Under the overall supervision of the Programme Manager of the Migrant Assistance Division of the IOM Thailand Office, and the direct supervision of the Project Officer of the EU-funded project  “Promoting stability, well-being and harmony for Myanmar Muslims and host communities in Thailand”. The successful candidate will be in charge of the implementation and coordination of all project activities taking place in Mae Sot.

 

The Field Coordinator will be based in IOM’s sub-office in Mae Sot and will be supervising a team of two: one field assistant, and one field community worker.

 

The project will target the continued vulnerabilities and needs of marginalised Myanmar Muslims (including Rohingyas) as well as disadvantaged Thais in host communities located in the provinces of Tak (Mae Sot), Ranong and Phang Nga. The project activities aim to create stability and harmony by improving living conditions and access to services; standardizing response and care; and, creating coherence and predictability in policy, practice and programming that contribute to the overall wellbeing of this vulnerable group and its host community.

 

Responsibilities and Accountabilities:

 

Provide support to the project staff based in Bangkok for the implementation of the vulnerability assessment, stakeholder mapping and Baseline Survey in Mae Sot as well as for the Annual Work plans, Project Steering Committee meetings, monitoring and evaluation and communication and visibility activities.

 

Manage and supervise the field based project staff in Mae Sot to ensure timely implementation and achievement of project activities and results in accordance with Annual Work plans.

 

Support the project staff based in Bangkok in the launch of a call for proposals to support small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection) to be developed in accordance with IOM procedures and guidelines for EU-funded projects.

 

Assist in forming and strengthening networks of government and non-government stakeholders to support the provision of long-term support to the project’s beneficiaries. Meet regularly with local relevant stakeholders, including government agencies, NGOs and CBOs, to coordinate on-going interventions between the actors and develop and strengthen existing and new networks with relevant stakeholders and local communities.

 

Provide monthly narrative and financial reports to the Project Officer in Bangkok on project implementation progress, next steps and challenges encountered in Mae Sot as well as on meeting outcomes and discussions with local counterparts.

 

Submit payment requests, receipts, and other required financial documentation, and prepare expenditure reports based on cash transactions on a regular basis.

 

Assist in the monitoring, the procurement, delivery and/or installation of the materials and services, with a particular emphasis on the quality and effectiveness of the materials and services being provided to meet and exceed donor standards.

 

Coordinate and provide in-the-field logistical support when necessary to project staff from other field offices, e.g. for steering committee meetings and monitoring and evaluation activities.

 

In coordination with the project team in Bangkok, ensure that the donor’s visibility requirements are met including any communications activities (e.g. press briefing, press notes, etc.) that may be requested.

 

Undertake duty travel to Bangkok or other relevant provinces to assist in the implementation of the project activities.

 

Perform such other duties as may be required.

 

Desired Qualifications:

 

Thai National;

University Degree in law, international relations, political science, social science, or relevant field

Strong organizational and time management skills

Ability to work in a multi‐cultural environment and respect diversity

At least three years of work experience in migration issues for non‐governmental organizations, international governmental organizations or government institutions

Sound knowledge of programme implementation and evaluation. Experience in health, legal aid, education, livelihoods, protection assistance an advantage.

Team work oriented but with a capacity to work independently

Good writing and communication skills

Computer literate

Fluency in English and Thai. Knowledge of Burmese or other languages spoken by minority groups from Myanmar an asset.

Responsibilities and Accountabilities:

 

Support the Project Officer in the planning, coordination, implementation, monitoring and evaluation of project activities, including the timely delivery of annual work plans, annual reports, Standard Operating Procedures (SOPs) and the management of the project’s human resources.

Support the organization and coordination of the Project Steering Committee (PSC) activities and lead communication with the PSC to ensure a collaborative relationship with different stakeholders, including taking notes/minutes of Project Steering Committee (PSC) meetings and follow-up action as required.

Support in liaison with key national stakeholders including Government agencies, host communities, academic institutions, and civil society organizations as required for the purpose of facilitating understanding of the project among relevant stakeholders and ensuring the successful and timely implementation of project activities.

Support the Project Officer in conceptualizing and developing project tools, including a monitoring and evaluation work plan; a project implementation manual and guidelines; a funding mechanism and project guidelines for small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection) in accordance with donor procedures and guidelines; Standard Operating Procedures (SOPs);

Act as primary focal point for project staff in different geographical locations for  Monitoring and Evaluation (M&E); and develop, implement and follow-up on an M&E Plan in close coordination with project staff in Bangkok and in Mae Sot, Phang Nga and Ranong and in accordance with the requirements of the donor.

Support a) the development of standardized M&E tools and ensure their consistent utilization across all geographical project locations; and b) the organization of mid-term and final internal evaluations by developing Terms of References and assisting in the selection and contracting of relevant consultants.

Act as the primary focal point for project staff in different geographical locations for the Funding mechanism supporting a) small community-based projects in 5 sectors health, legal aid, education, livelihoods, protection assistance to be developed and b) capacity-building support to the Migrant Working Group (MWG), in close cooperation with project staff in Mae Sot, Phang Nga and Ranong and in accordance with donor procedures and guidelines.

Provide training for the Field Offices in Phang Nga, Ranong and Mae Sot in monitoring and evaluation to achieve project outcomes and according to the budget and in project management in the context of the Funding mechanism as described above.

Assist the Project and Communication Officer in the dissemination of relevant information, including by highlighting best practices implemented in the context of the project.

Support the Programme Manager and Project Officer in the conceptualisation and development of project tools, including a Manual and Guidelines for project implementation, in particular for procurement, calls for proposal, financial reporting and accounting in accordance with EU and IOM requirements; Standard Operating Procedures; Monitoring and Evaluation Plan, notably in terms of budget implementation; and a funding mechanism supporting small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection), notably in terms of procurement, call for proposals, financial reporting and accounting.

Manage the day-to-day accounts of the project and contribute to the overall efficient functioning of project’s financial management and accounting system.

Act as the primary focal point for project staff in different geographical locations for contractual, financial and accounting issues related to the implementation of project activities, including for the organization of call for proposals/tenders. He/She will be supported by IOM’s Central support unit in Bangkok.

Train and assist the project staff including in Mae Sot, Phang Nga and Ranong in financial reporting and procedures. He/she will ensure standardized financial monitoring and reporting tools are developed and used consistently across all geographical project locations for the implementation of the project.

Support the project staff in the context of the funding mechanism which will fund small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection) in three different geographical locations, including calls for proposals, contracting, financial reporting and accounting.

Assist in the preparation and organization of a call for proposals/tender dossier in accordance with EU funding requirements; collect, verify and process all financial and legal documents required from beneficiaries; check financial viability of the beneficiaries, assist project staff in the financial negotiation with beneficiaries (budget adjustments, information on eligibility of costs, etc.); prepare the contract/grant agreement/amendment with the selected beneficiaries and process requests for payments in accordance with EU requirements.

Liaise with Field Coordinators based in the offices of Mae Sot, Phang Nga and Ranong to produce monthly financial statements, highlighting under/overspent and progress in budget implementation and contractual, financial and/or accounting difficulties encountered in the reporting period        

Ensure all contracts and contractual correspondence is systematically registered; and establish an inventory with all assets acquired over the course of the project in accordance with donor requirements and provide translation of documents as and when required

At least three years work experience of sound financial management and reporting for donor-funded projects, notably of
