Your Mission:
The Field Coordinator reports to the Deputy Director - Operations and has ultimate responsibility for all the smooth running of program implementation and field office management in Kayah area. The position is based in Loikaw, and has a key role to serve as the primary liaison between the field and IRC Country Office in Myanmar.
Your Job Scope includes but not limited to:
Responsibilities
· Represent IRC with local government and donor officials and ensure IRC coordinates with relevant NGO’s, international and government agencies in the Kayah Area.
· Oversee implementation and compliance with IRC and donor policies for all programs support activities in the Field Offices including HR, administration, finance, logistics and procurement.
· Revise or update as needed administrative, finance and logistics systems; make recommendations to improve efficiency and effectiveness of operations.
· Meet regularly with Program Senior Staff to discuss key operational issues for the programs and devise solutions.
· Coordinate with the relevant government authorities, UN agencies/INGOs/LNGOs and community for the smooth running of the IRC programs in the Field.
· Review and authorize financial documents within the authority schedule and authorize for the amounts beyond the authority of managers.
· Ensure that all Field staff are trained, understand and adhere to all policies relating to safety and security (including vehicle and transport policies);
· Conduct monthly meetings with program senior staff and conduct regular monitoring visits to the field project areas to coordinate with the program staff and ensure that programs are being implemented according to schedule and log frame. The findings and suggestions from the monitoring are to be feedback to the Deputy Director – Operations
· Work with the Sector Technical Advisors and Program Coordinator, program staff to resolve problems or delays in implementation
· Ensure staff participates in performance planning and evaluations on a bi-annual and annual basis. Recommend areas of training or capacity building to support national staff in assuming higher levels of responsibility.
· Prepares a monthly report on program implementation, operations, security and other issues relevant to the IRC and ensure monthly financial and logistics reports are reviewed and submitted to Yangon on time.
· As required plan and host donor or IRC visitors in the Kayah Area.
· Participate in Coordination Team meetings and as required strategic planning, proposal development, operational or program workshops.
Education
· Masters Degree in Business Administration, International Development, Community Development, Development Studies, Economic Planning, Rural Development or related fields;
Experiences
· Minimum 5 years of senior management experience and/or community development;
Competencies
· Proven staff management and team building skills;
· Ability to work with culturally diverse national and international staff;
· Possess leadership qualities and willing to exercise initiative.
· Willingness to participate and contribute as a team member, under challenging working and living conditions.
· Strong communication and organizational skills
· Strong financial/logistic management skills;
· Fluent in written and spoken English and report writing skills;
· Computer skills in Microsoft Office;
· Ability to work independently in a rapidly changing professional environment.
Language
· Fluency in spoken and written English and Myanmar
Remuneration Package:
Highly Competitive Base Pay + Fringe Benefits (Monthly Health Benefit + Annual Group Life Insurance + Annual 13th Month Pay + Leaves Entitlements)
