MID TERM REVIEW

Terms of Reference

Background

This action aims at promoting an inclusive community for persons with disabilities in Thailand, through the implementation of a twin track approach to disability. The action focus both on the need to reinforce the capacities of competent local authorities and service providers (namely in the field of education, health, employment and transportation) to eliminate barriers to inclusion for PWD and on the need to strengthen PWD capacities to demand inclusion and participate in developing inclusive strategies. Specifically the action aims at enabling local authorities and representatives of civil society to promote the participation of PWD in the social and economic life of their communities through the application of the Community Based Inclusive Development (CBID) methodology in 4 different regions and specifically North, Phayao, Province,  North-eastern, Sisaket Province, Central, Kanchanaburi Province and South, Nakhon Si Thammarat Province. These provinces have been chosen among those (I) which implement social development activities at SAO level,(II) in which there already exist and work at in Sub-district Administrative level, Disabled People Organizations (III) in which has been assigned and operates the  Provincial Social Development and Human Security Officer ( the Ministry of Social Development and Human Security (MSDHS) assigns one senior officer to be the head of Social Development and Human Security Office in each Province. The mentioned office’s responsibilities are promoting quality of life of disadvantaged persons, social development and social welfare in general). The action  collaborate with 6 SAOs in each province in order to implement the foreseen activities and increase interaction among SAOs themselves and the PWDs through their representative organizations (DPOs). For this reason the presence of the Provincial Social Development and Human Security Officer is pivotal to the achievement of the project results, as long as this position will act as a liaison officer between the target SAOs and other not selected ones in the four provinces (404 SAOs in the four provinces). Through the set-up of this collaboration the project results and outputs will be disseminated throughout the 4 provinces and will lead to the replication and implementation of the methodology proposed after the project duration. A mid-term review of the project will support the project staff and beneficiaries to get the results of the project, 13 months before the project ends (January 2017).

Objectives of the project.

The general objective of the project is to promote an inclusive community for persons with disabilities in Thailand. The focus is enabling local authorities and representatives of civil society to promote the participation of PWD in the social and economic life of their communities. Project aims CBID to be included in the action plan of all four target provinces at sub district level.

Specific outputs of the project are as following:  

A local committee on Community Based Inclusive Development (CBID) composed of local authorities, service providers, non-government organizations, business sector, and persons with disabilities is established in each target SAO

At least 30% of the budget needed for the implementation of the CBID Plan comes from the public budget of the competent SAO. At least 3% of the consultative meetings participants are PWD.

The annual development plan all target SAO includes at least one of initiative included in the disability agenda

At least 10 services providers in the sectors of education, health, transportation and employment in the target sub districts are classified as accessible.

The SAO development plan of at least 12 target SAOs, foresees the participation of local communities in the implementation of the plan itself by the fourth year of the project

A document on good practices is available for any SAO to be consulted.

At least 4 initiatives with the participation of local communities are implemented through SAO public budget in target areas during the fourth year of the project.

Objectives of the MID TERM REVIEW

The objective of the evaluation is as follows:

Assessing the progress of the specific outputs of the project in terms of targeting, sustainability, and scaling up.

Give recommendations on some best practices in place in community involvement for inclusion.

Understanding the main context differences that affect the results of the project.

Identify the attitudes and aptitudes of the stakeholders that positively affect the inclusion of PWD in the community life.

Provide suggestions for the last year of the project in order to assure that outputs designed are achieved.

Targeting

Assess how effective are the implemented activities and results reached vis-à-vis the project strategies – (a); (b); (c)); (d)

How specific approaches/strategies are being tailored to the contextual needs of the different four provinces?

Sustainability

- Are there any demonstrated evidences in sustaining the project interventions? Are the local authorities committed to dedicate enough budgets? Are the PWD convinced about their strengths?

- What other factors can contribute to sustainability of the project impacts / interventions?

- Is the project able to establish synergies with services providers, volunteers, community members, etc ?

- Assess the extent to which the Partners have been able to institutionalize or link with the Government Machinery and their accountability mechanisms

Did the project lead to indirect, strategic alliances to ensure a larger impact?

Replicability – scaling up

- Are there any demonstrated evidences in scaling up/replicating the project interventions to other provinces or areas? If so what are the factors that could contribute?

- What strategies and approaches could worked well in replicating the project interventions?

- Did the project lead to indirect, strategic alliances to ensure a larger impact?

Methodology

- The consultant will carry out the following suggested steps for the evaluation including:

- The consultant will work collaboratively with CIAI and APCD at Country level project staff to refine the methodology, plan and scope of work. The consultant will be required to produce this as part of the Inception Report.

- The consultant through CIAI and APCD will coordinate with the project staff from the various provinces to collect data on project indicators.

- In the initial period, the consultant will do desk research of the available documents including reports, plans,.

- Ad hoc methodology tools (interviews, focus groups and/or others) for data collection methods to be filled by NGO members and stakeholders.

- Data collection methods will also collect relevant best practices from the project.

- The consultant will schedule series of interviews with range of Stakeholders. These will include :

sample of members who represent a diverse range of stakeholders, both in terms of work, size and geographical location.

    + The number of interviews and questionnaires will be agreed upon with CIAI and APCD

- The consultant will develop formats to synthesise and analyse collected information and data through the questionnaires in the field

Outputs

- The expected outputs of the assignment include:

- Inception report with details on the ToRs and Methodology

- A presentation of the draft evaluation findings

- Full Final Evaluation Report , between 40 and 50 pages

- Executive summary with main highlights- 4 pages

Reporting

The Evaluation will be commissioned by CIAI and APCD. The consultant will report to the Country Representative of CIAI and will hold consultation with CIAI and APCD. For the consultancy and contractual management, the consultant will report to CIAI Country Representative.

Skills and Competencies

- The assignment will be carried out by consultant /consultant with the following competencies:

- Demonstrated experience in evaluation reports

- Knowledge of inclusive actions

- Knowledge of CBID methodology and needs and rights of PWD.

- Familiarity with policy advocacy work and political sensitivities

- Excellent writing and verbal communications skills (both Thai and English)

Budget available for this consultancy is 9000 euros (tax inclusive)
