Inform Asia, a collaboration between RTI International and the Thai Red Cross AIDS Research Centre (TRCARC), is seeking a malaria program manager to lead a new malaria project in Thailand and Lao PDR. The program manager will provide strategic guidance and coordinate support for National Malaria Control Programs (NMCPs) to strengthen capacity for surveillance, operational research, and the use of strategic information. This position is a staff position with the TRCARC, and is based in Bangkok, within the Inform Asia Offices located in the TRCARC.
RESPONSIBILITIES: The malaria program manager will be responsible for providing technical, programmatic, and operational oversight to Inform Asia malaria activities. Responsibilities include, but are not limited to:
With input from various stakeholders, and working in collaboration with international consultants and Inform Asia staff, assist in the coordination and implementation of a programmatic assessment covering malaria surveillance, operational research, monitoring and evaluation, and capacity building needs of malaria programs in Thailand and Lao PDR. This work includes, but may not be limited to, comment and review of assessment tool; support to desk reviews of existing literature; leading the organization of meetings with local stakeholders; review of reports and recommendations.
Contribute to the develop and monitor implementation of a 3-year work and action plan for Thailand and Lao PDR for addressing national malaria program needs identified by the above assessment;
Support and contribute to capacity building initiatives by developing a capacity building and sustainability plan for the achievement of programmatic objectives;
Collaborate and engage with National Malaria Control Programs (NMCP) and other stakeholders in Thailand and Lao PDR , including fostering relationships with key leaders, donors, technical experts, and researchers in malaria;
Support and engage with existing malaria committees and working groups in Thailand and Lao PDR, ensuring that their coordination and efforts are effective and timely;
Provide administrative and technical support and coordination for local and international consultants to ensure seamless implementation of activities;
Ensure that the various technical, operational, financial and administrative needs of assigned programs are being met by managing, coordinating, and liaising with TRCARC and Inform Asia staff;
Responsible for the overall financial health of assigned program including preparation and review of budgets and monitoring their implementation in close collaboration with the program finance team;
Produce high-quality quarterly and annual reports in English;
Lead the production and dissemination of research results, manuscripts, publications and other key program documents;
Organize and facilitate/lead various technical meetings, symposia, and fora, as required.
Advise Inform Asia Co-Chiefs of Party and other staff members on relevant issues; keeping them informed of significant developments and issues pertaining to the malaria program or impacting operations overall.
QUALIFICATIONS/SKILLS:
At least five to ten years of relevant technical work experience in development and/or public health
Three to five years’ experience in malaria work, preferably in surveillance, operational research, strategic information, and/or monitoring and evaluation
Experience in mentoring and building local capacity
Experience in writing donor reports and developing annual work plans and budgets required
Ability to engage with high level government officials effectively to plan and develop products
Management capacity in a fast paced, multi-cultural work environment
Experience with international NGOs, donors and government partners required; experience with USAID and working with national malaria programs an advantage
Fluency in English is required
Must be a Thai national
Successful candidates will exhibit strong technical skills with management capacity; creative thinking ability and proactive approaches to work; have excellent writing, analytical, interpersonal, organizational, and cross-cultural skills; a demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; and an ability to collaborate with a wide range of partners.
