Background:

World Vision Foundation of Thailand (WVFT) is a non-profit, Christian organization, dedicated to transformational development of children, families and communities.  It was founded in 1974, and is currently supporting children, families and community development in 46 provinces in Thailand.

 

Description of Programme or Project Being Evaluated:

The End Trafficking in Persons (ETIP) Program works to reduce vulnerabilities to trafficking, provide assistance to trafficking victims, and advocate for improved anti-trafficking policies and their implementation.  It is implemented in the Greater Mekong Sub-region (GMS) countries, which includes Cambodia, China, Laos, Myanmar, Thailand and Vietnam. 

 

Purpose of Position:

To measure the effectiveness of the Prevention, Protection and Policy pillars of anti-human trafficking work of the ETIP program and understand the key factors supporting or inhibiting success.

 

Objectives:

 1. To understand the strengths and weaknesses of the program’s main prevention interventions  and measure their effectiveness in reducing risk to human trafficking.

 2.  To assess the progress made towards strengthening protection services and improving the support for trafficking survivors reintegrating into community.

 3.   To assess how and to what extent the program has influenced new and existing policies related to human trafficking.

 

Responsible to collect data:

Quantitative household survey

Semi-structured interviews

Focus group discussions

Document review and analyze

 

Products:

 The national consultant is responsible for producing the following, which all remain exclusively the intellectual property of World Vision Foundation of Thailand:

Electronic data file containing all entered and cleaned household survey data (Excel or SPSS format)

De-identified summaries of all FGD and semi-structured interviews

Draft Evaluation Report

Final Evaluation Report (in English Version)

 

Consultant fees & costs:

Consultancy fee of 250-300 USD per day (exchange rate - 1 USD= 33.61 THB)

Rate for data collector (Thai only) is 37 USD per day (10 persons)

Rate for data entry personnel is 37 USD per day (5 persons)
