Première Urgence-Aide MédicaleInternationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.
Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide MédicaleInternationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.
The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.
PU-AMI Thailand offers:
-clinical services and disease surveillance/control in the 3 camps
-health promotion and disease prevention in Maela camp
-vertical programs such as HIV/AIDS, TB, and Mental Health
-capacity building
PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:
Position: CLINICAL DOCTOR Mae La
Under the authority of: Medical Officer – Maela temporary shelter
Supervises: Medic Team in Maela Camp
Working Location: Based in Mae Sot and Every days trip to Maela temporary shelter
Working hours: Following PU-AMI rules and regulation
Starting Date: As soon as possible
1. Main Objective
PU-AMI is looking to recruit a Clinical Doctor to be in charge of managing and supervising the implementation of quality healthcare services in the Maela temporary shelter based on PU-AMI strategy and according to BBG & PU-AMI guidelines and protocols.

2. Specific Responsibilities:
(1) Implementation & supervision of medical activities
(a) Implementation and supervision of clinical services in PU-AMI Maela health facilities
- Ensure that all PU-AMI & BBG protocols & procedures related to the medical activities are implemented, applied and understood;
- Provide technical support when it comes to deal with complicated cases;
- Provide technical support through the phone when absent from the camp (according to duty roster)
- Review and update diagnosis and treatment with the medics in IPD and OPD
- Supervise chronic and specialized consultations except HIV (dental, eyes, curative part of mental health, chronic diseases)
- Regular monitoring of the dressing care
- Monitor case registration, management and infection control in IPD and OPDs
- Regular coordination with the Base Nurse Team regarding the organization of the IPD care delivery (nursing cares and treatment delivery follow up, hygiene procedures, etc)
Regular coordination with the Base Lab Officer concerning the lab requests and results
- Trace and collect the results of investigations requested at Thai hospital, in coordination with Maesot Pharmacy
(b) Referral management
- Validation of the patient referrals to the Maesot Hospitals (consultation, follow up, hospitalization)
- Monitor and strengthen both internal referral systems (PSW, SGBV medic…) & external ones (SMRU, HI…) that aim at improving the patients’ management;
- Strictly monitor the referral system with Mae Sot hospital and ensure it complies with PU-AMI protocol;
- Conduct patients’ follow-up visits to Mae Sot hospital twice a week and discuss the complicated cases with Thai hospital doctors in order to provide the optimal care while staying cost-effective;
- Liaise with the technical supervisor about any referral cases and situations that need extensive investigation and management in Mae Sot hospital.
(c) Health Information System (HIS), Disease surveillance and outbreak response
- Participate , Support and Supervise the HIS data collection, HIS data entry & reporting system and ensure that it is compliant with MOPH, HIS & PU-AMI guidelines
- Participate in HIS monitoring and evaluation activities in collaboration with both PU-AMI & CCSDPT HIS Coordinator
- Ensure timely reporting of disease surveillance data
- Participate in the outbreak responses and supervise the clinical staff accordingly
(2) Capacity Building & Team Management
(a) Capacity Building
- Design, implement and monitor the camp evaluation sessions (theoretical and practical)
- Conduct refresher trainings of medics & other clinical staff, according to needs assessment & priorities, in collaboration with the supervisors, the Medical Training Officer and Other Clinical Doctors
- Provide on-the-job trainings (bedside) medics
(b) Team Management
- Supervise Medics:
- Ensure that they know and respect Thai & PU-AMI Regulations
- Define/Review/Explain their job descriptions regularly
- Perform their evaluation according to set schedules
- Monitor their work
- Participate in the selection of the medic trainees when needed
(3) Coordination & Representation of PU-AMI
- Attend Maela Supervisor meetings, Maela Base Meeting & Medical meetings
- Ensure a proper collaboration and coordination between the different clinical teams (medics, nurses, lab technicians) at camp level;
- Regular Coordination with Patient House Responsible/ Referral Officer in Maesot for follow up of the continued medical care for he patients referred to Maesot Hospitals
(4) Analysis & Reporting
- Participate in the update of medical protocols & procedures in collaboration with Medical Team
- Monthly activity Planning to the Field Manager and Medical Officer
- Specific report on medical activities on the request of the Medical Officer or Medical Coordinator
- Produce a hand-over / end of mission report
(5) Others:
- Upon request by the Medical Officer
3. Requirements
(1) Background /education:
- Medical Doctor Degree with valid medical license is required
- Specializations in Tropical Medicine, Public Health, Psychiatry, HIV and TB are appreciated
(2) Work Experience
- A working experience of 2 years as a medical doctor is desirable.
- A working experience in team management is required.
(3) Languages
- Fluency in English is required.
- Fluency in one of the following languages is required: Burmese or Karen
(4) Other skills and competencies
- Communication, interpersonal and representation skills
- Capacity building skills, Organization and planning skills, Reporting skills
- Ability to design protocols and training curriculum
- Good command of Word and Excel is required
(5) Personal qualities
- Open-minded, able to work in a multi cultural environment, flexible and committed to humanitarian projects
4. Conditions and benefits
- Monthly basic salary : 44,100 THB
- Seniority bonus of 2.5% per year, limited to 10 years of seniority
- Personal income tax in Thailand covered by PU-AMI
- IPD and emergency package with local insurance company
- OPD expenses up to 5,000 THB/year covered by PU-AMI
- For Burmese citizens: transportation from Yangon to Maesot will be covered by PU-AMI upon beginning and end of contract
