Description
As part of the Bloomberg Initiative for Global Road Safety, Bloomberg Philanthropies will support the salaries of 3 full-time staff “embedded” within city (or state) government offices. The purpose of these positions is to assist governments in implementing their road safety work plans and to provide a link between the city and the relevant International organizations providing technical assistance. Union North America (UNA) will work with each city government to recruit, hire, and assist the host government to oversee the work of these “embedded” staff.
General guidelines
In collaboration with UNA, cities will determine the offices/agencies where embedded staff will work and to whom they will report.
Staff should report to high-level host government staff
Bangkok Metropolitan Administration will provide office space and supplies. UNA will provide a laptop computer and mobile telephone.
In collaboration with UNA, cities will develop the job descriptions and duties of each embedded staff (see Appendix for sample Terms of Reference for each of the 3 positions)
Aim for staff with project management experience or technical experience in a relevant area of road safety
Embedded staff will be primary liaisons to Initiative partners, so a strong command of English is desirable
Embedded staff will be points of accountability for work plan completion
Job Qualification

Organizational location
To be based in Transportation Department or in other city government office with authority over transportation, road works, and/or urban design policy and projects.
Qualifications
At least 5 years experience in urban transport policy, engineering, planning, road design, traffic design or related sector
Academic qualifications – Masters degree or equivalent
Local Government experience and familiarity with budgetary process preferred
Quantitative data analysis skills preferred
Understanding of traffic safety in cities, particularly for pedestrians and vulnerable users, and knowledge of mass transport systems.
English language proficiency required
Tasks and Responsibilities
Coordinate city’s work in designing safer streets and safer mobility systems across relevant agencies (e.g., urban planning, road works, higher-level lead safety agency)
Develop detailed work plans with clear milestones for mobility or safer streets-related components of the city’s overall road safety initiative
Monitor and support progress toward work plan milestones
Serve as liaison for city’s interaction with Initiative partner organizations providing transportation expertise (EMBARQ, World Bank, NACTO, iRAP)
Participate in the traffic safety training provided by Initiative partners
Communicate regularly with initiative coordinator in chief executive’s office
Report regularly on initiative progress to city senior transportation officials and to UNA and relevant initiative partners
Submit written reports on implementation status and progress report on a quarterly basis
Troubleshoot barriers to progress and identify opportunities for rapid success.
