Organisation Background:

Founded in 2011, the International NGO Safety Organisation (INSO) is an international nongovernmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. 

INSO provides daily support to more than 1200 NGOs operating in 17 of the world’s most insecure countries. 

INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice. 

 

INSO Southeast Asia:

The INSO Southeast Asia platform is launching in response to requests for support in safety coordination from NGOs working in the region. INSO will support NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team will harness data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. As part of the INSO Southeast Asia team, you will be playing an active and impactful role in assisting the delivery of aid to people in significant need.  

 

Objective

The Registration and Administration Consultant will support INSO in government liaison and the registration of our organisation as a Foreign Private Organisation (FPO) in Thailand, with the aim of establishing our Regional Office in Bangkok. The consultant will work closely with our appointed law firm, liaise with the Ministry of Labour and other relevant Thai government agencies, and follow up on all necessary processes to ensure a smooth, timely, and compliant registration. The consultant will also undertake any other tasks requiring liaison with Thai government bodies to facilitate INSO’s ongoing operations and compliance in Thailand.  The consultant will also work on building a

partnership with a local Thai organisation as per the requirements of the FPO registration as well as supporting the Head of Mission with regular administration tasks. 

 

Scope of work:

  • Act as primary liaison with the Ministry of Labour, particularly:
    • Department of Employment – Office of Foreign Workers Administration
    • Committee on Foreign Private Organisations (application submission, progress tracking, responding to requests for additional documentation)
  • Coordinate closely with the appointed law firm to:
    • Ensure compliance with all legal and procedural requirements
    • Clarify documentation and official guidelines
    • Track application progress and anticipate potential delays
  • Facilitate and expedite the application by:
    • Following up regularly with Ministry of Labour officials
    • Troubleshooting procedural bottlenecks
    • Addressing requests for additional information promptly
  • Identify partner organisations for INSO by:
    • Preparing a shortlist of Thai NGOs/organisations who share INSO’s humanitarian principles and could benefit from a partnership with INSO
    • Together with the HoM approach selected organisations to discuss partnership agreements
    • Once agreed, assist the HoM in formalizing a partnership agreement through the preparation of all required documentation
  • Where relevant, liaise with other ministries or agencies based on need
  • Assist in preparation, collation, and submission of required documentation in coordination with the law firm and the NGO’s internal team.
  • Undertake other tasks requiring liaison with Thai government bodies to facilitate the NGO’s ongoing operations and compliance in Thailand. 
  • Support the Head of Mission with any other administrative aspects of the INSO mission including the preparation of finance and logistics documentation
  • Maintain accurate records of all correspondence, submissions, and official communications.
  • Provide weekly progress reports to the NGO’s management.
  • Advise on cultural and procedural best practices for dealing with Thai authorities.
  • Support in scheduling and attending key meetings with government officials.

 

PERSON SPECIFICATION

Knowledge, Skills and Experience

Essential:

  • Bachelor’s degree or equivalent certification in one of the following: Journalism, Communications, Conflict Studies, Political Sciences, History, International Affairs, Security Studies, Criminology, or any other relevant fields.
  • Proven experience dealing with Thai government procedures for registering foreign organisations, NGOs, or similar entities.
  • Established working relationships within the Ministry of Labour are highly desirable.
  • Strong network in Thai NGOs, academia and think tanks
  • Strong communication skills in Thai and English (written and verbal).
  • Highly organised, proactive, and persistent in following up administrative processes. Ability to work independently while collaborating with legal counsel and international stakeholders
  • Strong cultural awareness and diplomacy skills

Terms & Conditions:

This is a three-month consultancy at a rate of 1 day/week with a possibility of extension.
