Background/IRC Summary:
The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC teams provide health care, infrastructure, learning and economic support to people in 40 countries, with special programs designed for women and children. Building local capacity and self-sufficiency and promoting human rights, participation and accountability are at the core of all of IRC innovative programs.
The IRC started working in Thailand in 1976 in response to the influx of refugees from Vietnam, Laos and Cambodia. Today, IRC serves people uprooted from Myanmar, also known as Burma, who began crossing into Thailand in 1984. The IRC is aiding nearly 140,000 refugees in nine camps along the Thailand-Myanmar border, providing drinking water and food as well health care, sanitation, protection for children and abused women, and legal assistance and resettlement processing.
The IRC has supported the provision of health services, and the development of a skilled and trained health workforce, in refugee camps and ethnic community clinics in Thailand along the Myanmar border for over 20 years. There are currently hundreds of trained and skilled health personnel working with community-based organizations and non-government organizations to provide health services to Myanmar people in refugee camps and clinics in Thailand and hard to reach Ethnic control areas in Myanmar.
Job Overview/Summary: This position will be based in Mae Sot and will work closely with Mae Tao Clinic (MTC) and ethnic health organization for the cross border patient referral and to assist medical training team in providing certified public health training in Thailand and field based continuous medical education inside Burma. This position also need to assist PLE management team about reviewing the PLE data accuracy and timely reporting.
Major Responsibilities:
- Build the capacity of Mae Tao Clinic related to patient referral mechanism and documentation
- Facilitate cross border referral mechanism among Myawaddy Hospital, Mae Tao Clinic and Mae Sot hospital
- Facilitate day to day referral of patients to either Myawaddy hospital or Mae Sot Hospital according to protocol and policies developed by the MTC and ethnic health organizations
- Review the status of referral cases regularly and provide feedback to the MTC management team.
- If necessary, assume advocate role on the patient's behalf and directly advocate the hospital and facilitate referrals.
- Maintain ongoing tracking and appropriate documentation on referrals to promote the team awareness.
- Working together with Health technical Advisors and Training QC coordinator for recruitment of students and providing training for Certificate in health facilities management course
- Assist PLE management team about reviewing the PLE data accuracy and timely reporting.
- Facilitate in field continuous medical education (CME) training with PLE Myanmar team among targeted field clinics area.
Promote partner relationships based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion and transparency
- Promote the staged transfer of responsibility for project leadership and management to local partners over the life of the project
- Represent IRC and the project professionally and competently at all times
- Undertake any other relevant tasks assigned by the supervisor

Job Requirements:
Education: Medical Degree and/or advanced public health degree
Work Experience:
- Experience working at the Mae Sot- Myawaddy border
- Used to work for referral of patients to tertiary care health facilities
- Experience in medical and public health training
- Familiarity with Mae Tao clinic and ethnic health organization along the Thai- Burma border especially in clinical care and referral of patients is an advantage
Demonstrated Skills and Competencies:
Strong organizational, interpersonal, and communication skills, including the ability deal with Thai and Myanmar Health staff
Able to work independently while being a member of a team
Culturally sensitive with the ability and interest to identify and work with a multi-ethnic people
Language Skills: Fluency in English, and Burmese is essential, Karen is advantage
Working Environment: Understanding of the situation along the Thailand-Burma border and standard office work environment is applicable for most of the time: for example, Internet connections, electricity, and amenities.
