Job Title: Operations Manager
Organization: Prevention Department, the Thai Red Cross AIDS Research Center
Job Summary:
This full-time position is aimed to assist and report to Chief of Prevention Department, the Thai Red Cross AIDS Research Centre (TRCARC) in ensuring the successful planning and facilitating the cross functional operations: office administration, human resource management and development, procurement, grants and contracts, finance management and accounting. Also, it is aimed to manage and coordinate the organizational compliance, master budget development, resource planning and mobilization, organizational strategic planning, and organizational development interventions implementation.
Key Duties and Responsibilities
Assist Chief of Prevention Department in ensuring the successful planning and facilitating the cross functional operations: office administration, human resource management and development, procurement, grants and contracts, finance management and accounting.
Increase the effectiveness and efficiency of operations service areas through improvements to each function as well as coordination and communication between functions.
Provide support by means of mentoring, coaching and advising strategically to the staff responsible for each operational function to develop and enhance their competencies to deliver their expected performance outcomes.
Ensure the compliance of the implementation of the operations services with the organizational policies and procedures, donors’ rules and regulations, and Thai applicable laws.
Leading and facilitate the process of an addition and a revision of relevant policies and procedures in order to improve the operations systems.
Plan and develop the annual master budget of Prevention Department, and maintain budget tracking and analysis.
Responsible for the resource planning and mobilization in accordance with the organizational strategic plan of the Prevention Department.
Conduct the organizational diagnosis and organizational capacity assessment, and use findings and recommendations to design and implement the organizational development interventions for increasing the effectiveness and efficiency of organizational performances.
Develop and facilitate organizational strategic plan to guide the transition of Prevention Department to the Center of Excellence, and deploy and monitor the short and long term strategies to accomplish the organizational visions, missions, and strategic goals.
Lead and manage the human resource development and management on workforce planning, recruitment and hiring, internship and volunteer program, learning and development, strategic performance management, career development, employee engagement, compensation and benefits, reward and recognition, team relation and supportive working environment, and human resource information system.
Manage and oversee the overall office administration, including day-to-day operations and logistics, housekeeping, courier service, filing systems, meeting/event coordination, IRB coordination, asset administration and inventory control, and procurement.
Manage and oversee the organizational systems regarding grants and contracts, finance management, and accounting, and ensure the mutual linkage and coordination among these three functions leading to the due process of applicable laws and relevant rules and regulations.
Primary Qualifications
Thai national only
Master’s degree in Business Administration, Public Administration, Human Resource and Organizational Development, Accounting, Finance, Public Health Management or related field and at least 5 years of experience at the management level in the operations, shared services or any similar areas
Knowledge and experience in organizational effectiveness and operations management implementing best practices
Strong leadership with organizational development mindset
Good knowledge of human resource and organizational development and proven ability to provide support through effective learning and development schemes
Experiences in organizational strategic plan development and implementation
Change management and negotiation skills
Proven ability to perform complex tasks and to prioritize multiple responsibilities under time constraints and tight deadlines
Excellent verbal and written communication skills in English and Thai
Experience in any international non-profit organization or research institute on health issues, particularly HIV/AIDS, is an advantage
