JOB TITLE:  Consultant for Comprehensive School Safety (CSS) Survey
TEAM/PROGRAMME: Disaster Risk Reduction Project          LOCATION: Ayutthaya Province

ROLE PURPOSE:
Save the Children will hire a consultant to conduct an assessment of school safety in 50 flood-affected schools in Ayutthaya province with the following objectives:
Objective 1) Contribute a rigorous and accurate set of data and analysis on the school safety in the 50 schools against the Comprehensive School Safety Framework to give a clearer picture of schools in this area and identify the gaps
Objective 2) Provide survey report which includes analysis of the school safety data against the CSS Framework and recommendations based on the findings
Objective 3) Provide suggestion and feedback on how the CCS Framework can be further contextualized and improved and best practices on administering the CSS assessment tool

SCOPE OF ROLE:
Reports to:  MEAL Coordinator (and MEAL Officer), DRR Coordinator and Child Safety and DRR Technical Advisor

Consultant’s responsibilities 

I. Use the CSS assessment tool and Framework as provided by Save the Children (and if necessary translate the tool into appropriate language) which can be downloaded from this link: https://drive.google.com/folderview?id=0B9Fk7CyM3K12M2s1emo5QzZ5NWc&usp=sharing
II. Attend one-day training on CSS assessment tool and framework with Save the Children
III. Plan and manage implementation of the survey
IV. Hire, train and manage team of enumerators to conduct survey of individual school and data entry
V. Coordinate and oversee the field survey with local partners and stakeholders
VI. Oversee data entry
VII. Analyze qualitative and quantitative data from the survey
VIII. Write research reports and edit as requested by Save the Children
IX. Ensure timely communication with Save the Children and if necessary facilitate meeting to discuss preliminary findings
X. Presentation on final reports

Deliverables

1. Work plan
2. Survey design & outline documents - background and scope of survey, sampling strategy, survey methods and tools etc.
3. Survey report outline & structure
4. Training plan and materials for enumerators, brief training report
5. Archives of survey data collected for individual school
6. Survey report in English - including analysis of data and findings, recommendations and feedback on CCS framework and tools with cleaned raw data of individual school as annex
7. Presentation files

Timeframe & Scope

The consultancy service period for the whole assignment is 25 working days, between 1th April 2016 to 30th April 2016 and the final report should be delivered on 30th April 2016.

QUALIFICATIONS 
Consultant qualifications and profile
• At least master’s degree in education, research, social sciences or other related field
• Expertise in qualitative and quantitative research methods.
• Strong qualitative and qualitative data analysis skills
• Experience conducting large scale surveys or similar
• Expertise in issues related to Disaster Risk Reduction
• Thai and English language proficiency
• Ability to work within strict deadlines

Consultancy Budget
A total consultant fee of 180,000 THB will be made in 2 installments.
