Organization Description
World Education has worked on the Thai-Myanmar border for 15 years, improving access to and quality of education for displaced persons from Myanmar living on both sides of the border. During that time, World Education has supported curriculum development, special education, youth leadership programs, teacher training, vocational education, and organizational capacity building with local partner organizations. World Education is currently implementing the education component of the Project for Local Empowerment (PLE) with partners the International Rescue Committee (IRC), the Border Consortium (TBC) and the Mae Tao Clinic (MTC). PLE Education focuses on providing multi-faceted support to a wide range of local education service providers, including work with partners in the temporary shelters and migrant communities in Thailand as well as partners operating in S.E. Myanmar.
Job Description
The IT Specialist supports partner organizations and WE projects with technical knowledge in data management and IT, and is responsible for the development and management of IT and data-related products. Through tailored training, mentoring and/or product development, the post-holder assists World Education and partners in education to inform programming and to execute projects efficiently. Based in Mae Sot, the IT Specialist works with the Organizational Development Co-Ordinator to ensure IT intervention outcomes are appropriate, measured and tracked.
Core Responsibilities
Provide technical guidance on data management and IT in line with project requirements
Evaluate the functionality and effectiveness of specific IT and data related products for WE and partner project requirements and in line with organization strategy/values
Design and deliver data management and IT related support packages for education partner organizations in alignment with WE organizational development strategy and principles
Deliver high quality skills training interventions with WE staff and education partners, including, but not limited to, data collection, data storage, website-design and database maintenance
Assist in the development of tools for follow up and evaluation of training interventions
Develop training manuals and user guides, including but not limited to, data management usage & maintenance
Document IT related support in line with requirements to a high standard of quality, and assist in assessing and evaluating the quality and results of support
Maintain and further develop existing WE information management systems, and support any other assignments as required
Skills, Experience & Qualifications:
Essential
3 - 5 years of professional work experience in the IT field and/or a Bachelor Degree in a related field
Working knowledge of one of the following programming languages: Java, C#, Python, PHP
Advanced skills in Microsoft Office, including Excel & Access
Knowledge of Windows Server Management
Strong written & oral communication skills, & ability to interface cross-culturally with a range of stakeholders
Strong organizational, planning and problem-solving skills
Highly Desired
Knowledge of database technologies such as MySQL, Mango, Oracle, PostgreSQL or Microsoft SQL Server beneficial but not essential
Web development experience using the following technologies; HTML/CSS/Javascript/Web Frameworks e.g Django, Cake, Yii, Zend, Laravel
Web application skills desired (HTML/CSS/Web application frameworks eg ASP.NET/Spring for Java)
Experience in education information/data management
Experience with Video Editing (ie: i-Movie) and/or graphic design
Experience in training/mentorship/capacity building initiatives
Experience working in/with Community Based Organizations
Experience working in low-resourced environments & ability to work independently
