The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.
AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.
AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.
AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.
Summary of Role
The Team Leader will be responsible for the strategic delivery and management of Australia –Asia Program to Combat Trafficking In Persons (AAPTIP) to ensure its successful implementation. The Team Leader will be required to liaise closely with DFAT and to develop strong working relationships with national and regional partners in the delivery of the Program. The Team Leader will have overall responsibility for the management of AAPTIP resources entrusted to the ISP, including staff and finances, in line with the scope of services, basis of payment and any other related contractual requirements.
Specific Duties
Strategic, Technical and Partnerships
- Provide strategic leadership to the AAPTIP team;
- Provide technical guidance and oversight to all project staff and ensure effective coordination of effort to achieve Program results;
- Establish and maintain strong partnerships and working arrangements with national government and regional partners, and with other key stakeholders (including UN agencies and other donors);
- Ensure effective communication with implementing partners, other key stakeholders and DFAT;
- Ensure result-focused monitoring and evaluation systems are developed and implemented, including the collection and use of appropriate baseline information and updates;
- In coordination with DFAT, liaise closely with Australian whole-of-government partners including AGD and, AFP to coordinate criminal justice sector capacity building and other initiatives focussing on anti-human trafficking;
- Ensure compliance with core DFAT policies, including but not limited to Gender Equality, Disability and Child Protection Policy.
Operations
- Oversee the strategic work direction of the Deputy Team Leader, Long Term and Short Term Advisers;
- Establish effective lines of operational reporting to ensure effective management of the program, including all advisers and country offices;
- Ensure sound systems are in place to efficiently and effectively plan for and manage available financial and human resources and account for their use;
- Undertake ongoing strategic risk assessment to ensure that AAPTIP remains relevant, efficient and effective in supporting implementing partners at both regional and national levels;
- Provide DFAT management with strategic programming advice as necessary;
- Provide quality assurance of all major AAPTIP planning and technical products, and oversee the quality assurance of AAPTIP reports and information products;
- Promote high level of counterpart ownership of AAPTIP activities and work to ensure that activities are as sustainable as possible.
Core Competence Required
- High level strategic planning and analytical skills with respect to institutional strengthening and governance systems reform;
- Demonstrated experience and results in leading complex institutional reform and development projects with long-term vision;
- In-depth and contemporary understanding of international and regional institutional structures and mandates;
- Knowledge of both civil and common law criminal justice systems;
- Demonstrated ability to develop and manage relationships with senior-level stakeholders;
- Demonstrated excellence in strategic leadership and team management;
- Demonstrated ability to work in cross-cultural environments within complex regional and international institutional structures;
- Demonstrated strong understanding of international development, the Aid Effectiveness Agenda and its practical implications with respect to aid project implementation, as well as AAPTIP’s other guiding principles on gender equality and rights-based approaches;
- Highly developed interpersonal skills complemented by excellent written and verbal communication skills; and
- Competent information technology skills.
Qualifications
- Post-secondary or tertiary qualifications in criminal justice, international development, international law or management or a related discipline is mandatory; and,
- Experience working as a practicing senior criminal justice sector official – in either an investigative, prosecutorial or judicial function is highly desirable.
