Working closely with the Global and Regional PSFR Unit and with the Representative, the Associate PSFR Officer (Thailand) is the key pivot for the development of private sector fundraising for UNHCR in Thailand.
Reporting directly to the Regional PSFR Officer, he/she will lead the Thailand PSFR team covering all PSFR related tasks. The position aims to maximize the donor base from the private sector for the Agency, and is responsible for managing the individual giving, leadership giving (corporate/foundation/ major donors), donor retention and also communication with various partners such as the media and celebrities for PSFR.
In a country where international staff cannot communicate in the language of the majority of these donors and partners (Thai), the responsibility accorded to the position to pass official messages and represent the UNHCR in official ways is heightened.
Thailand is an increasingly well developed and competitive private sector fundraising market that requires an experienced private sector fundraising professional to maximise its potential. This position has a key role to play not only in day-to-day supervision of a growing team (currently five) covering an increasingly complex programme but also through strategic leadership, motivation and staff development.
In Thailand, where the giving culture is well established from both individuals and corporate sector and also refugee issues are sensitive and of a low public priority, the external focus of the position is vital to the sensitive development and increasing awareness of refugee issues. This requires a mature, seasoned and analytical approach.
Functional Statement

PSFR has sufficient support from the country operation for its global fundraising activities.
The Annual giving income target is achieved according to agreed annual budget and plan.
The Annual expenditure is under control according to agreed annual budget.
Responsibility (process and functions undertaken to achieve results)
Contribute to the development and implementation of a strategic plan for Private Sector Fundraising in Thailand, building on the progress made in the past years and reflecting both the country advocacy strategies and the global PSFR strategies.
Effectively lead the country PSFR team to substantially increase the funds raised in Thailand for UNHCR from a variety of private donors.
Oversee all the individual giving programs which include the face-to-face fundraising programs using both outsourced and in-house methods, digital fundraising programs and any new channels identified for testing.
Develop and/or oversee cordial relations with relevant corporate donors and media partners when it is related for fundraising in Thailand in order to seek their increased financial and moral support for UNHCR.
Oversee the maintenance and improvement of the donor database, in which financial supporter's private information and donation history are saved.
Oversee the development, maintenance, updating and enhancement of all the fundraising communication messages and materials for print and online outlets in order to maximize the loyalty of UNHCR donors.
Manage and/or oversee the PSFR budget, expenditure, and human resources (UNHCR internal and affiliated staff through UNOPS).
Ensure the submission of regular reports to the relevant internal recipients inside UNHCR (country, regional and HQ level).
Ensure the compliance with the relevant domestic law related to fundraising practice, fundraising licencing and data protection
Perform any other related duties that may be required.
Authority (decisions made in executing responsibilities and to achieve results)
Develop the annual PSFR budget and plan.
Act as first point contact for the local media in Thailand when it is related to PSFR activity, brief journalists, organize press conferences in consultation with the Thailand Representative
Establish and maintain close working relations with television, radio and news agencies in order to keep them regularly informed on UNHCR’s activities in the country and worldwide
Promote and develop innovation into projects.
Lead, manage and encourage staff to seek out permanent improvements to the fundraising programs.
Qualification Requirements
Essential:
Thai nationality only
University degree in Marketing, International Relations, Journalism, Communications, Political/Social Sciences or related field.
Minimum 4 years of professional experience in Private Sector Fundraising, Public/External Relations or Media, with exposure to the international environment.
Proven skills in writing, translation and communication and presentation skills on behalf of UNHCR PSFR.
Current market knowledge of PSFR in Thailand
Fluency in Thai and English (written and spoken)
Desirable:
Excellent presentation skills in Thai and English, experience with press conferences is preferable.
Proven ability to meet fundraising targets.
Expertise and up-to-date knowledge in existing and new PSFR techniques such as direct marketing or direct response fundraising, telemarketing, monthly donor programmes such as face-to-face, mass appeals, digital fundraising and emergency fundraising.
Major Donor Fundraising and corporate fundraising experience.
Experience in the media sector with Public Relations or as a journalist is an asset.
Well-articulated, good communicator with strong interpersonal and negotiation skills to deal with persons of different cultural and educational backgrounds.
Good computer skills are an asset for overseeing the development of proposals and reports to corporate and other donors and for carrying out reporting and analysis needs.
Familiarity with the UN in general and a good knowledge of UNHCR operations both at Headquarters and in the Field would be an asset.
Ability to work independently and to exercise good judgement is valuable for this position, which requires a certain level of maturity, sensitivity and leadership by example.
Knowledge of refugee issues and of UNHCR or another human rights-oriented agency an asset.
Knowledge of other UN languages desirable.
