Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.
Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.
The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.
PU-AMI Thailand offers:
- Clinical services and disease surveillance/control in the 3 camp.
- Health promotion and disease prevention in Maela camp.
- Vertical programs such as HIV/AIDS, TB, and Mental Health.
- Capacity building.
PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

Position: HIV Supervisor
Under the authority of: Deputy Program Coordinator
Direct supervision of: Deputy Program Coordinator and Program Coordinator
Working Location: Mae Sot
Working hours: Following PU-AMI rules and regulation
Starting Date: As soon as possible
1. Main Objective
PU-AMI is looking to recruit HIV Supervisor to responsible for organizing the awareness raising and the training to the community, the training to the VCT counselors and the support and follow up of People Living with HIV/AIDS (PLWA) registered in PU-AMI program in Maela, Umpiem and Nupoe temporary shelters.

1. Ensure effective counseling supervision of the VCT program
- Supervise the VCT counselors
- Organize the VCT monthly meeting with VCT staff (counselors, medics, labs, etc.) in order to follow the activities and solve the problems.
- Organize and animate a monthly HIV gathering for the patient registered in the HIV program.
- Responsible of the material needed to the realization of the VCT activities (Purchase request).
- Share with the medical team (including the HIV Doctor, TB Doctor, Medical Officers and Medical Coordinator) all the relevant information and/or the problems.
- Act as the warrantee of the well running of the shift and the duty in the VCT center in each camp.
- Share the information related to the VCT center with the other partners.
2. Monitoring, reporting and evaluation
- Collect VCT data in order to follow the activity and to be able to make any outcome needed about it. and report them in the VCT Data sheet.
- Use the collect of data to provide the monthly VCT report.
- Report any difficulties in data collection and report any difficulties encountered and discrepancies to the DPC
- Participate in writing annual HIV, HIV/TB co-infection report with HIV Officer
- Participate to the donors’ reports if requested
2. Capacity building
- Provide regular training and evaluation to the VCT staffs and peer educators
- The VCT Supervisor will try to attend any training on HIV/AIDS validated by Program Coordinator / Medical Coordinator and he/she will regularly upgrade his/her knowledge through readings of articles / Internet.
3. Support for HIV/AIDS program and activities
- Provide inputs for the development of IEC/BCC strategies and messages.
- Participate in the development review and capitalization of protocols and procedure related to the HIV/AIDS program, in close collaboration with the medical coordination.
- Provide his inputs to DPC and PC regarding the HIV/AIDS program and its improvements
4. Coordination
- Attend the monthly Program meetings
- Attend any staff meetings or any other meetings that are relevant as required/requested and provide input as required/requested.
- Maintain good relationship with temporary shelter’s medical community as well as partners (NGOs, CBOs) and authorities (Thai and local).
- Draft and spread minute of meetings to relevant persons.
- Follow the PU-AMI protocols and project standard procedures especially Logistic procedures: travelling and Purchase
And any other specific task requested by the supervisor and related to the position.

- Public Health background and notably on HIV and People Living with Aids
3. Work Experience
- At least 2 years of work experience in HIV/AIDS awareness raising.
- At least 1 year of experience in training
- At least 1 year of experience in counseling
- Experience in an community based organization or a non governmental organization in a similar position is an asset.
4. Languages
- Good command in English (spoken and written), working knowledge of Burmese, Karen and/or Thai is an asset.
5. Other skills and competencies
- Computers skills: MS-Office Internet application
- Communication skills with sense of diplomacy
6. Personal qualities
- Ability and flexibility to understand the cultural and health environment and work with the communities and local authorities.Willingness to travel weekly by car to 3 temporary shelter sites in Tak Province (beware of car sickness).
- Understanding and sharing of PU-AMI values and principle
4. Conditions and benefits
- Monthly basic salary : 22,000 THB
- Seniority bonus of 2.5% per year, limited to 10 years of seniority
- Personal income tax in Thailand covered by PU-AMI
- IPD and emergency package with local insurance company
- OPD expenses up to 5,000 THB/year covered by PU-AMI
