Save the Children International is looking for Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator

JOB TITLE:  Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator

TEAM/PROGRAMME:  Thailand Programme  LOCATION:  Based in Bangkok with 50% field travel, including to Refugee Camps and the Deep South   

Type of Contract: 1 year (with possible extension pending funding)

 

CHILD SAFEGUARDING:

Level 3 – The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

ROLE PURPOSE:

To take the lead in developing and managing a Monitoring , Evaluation, Accountability and Learning (MEAL) system for the Save the Children Thailand Office. The MEAL Coordinator will guide the Thailand Team in designing and implementing a MEAL system that measures and demonstrate our strategic impact; helps us be accountable to ourselves, children, donors and partners; increases clarity of M&E responsibilities and access to information; ensures and increase the quality of our work; and supports a pragmatic approach.

 

SCOPE OF ROLE:

Reports to: Director of Program Development and Quality

Staff reporting to this post: MEAL Officer and Accountability Assistant

 

KEY AREAS OF ACCOUNTABILITY:

All areas of accountability outlined below relate to the full spectrum of programming. MEAL team members are expected to contribute to long-term programming as well as be available to support assessment, planning, and monitoring of humanitarian responses.

 

Monitoring and Evaluation

-        Work with project coordinators to develop a MEAL plan for each project that outlines clear roles and responsibilities for all MEAL tasks.

-        Work with project teams to develop tools for each project to ensure data is collected and compiled appropriately and timely.

-        Monitor projects with the MEAL team members; and develop standard format/s for monitoring reports.

-        Collect and review field reports from all Save the Children staff and input key actions into the Action Tracker.

-        In collaboration with technical specialists, draft quality benchmarks as needed to properly design and monitor all project activities. Ensure benchmarks are used and updated regularly.

-        Support the MEAL Officer to review and update the Action Tracker with inputs from project coordinators monthly.

-        Develop evaluation TORs for external consultants and lead in the recruitment process.

 

Accountability

-        Develop and scale up Accountability to Beneficiaries mechanisms which facilitate beneficiaries/communities to register timely complaints and provide feedback on Save the Children interventions.

-        With project implementation teams and partners, draft materials to ensure beneficiaries are informed of project activities and objectives and have information needed to provide feedback.

-        Consolidate Feedback and Complaint data, provide a brief analysis of complaints and convert that into Learning for program improvement; also work with partners to develop their own Accountability Systems.

 

Learning

-        Cultivate a learning culture within the Save the Children Thailand team and its partners, recognizing efforts towards learning and fostering an appreciation for reflection and adaptation.

-        Document key lessons learnt out of monitoring and evaluation reports, and facilitate discussions with both partner and Thailand program staff to promoting a learning culture.

-        Organize and facilitate events for discussion, reflection, and peer learning such as learn at lunch and project reviews.

-        Ensure visitors facilitate learn at lunch events for staff as much as possible.

-        Ensure all projects have reflective learning activities built into their activity plans.

-        Keep abreast of MEAL sector trends and developments, for example in remote monitoring, and adapt and promote introduction of new methodologies, innovations and best practices.

 

Proposal Development, Strategy, and Capacity Building

-        Contribute to the development of country strategies and lead in compilation and review of Total Reach and Global Indicators annual reports.

-        Develop and track progress against MEAL team and sector strategic frameworks, ensuring that teams are equipped with tools and knowledge to report on their progress.

-        Lead in the development and facilitate MEAL trainings for Save the Children staff and partners.

-        Lead in designing assessments for new projects, including in rapid emergency responses.

-        Work with proposal writing teams to design logical frameworks and MEAL plans for proposals, ensuring that indicators are SMART and logical; and align indicators with Save the Children Global Indicators as much as possible.

-        Draft MEAL team budgets needed for each new proposal, including human resources, travel, and activities.

 

Management

-        Manage performance and professional development of team (currently two staff members) and develop team in line with strategy need.

QUALIFICATIONS 

-         Bachelor’s Degree in relevant field, Master’s degree preferred.

-         At least five years of experience working in development programming with INGOs, with at least three years of monitoring and evaluation experience.

-         Strong analytical and research skills

-         Good presentation skills

-         Excellent English writing and documentation skills

-         Expertise in databases, MS Office and other analysis software such as SPSS preferred

-         Ability to work under pressure and visit all field locations (i.e., frequent travel)

-         Strong interpersonal and communication skills
