Asia Regional Office ( ARO RO) : HR & Recruitment Specialist

Plan Asia Regional Office is looking for the following position to join our team. This is a local recruitment. The successful candidate will be offer package competitive to the local market. Please note that Plan will not be able to provide residential, visa and work permit.
Job Description :
Department & Location : HR&OD Team, Asia Regional Office
Reports to : Regional HR &OD Manager, ARO
Purpose : To work under the direction of the ARO HR&OD Manager to provide
an efficient and effective HR service to the ARO Regional Office
(RO) staff. The primary areas of focus for the post holder will be
resourcing (including the hiring of interns, volunteers, consultants
and staff, and support for secondment arrangements), management
and maintenance of the HRIS for the RO, general HR administration,
and local payroll and benefits administration for RO staff in
coordination with others as required.
The post-holder will primarily work with the ARO Regional Office
team based in Bangkok but will also provide HR support to Regional
Office staff in the RHQ in Manila and in other COs, coordinating with
CO HR teams as needed. The post holder will also provide technical
HR advice and support to the HR and Administration Officer in
Manila as directed by the RO HR&OD Manager.
In addition to the HR work laid out in this JD, the post holder will
oversee the process for securing visa and work permits for expatriate
staff and their dependents who are based in Thailand. This may
include contract management if this work is outsourced.
Dimensions of Role:

• 1 direct report – RO HR Officer
• Provides full operational HR&OD support to approximately 45 Regional Office staff in Bangkok, Manila and other countries in Asia where Regional Office staff are based;
• Responsible for monitoring the HR&OD RO budget and supporting the Regional HR&OD Partner to manage this via the SAP system and through the preparation of the annual staff budget
• Reports to ARO HR&OD Partner and acts as a deputy in his / her absence;
• Responsible for ensuring that the ARO Regional Office complies with all organizational requirements in terms of the HRIS
• Has responsibility for compliance with organizational and statutory policies and laws on HR&OD matters for the Asia Regional Office.
• Responsible for specific HR&OD projects within the region under the direction and supervision of the Regional HR&OD Partner;
• Provides HR support to deal with enquiries about benefits for approximately 60 staff on international contracts who are based within the region.

An excellent team for the Regional Office is planned and resourced for maximum impact on Regional Office delivery:
• Contribute to analysis of situation to define Regional Office human resource needs via workforce planning.
• Support line managers in the Regional Office develop robust Job Descriptions for positions in line with Plan’s practices.
• Provide support for international recruitments in the RO and in the Asia Country Offices as directed by the Regional HR&OD Partner
• Responsible for all local recruitment for the Asia Regional Office,
Rights and Responsibilities – Asia Regional Office staff are aware of their contractual rights and responsibilities in delivering their work for Plan in line with the Child Protection Policy, Code of Conduct and other relevant Plan policies:
• Be the lead CP Focal Point for the Asia Regional Office;
• Coordinate the annual Child Protection Policy self-assessment audit for the Asia Regional Office;
• Coordinate any other corporate HR&OD requirements for the Asia Regional Office, including for Gender (GESA process)
• Ensures relevant HR policies, including Child Protection and the Code of Conduct, are well understood and consistently implemented by the Asia Regional Office staff.
• Ensures that Plan’s performance management systems are well understood and implemented in a timely way by Asia Regional Office staff, including use of the HRIS
• Responsible for ensuring that all international staff are aware of the policies and procedures contained in the Blue Book and all local benefits are administered in line with this.
• Responsible for ensuring that the local Staff Handbooks are understood by all staff on local contracts who are employed under these terms and conditions and that all of them have access to them.
• Ensuring that relevant Staff Handbooks are regularly updated to comply with Labor Law, changes in Plan’s policies and that any updates are effectively communicated to staff in a timely way.
• Coordinate with Operation teams to arrange for logistic and facilities, particularly for starters and leavers.
Onboarding/Induction/Orientation - staff joining Plan’s Regional Office in Asia are effectively informed about the organization, its strategies and the purpose of their role in the fulfilment of strategic objectives:
• Work with Regional Office management on the preparation of materials and events to ensure new staff know about Plan are able to perform effectively in their roles in minimum time.
• Provide information and assistance to any dependents of staff on international contracts to new locations/postings.
Reward - Regional Office staff on local contracts are remunerated in accordance with market competition, Plan’s values and the provision of labor law:
• Responsible for the grading of all Regional Office jobs on local contracts, ensuring that compliance with Plan’s grading system and internal equity principles are maintained
• Ensures the Regional Office salary system for staff on local contracts is in line with Plan’s global system.
• Undertake salary and benefits reviews, analyze survey results and make recommendations to Regional Office management about salary structures for local staff in line with Plan’s policies.
• Oversee local payroll in Bangkok and Manila
• Oversee international and local staff rewards: R&R, leave, insurance etc , establishing accurate systems for monitoring this.
• Prepare the annual staffing budget for the Asia Regional Office in coordination with the Regional HR&OD Partner
Learning and Development - The Asia Regional Office has staff with the right skills to deliver organizational goals:
• Develop and oversee a system to capture and analyze the learning needs of Regional Office staff.
• Analyze the Regional Strategic Framework and other key strategic plans to establish the skills that Regional Office staff will need to deliver against them.
• Create and monitor a learning and development program for Regional Office staff based on the training needs analysis and current and future skills needs.
The Country Offices within the Asia region are provided with effective HR&OD support by the Regional Office:
• Provide support to regional HR&OD projects / initiatives as directed by the Regional HR&OD Partners.
• Analyze Global Assurance reports for the region and provide follow up support to Country Offices following Global Assurance visits.
• Provide timely and accurate response to technical queries raised by the Country Offices.
• Support the Regional HR&OD Partner with the development of the regional HR&OD network as required.
The Asia Regional Office is supported by an effective HR&OD Team:
• The development needs of the Regional Office HR Officer are identified and addressed.
• The budget for the Regional Office HR&OD team is regularly monitored and recommendations for its effective management are made to the Regional HR&OD Partner.
• Any reporting required for the Asia Regional Office HR team is prepared in a timely way and to a high standard.
Dealing with Problems:

• Strategic workforce planning and advising management in a complex operating environment with Regional Office staff based in multiple countries.
• Required to synthesize and analyze feedback from a wide range of actors (including NGO HR Forum, Ministry of Labor, national surveys) in developing HR systems and supporting their implementation.
• Using sound judgement to advise managers on managing the risks associated with employment across in the region: different employment law, programmatic challenges, resourcing, staff issues and cultural considerations.
• Working across a large geographical area and multiple countries.
• Making sound judgements about what to prioritise.
• Providing effective HR advice and support to local and international staff operating in different locations.
• Finding effective solutions to complex resourcing or people management in various contexts.

Internal
• Collaborating with other functions to ensure that HR processes are integrated.
• Regional Office: HR&OD Partner who will provide technical support and oversight
• A member of the Asia HR&OD Network: supporting HR colleagues in the region and drawing on the support they can offer.
• International Headquarters HR team for technical support on Global Policy, Child Protection reporting, international recruitment and other advice as needed
External
• Government / ministry representation on all issues related to Labor law/Social security etc
• Local NGO HR forum,
Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
Gained through education, training, & experience
- Bachelor Degree in HRM or equivalent.
- A minimum of 8 years experience working in a HR generalist role, and 2 years in a senior management role.
- Experience of working across multiple countries is highly preferred.
- Persuasive and able to influence at all levels, internally and externally.
- Flexible and customer-oriented;
- Able to manage competing demands;
- Ability to build strong relationships with stakeholders at every level;
- Excellent command of spoken and written English.
Physical Environment and Demands:
May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.
- Office-based with some international travel (approx. 10%).
Level of Contact with Children:
Low contact: No contact or very low frequency of interaction
