Director to research the source and cause of discrepancies in budgets and actuals
- Assist with development of regional costs for activities and budget in the South East Asia Region
Budget Analysis & Reporting (35%)
- Forecasting and analysis of SEAOHUN and other regional costs for developing USAID monthly/quarterly reporting
- Work with Financial Deputy Director and the SEAOHUN Secretariat on a regional picture which would include South East Asia University Networks (country and region) for development of annual work plan
Process Improvements & Miscellaneous Analysis (15%)
- Provide data and recommendations to managers and organizations in One Health Workforce regarding account and/or fund balances, budgeting practices and accounting functions
- Coordinate activities with project leaders, financial staff, and outside agencies
- Work with OHW project team in supporting, and developing procedures and best practices in working towards building network organizational capacity
Others
- Contribute to ongoing finance policy revisions and ensure Country office has finance operating procedures that are fit for purpose.

Qualification Requirements:
Education:
- Minimum degree in Bachelor in accounting, finance, human resources, business administration or other related field
Experience:
- A minimum three years of professional accounting experience and/or a combination of education and experience to equal 7 years.
- Proven excellent time management skills
- Detail oriented and understands the importance of accuracy
- Understanding of fund accounting
- General understanding of terms and conditions for sponsored projects
- Demonstrated excellent critical thinking, problem solving and decision making skills
- Certified approver or equivalent experience and training
- Project accounting, preferably with sponsored research accounting
- Demonstrated ability to interpret, present and analyze information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders, members and individuals
- Strong organizational skills with demonstrated ability to use good judgment in prioritizing multiple requests made at times by persons with competing interests
- Experience with USAID or other US Federally funded projects is assets.
Computer Literacy:
- Proficiency in PeopleSoft and current office software applications, including the ability to use databases
- Spreadsheet experience required
- Experience with financial reporting and analyses
Languages:
- Excellent interpersonal proficiency in oral and written English communication; knowledge of Thai language is an asset
- English and native Thai language fluency required
Base of Operations:
- Chiangmai,
Thailand Reporting:
- Reports directly to the Financial Deputy Director
Salary and Benefit:
