Handicap International (HI) is seeking one Project Manager, based in Mae Sot, Tak province.

Handicap International is an international organisation specialised in the field of disability. It’s non-governmental, non-religious, non-political and non-profit making association. It works alongside people with disabilities, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries worldwide and intervened in many emergency situations.
Handicap International in Thailand is currently supporting projects along Burma/Thailand border focusing on three thematic as follow:
Rehabilitation Project: provision of functional rehabilitation services for people with disabilities and/or impairments and their families in five temporary shelters (Tak and Mae Hong Son provinces),
Disability and Social Inclusion Project: Social inclusion of People with Disabilities & mainstreaming disability into humanitarian services in five temporary shelters (Tak Mae Hong Son provinces) and
Mine Risk Education Project: activities are implemented in all nine temporary shelters (Tak, Mae Hong Son, Ratchaburi and Kanchanabui province)
Project Manager Position: Under the responsibility of Thailand Head of Mission (HoM), This Project Manager position is responsible for management of rehabilitation project (6 national members) and its implementation according to the technical and management framework defined for the project. Also, he/she will be responsible to draw up, plan, implement, monitor and evaluate the rehabilitation project which includes 3 main components: Rehabilitation therapy activities: Physiotherapy and occupational therapy, Prosthesis and Orthosis (P&O) production, and referral system with complementary training of Camp Based Staff and refugee health workers of NGO/CBO on disability, inclusion and rehabilitation topics. Rehabilitation Project Manager will be required to travel to camps, cities close to the camps and punctually to Bangkok and/or Myanmar.
1. Participate in the definition of the strategy development and planning for the rehabilitation project in accordance with HI principles and rules
Aim: Involve project manager in defining strategy and ensure complete sharing and understanding of global objectives.
2. Implement and monitor M&E framework including planning and budget management in the site for rehabilitation project.
Aim: To ensure the project is run according to HI and donors’ requirements and progress on a timely manner against the defined objectives.
3. Monitor correct implementation of the partnership framework
Aim: To ensure that the framework defining the role and responsibilities of HI and the partners for the project implementation is in place and that the partners’ input are monitored.
4. Manage the rehabilitation project team
Aim: To ensure that necessary resources are available for project implementation & that the team environment is conducive.
5. Assist the development of methodologies and tools for the project
Aim: To ensure that the technical framework for implementing project activities is in place, regularly adjusted based on lessons learnt and that the project team works in compliance with validated framework.
6. Collaborate to the project capitalization
Aim: To ensure that good practices under the project are identified and documented and are used for advocating towards people with disabilities and their social inclusion.
7. Contribute to the project communication
Aim: To ensure the project inputs into the programme communication strategy.
8. Others: Delegation
As per requirement of the project, the position might have to take some additional responsibilities delegated by the line manager depending upon need and urgency of the project.
Qualification required / Desired profile
At least Bachelor degree in community development, and/ or Management.
Bachelor degree in Physical or Occupational Therapy or Medical /Public Health, is an advantage.
This is Project manager position; HI does not require the technical specialist or physiotherapist and/or occupational therapist, but highly experiences person with management skills and the following:
Knowledge and skills required:
Good skills in production of written reports.
Project Cycle Management focusing on HR and Budget Management.
Strong interpersonal and communication skills.
Proficiency in using Microsoft Word, Excel, PowerPoint, and mail merges; email and web searches.
Good skills of transmission of knowledge to the teams.
Comprehensive knowledge on rehabilitation/disability/ inclusion would be an advantage.
Experience:
Minimum 2-year experience in Project management and planning;
Experience in Human Resource and Financial Management;
Professional experience preferably with Non-profit organization or community based organizations of which 2-3 years should be at Management level.
Working experience in refugee context.
Practical experience in working with vulnerable groups and local authorities.
Good Experience in training/ capacity building.
Languages: Good level of written, reading and spoken English is required.
Knowledge of Thai, Karen or Burmese will be an advantage.
CONDITIONS:
Status: national working contract
Salary: 30,000 - 38,725 baht gross salary/ month according to education and experience + 5% social security fund as per Thai Tax law + life insurance + health insurance cover + 2% seniority per year after one year of contract + 13th month salary on prorata of the number months’ work + 200 baht credit for mobile + 1.5 day of the annual leave for any month work
Start: January 2016
Duration: 9 months renewable
