Finance Officer for PNMD by Panna Vidhi Foundation Phase II and SEACAF
Role Summary
The Finance Officer (FO) is a shared position responsible for leading and overseeing financial management for two organisations: The PNMD Phase II by Panna Vidhi Foundation (60%) and the Southeast Asian Coalition for Academic Freedom (SEACAF) for 40%, hosted by the Institute of Human Rights and Peace Studies (IHRP), Mahidol University.
The position ensures full compliance with donor requirements, organisational policies, and Mahidol University’s financial and disbursement procedures, including the establishment of financial systems aligned with Mahidol University’s internal processes.
The role focuses on designing, strengthening, and maintaining high-quality financial management systems that support the effective, transparent, and timely achievement of SEACAF and PNMD programmes' objectives, while maintaining strict financial separation between the two entities.
Main Tasks and Responsibilities
Under the direct supervision of the Senior Program Officer at PNMD and SEACAF Phase II by Panna Vidhi Foundation Finance Manager, the Finance Officer has the following responsibilities:
1. Financial Management Systems (Common Tasks)
- Lead the adaptation and integration of donor-funded programme financial requirements into Mahidol University’s financial management and disbursement framework, ensuring compliance without compromising programme efficiency.
- Ensure that the PNMD and SEACAF Programme’s financial systems, documentation, and workflows are fully compatible with Mahidol University’s internal approval, procurement, and reimbursement procedures;
- Contribute to the development of the PNMD and SEACAF Annual Workplans
- Coordinate closely with relevant finance and administrative units of Mahidol University to ensure smooth, compliant, and timely disbursement of programme funds;
- Liaise closely with programme, administration, and operations staff across both organisations;
- Provide guidance and capacity support to staff and partners on financial procedures and compliance;
- feedback_17Strong knowledge of accounting principles with the ability to supervise junior accounting staff.
- Ability to extract and analyze financial and accounting data to support program implementation, including budget monitoring in accordance with donor timelines, as well as contributing to the development and/or monitoring and evaluation (M&E) of the PNMD and SEACAF programmes.
- Perform other finance-related duties as assigned
2. PNMD / IHRP Responsibilities (60%)
- Under the overall supervision of the IHRP PNMD Lead and the PNMD Senior Finance Manager, support all financial processes and approvals at Mahidol University;
- Support the PNMD Team and the Senior Program Officer in the yearly narrative and financial reporting to the Ministry of Interior on the Panna Vidhi Foundation
- Support the PNMD Secretariat, programme team, and partners in annual work planning, budgeting, financial monitoring, and reporting;
- Coordinate and support the financial audit of the PNMD Programme, including preparation of documentation and follow-up on audit findings.
3. SEACAF Responsibilities (40%)
- Lead day-to-day financial management of SEACAF programmes and operations;
- Support SEACAF programme teams in work planning, budgeting, expenditure tracking, and financial reporting;
- Ensure compliance with donor agreements, contracts, and procurement requirements applicable to SEACAF;
- Prepare periodic financial reports for management, donors, and auditors;
- Coordinate and support SEACAF financial audits.
- Support the further strengthening of the financial management rules and procedures, and systems for SEACAF in accordance with development partner regulations
Required Qualifications and Experience
- A University degree or advanced degree in Accountant and Finance subjects
- Previous experience as an accountant or in finance, familiarity with programme cycle management, budget monitoring, and reporting for development partners and other donors
- Previous experience in grants management and/or familiarity with QuickBooks will be considered an asset.
- Excellent Microsoft Office skills
- Strong communication skills and sound collaborative abilities to work in teams
- Fluency in English and Thai required
- Thai national post
